On July 5, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of Sichuan Province, presided over the Leading Group Meeting for Private Economy and Middle and Small-sized Enterprises (SMEs). He stressed that it is important to implement the important guidelines of General Secretary Xi Jinping in supporting private economy, fully carry out the plans of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government, take a problem-oriented approach to intensify reform and innovation, and ensure the effective implementation of policies, so as to grow both the size and strength of private economy and SMEs, and realize quality economic development in Sichuan Province.

At the meeting, attendees heard the reports of the Administration for Market Regulation of Sichuan Province, Sichuan Provincial Economic and Information Department, Sichuan Federation of Industry and Commerce, and other departments, and reviewed documents like Work Program of the Report on Private Economy Development in Sichuan Province, Rules of Procedure of the Leading Group for Private Economy and Middle and Small-sized Enterprises Development in Sichuan Province, Work Program for Targeted Delivery of Sichuan Province's Policies on Private Economy, and Implementation Opinions of Sichuan Province on Promoting Healthy Development of Middle and Small-sized Enterprises.

Promoting the development of private economy and SMEs is of great significance to ensuring stable employment, better development, and social harmony and stability, noted Yin Li. First, the provincial leading group and its member institutions should further enhance their political awareness and upgrade their concepts. Considering the development situations of private economy and SMEs in Sichuan Province, especially their problems and shortcomings, practical efforts should be made to shore up weak links and ensure full implementation, in a way to promote the healthy, sustainable development of private economy and SMEs in Sichuan Province. Second, efforts should be made to establish a practical, effective work system and mechanism, shoulder responsibilities in line with functions of respective departments, be proactive in carrying out policies and works, strengthen collaboration and coordination among departments, and make joint efforts to form synergy. Third, more policy and basic guarantee should be provided. Centering on the primary industry, secondary industry, and tertiary industry development in Sichuan Province, attention should be paid to priorities of enterprises, formulate supporting policies and measures for them, encourage enterprises to keep strong faith in starting business, and be committed to technology-driven development, in a way to unleash the potential of enterprises in innovation and entrepreneurship as much as possible. As for arrears to private economy, resolute measures should be taken to address problems and build a sound environment for enterprises in accessing government services. Fourth, incentive assessment of private economy should be strengthened; a report system of private economy development should be established and improved to fully monitor the development of private economy and SMEs in Sichuan Province, and implementation of policies issued by the central government and provincial government; enterprises should be supported to grow in both size and strength in a faster pace; a new type of cordial and clean relationship between government and business should be shaped. Fifth, greater efforts should be made to ensure the full implementation of policies, comprehensively comb through policies and measures supporting the development of private economy and SMEs, release policies in a targeted manner, and assess policies in a timely way, so as to ensure the full implementation and tangible benefits of various supporting policies and measures, and to enhance the sense of gain of enterprises.
