Implementation Plan for the Construction of the China (Sichuan) Pilot Free Trade Zone



  In order to implement the “Notice of the State Council on Printing and issuing of the Overall Plan for the China (Sichuan) Pilot Free Trade Zone” (GF2017No. 20) and to accelerate the construction of the China (Sichuan) Pilot Free Trade Zone (hereinafter referred to as the “Pilot Free Trade Zone”), the following implementation plan is formulated.

  1. Overall Requirements

  We should implement the spirit of the 19th National Congress of the Communist Party of China. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, we should conscientiously implement the decision-making and deployment of the Party Central Commission and the State Council on the construction of the Pilot Free Trade Zone and the spirit of the 11th Party Congress of the province, focus on the strategic positioning of the Pilot Free Trade Zone, take the structural reform on the supply side as the main line, the institutional innovation as the core, the exploration of replicable and promotable experience as the basic requirement. We should highlight the inland characteristics, pay attention to learning from others, strengthen the linkage and cooperation, and implement the “list system + responsibility system” in accordance with the requirements of “getting experience in six months, achieving effectiveness in one year, arriving a new level in two years, and reaching the goals in three years”. We should explore the construction of inland free trade ports, strive to be at the forefront of the new round of opening-up, inject strong momentum into the realization of “two leaps” and building a beautiful, prosperous and harmonious Sichuan, and play an exemplary role in building a highland of inland open economy and promoting the development of the western region and the Yangtze River Economic Zone.

  2. Functional Layout

  The Pilot Free Trade Zone covers 119.99 square kilometers, including three areas: Tianfu New Area of 90.32 square kilometers in Chengdu, Qingbaijiang Railway Port Area of 9.68 square kilometers in Chengdu, and 19.99 square kilometers of South Sichuan Port Area.
 
  Tianfu New Area in Chengdu focuses on the development of modern service industry, high-end manufacturing industry, high-tech, airport economy, port service and other industries, aims to build an important agglomeration area of modern high-end industry, a leading area of innovation-driven development, a highland of innovating open financial industry, a commercial logistics center and an international aviation hub. This will create an open highland for the gateway cities in western China.

  Qingbaijiang Railway Port Area in Chengdu focuses on the development of international commodity transfer, distribution and display, bonded logistics and warehousing, international freight forwarding, CBU (Completely Built Unit), featured finance and other port services. In addition, it also focuses on modern services, such as information services, science and technology services, exhibition services, etc. It aims at building an important fulcrum for the westward international trade channel between the Silk Road Economic Belt and the inland China. 

  South Sichuan Port Area focuses on the development of shipping logistics, port trade, education and medical care services and other modern service industries. In addition, it also focuses on the advanced manufacturing and characteristic industries such as equipment manufacturing, modern medicine, food and beverage, financial leasing, etc. It aims at becoming a national comprehensive transport hub and an important gateway for Chengdu-Chongqing urban agglomeration to open to the South and radiate Yunnan and Guizhou.

  3. Main Tasks

  1) Efforts should be made to create a business environment with legalization, internationalization and facilitation.

  (1) We should establish a list of administrative powers and responsibilities. The list of administrative powers and responsibilities should be carried out in all Areas of Pilot Free Trade Zone to clarify the boundaries of government functions and make them public. We should deepen the reform of government institutions, explore the establishment of statutory institutions, and promote the transformation of relevant government agencies from providing public services directly to providing services through contract management by third parties, prepare a catalogue for transferring functions to social organizations. Asset evaluation, appraisal, certification, inspection and testing undertaken by government departments will be gradually handed over to professional service agencies.

  (2) We should deepen the reform of the administrative examination and approval system. The administrative licensing matters shall be cancelled to the maximum extent, and the catalogue of administrative examination and approval matters shall be established so as to achieve “no examination and approval beyond the catalogue”. We should establish a dynamic updating management mechanism for administrative examination and approval and public services matters. In accordance with the principle of “decentralization according to law, decentralization according to demand, and Decentralization should be granted as much as possible”, the Pilot Free Trade Zone shall undertake provincial-level management matters to the maximum extent, promote the standardization and informationization of administrative licenses, build the mode of “applying with one number, providing services in one window, and one network for all matters” for online and offline administrative examination and approval services, establish a “one-window” government service zone, build a unified platform for market access, implement centralized examination and approval, parallel examination and approval, realize multi-sectoral information sharing and collaborative management, and advance the reform of “multi-certificate integration”, “multi-regulation integration”, “multi-evaluation integration” and “Separation of Business Permit and License”. We will promote the pilot reforms of relatively centralized administrative licensing to build the implementation, supervision and evaluation system of administrative licensing covering “all matters, whole process and all links”

  (3) We should promote innovation in the supervision of law enforcement, explore the establishment of a unified and centralized comprehensive administrative law enforcement system to relatively centralize the power of law enforcement, promote the exchange of information and data among departments. In order to build a regulatory framework for big markets, we shall establish a mechanism for the joint supervision and law enforcement, coordination and cooperation across departments, and we shall promote the integration of online and offline supervision. The supervision mechanism of “double random” spot check should be implemented in customs, inspection and quarantine, tax law enforcement and other aspects, and the “open” working platform and open platform should be established and improved. We should fully implement the “three-stage” supervision mechanism of notifying in advance, warning when minor violations of law occur, and punishing when serious violations of law occur. We will improve the industry supervision system and the qualification review system, and further standardize the content review of cultural, educational and information services.

  (4) We should strengthen the reform of the commercial registration system, relax the restrictions on the expression of enterprise names, optimize and improve the enterprise name registration management system, open up the enterprise name database, implement independent declaration and online approval of enterprise names, and formulate measures for handling the disputes about enterprise names. We shall relax the conditions for the registration of an enterprise's residence, explore ways of registering an enterprise's residence with a postal address, and implement the cluster registration mode managed by enterprise's residences, allowing “one license with multiple addresses” and “one address with multiple licenses”. We should implement the electronic registration and electronic business license for the enterprise.

  (5) We should innovate a new mode of tax collection and management services, construct an intelligent and ecological tax service system of “Internet + Big Data”. We shall promote the reform of taxation facilitation, optimize the taxation process, expand online taxation, innovate taxation measures, and shorten taxation time. We should deepen the cooperation between the state and the local taxation and comprehensively promote the joint taxation mode of “one window, one person” for national and local taxation, strengthen the operation of tax credit management, and continue to expand the beneficiary of “interaction between local taxation bureau and banks”.

  (6) We should build a social credit evaluation mechanism, improve the social credit system, and promote the construction of a unified social credit code system. We shall build a catalogue of public credit information, and promote the communication and sharing of information on the performance of duties among departments. We should establish an online credit commitment system for enterprises, standardize the open credit investigation service, and improve the mechanism of encouraging faith-keeping and punishing faith-breaking. We should strengthen the guidance, supervision and inspection of the credit evaluation work for the third party's enterprise.

  (7) We should establish and improve the legal service supervision and management system, and we should also establish and improve the honesty practice system for the lawyers, notaries, judicial appraisers and other legal service workers and punishment system for their illegal and irregular practices. We should Establish a business and practice information management system, gradually establish a file for practice information and social evaluation. The law enforcement agencies and practitioners in violation of the law shall be punished jointly according to law. We shall gradually establish and improve the integrity of judicial identification files, pilot the “negative inventory” management in Chengdu for the judicial identification practices which violate the laws and regulations. The Court should suspend the Commission of identification. We should upgrade the lawyer's comprehensive information system to improve the standards of honest practice in the lawyer profession.

  (8) We should establish and improve the dispute settlement mechanism for commercial disputes. In order to strengthen the construction of foreign-related arbitration teams, we shall establish a branch (center) of China International Economic and Trade Arbitration Commission in the Pilot Free Trade Zone, a mediation center of China Council for the Promotion of International Trade in the Pilot Free Trade Zone, and an International Commercial Arbitration Court in Chengdu. We should explore the professional juror mechanism and establish a neutral assessment mechanism for disputes.

  (9) We should carry out the pilot reform of comprehensive management of intellectual property. We will give full play to the leading role of intellectual property such as patents, trademarks and copyrights, and open up the entire chain of creation, application, protection, management and service of intellectual property. We should establish an efficient intellectual property management system, build a public service system for the benefit of the people, and explore the operating mechanism of intellectual property that supports innovation and development. We shall improve the enforcement mechanism of intellectual property, carry out joint enforcement of intellectual property across departments and regions, and improve the protection and cooperation mechanism between administrative enforcement agencies of intellectual property and public security and customs.

  (10) We should strengthen the commercial rights and interests to protect socialized services, promote the construction of credit system in the field of intellectual property, improve the information service network of intellectual property, implement the system of disclosure of practicing information, and regularly issue the “red and black list of credit” for practitioners. We shall carry out joint encouragement for faith-keeping and joint punishment for faith-breaking, and promote the use of credit reports in areas such as patent applications, trademark registration, and copyright registration. We should establish and improve the market evaluation and operation mechanism of intellectual property rights, explore the establishment of a target evaluation system for the intellectual property of science and technology programs, and encourage foreign capital investment to establish specialized intellectual property service agencies.

  (11) We should conscientiously strengthen the protection of intellectual property, strengthen the work of reporting and complaints, rights protection and assistance and arbitration mediation of intellectual property. We should improve and perfect the relevant laws and regulations on intellectual property protection, and improve the quality and efficiency of the intellectual property examination. We shall accelerate the construction of intellectual property protection systems in emerging fields and formats. We must strictly protect the intellectual property of enterprises invested in Sichuan according to the laws and regulations, establish and improve the service system for reporting and complaint the protection of intellectual property and the new system of “Internet +” for safeguarding rights and assistance. We should increase the penalties for the illegal infringement of intellectual property.

  (12) We should establish and improve the supervision and law enforcement of safety production and emergency rescue management system. We should fully implement the concept of safety development and improve the responsibility system for production safety. We shall implement the double control system of risk management and risk investigation for safety production. We should establish or clarify the supervision agencies for safety production and the staff who are in line with the supervision tasks. We should improve the management mechanism of emergency rescue in safety production, establish an emergency management agency for safety production or appoint a special person responsible for the emergency management in safety production, and carry out regular linkage drills to deal with emergencies.

  (13) We should build a new system of social governance. We will improve the decision-making mechanism according to law, clarify the scope and standards of major administrative decisions, take expert consultation, social hearing and third-party evaluation as the necessary procedures for major administrative decisions, and establish a decision-making accountability and error correction mechanism. We should establish and improve an honest supervision mechanism, establish a joint meeting system for honest supervision in the Pilot Free Trade Zone, and coordinate supervision, pro-curatorial, public security, auditing and other supervision forces to form an “integrated” honest government supervision. We shall establish the early warning and evaluation system of project integrity, and strengthen supervision over key areas and key links such as land and finance. We can establish a research institute (platform) for the Pilot Free Trade Zone to build a research think tank, talent training base and external publicity platform for the Pilot Free Trade Zone. We should establish an administrative consultation system and establish a professional advisory commission composed of professionals to provide consultation for the development of the Pilot Free Trade Zone. We should innovate the community governance mode in the Pilot Free Trade Zone to explore the mechanism of foreigners’ participation in community governance.

  2) Efforts should be made to build a western gateway city and to open and develop the leading area

  (14) We should vigorously develop high-end manufacturing industry. Around the “double seven double five” industries, we should encourage industries such as electronic information, automobile manufacturing, bio-medicine, rail transit, intelligent manufacturing, aviation and gas engines, and new materials to gather in the Pilot Free Trade Zone to accelerate the extension of traditional industries such as food and beverage to the high end of the value chain and innovation chain. We need to make innovative use of the guiding funds for industrial investment to support the cluster development of high-end manufacturing industry and build a batch of industrial clusters of trillion, 500 billion, and 100 billion.

  (15) We should actively develop modern service industries. Relying on International Expo City in Western China, International Convention and Exhibition Center, Tianfu Software Center, Chengdu Science City and Chengdu Financial City, etc., we will vigorously develop new economies such as international exhibition economy, headquarters economy, business services, medical and health services, information services, cultural creativity, scientific and technological research and development, emerging finance, and intellectual property operation. Relying on the port-based industry in South Sichuan Port Area, it will gather and develop modern service industries such as e-commerce, financial leasing, shipping finance, bulk commodity trading, headquarters economy and exhibition economy. Relying on the advantages of Chengdu International Railway Port as an international corridor and port, we will focus on developing new types of trade such as vehicle, meat, grain and timber, forming a global supply chain that integrates cross-border e-commerce, logistics headquarters economy, logistics warehousing, research and development of logistics facilities and equipment, logistics financial insurance and logistics personnel training.

  (16) We should enhance the capability of independent innovation. We will give full play to the effect of policy integration of comprehensive innovation and reform in the pilot areas, independent innovation and reform in the demonstration areas, the Tianfu New Area and the Pilot Free Trade Zone. We should explore experiments in promoting the transformation of scientific and technological achievements, deep integration of military and civilians and other aspects to transform the Pilot Free Trade Zone into a regional innovation platform with demonstration and driving effects. We will build Internet industry and technology industry with big data as the core, build an innovative and entrepreneurial service platform, promote the establishment of entrepreneurial nurseries, incubators and innovation spaces, build a full-chain innovation and entrepreneurship system, and build a full-chain innovation and entrepreneurship system. We should establish and improve the trading system of technical intangible assets, and formulate measures for the management of state owned intangible assets of technology. In the special customs supervision area, innovative enterprises research and develop imported equipment and materials supervision mode to reduce the research and development costs of enterprises. We will guide domestic and foreign capital to provide investment and financing support for innovative and entrepreneurial projects, and expand overseas financing channels for innovative and entrepreneurial projects.

  (17) We should increase the introduction of high-end talents, discuss and formulate the implementation opinions on vigorously introducing overseas talents and accelerating the process of internationalization of talents and the measures for identifying foreign high-level talents. We should clarify the detailed rules for the implementation of talent visas and clarify the standard conditions and procedures for foreigners to apply for talent visas, try to employ outstanding foreign students with master's degree or above or foreign university graduates to work in the Pilot Free Trade Zone, increase the entrepreneurial support of foreign youth students. We shall introduce a number of industry- university- research platforms, projects and high-level talents around key industries. We will carry out pilot projects for overseas talents to create offshore talents, build overseas talent innovation centers, build overseas “pre-incubation” platforms, and pilot overseas innovation and entrepreneurship bases. We should flexibly introduce a group of talents who are in urgent need by means of part-time job, special positions, project cooperation, and technical marriage.

  (18) We should innovate the talent management service mode, establish a talent service system of “party commission government + social organization + market mainstay”, improve the high-level talent service system, and establish a one-stop service platform for international talents, opening up a green channel for the management or technical personnel employed by enterprises in the Pilot Free Trade Zone to leave the country and for the entry of high-level foreign talents. In order to facilitate qualified high-level foreign talents to work and stay in Sichuan, the channels for high-level foreign talents and their spouses and minor children to apply for permanent residence in the Pilot Free Trade Zone should be opened. We should encourage local universities to cooperate with foreign universities for discipline construction and expand the scale of international students. We shall encourage the construction of schools for foreign children, provide targeted guidance services and language learning opportunities, help foreign talents better integrate into Chinese society through multi-form and multi-channel.

  (19) We should comprehensively enhance the level of economic and trade cooperation with Europe, focusing on trade in services and two-way investment, we will promote in-depth cooperation with Europe in the fields of industrial talent cooperation, enterprise linkage, and joint construction of project carriers and optimization of business environment. We should vigorously develop trade in services such as tourism exhibitions, cultural creativity, R&D and design, explore the full cooperation with the European Commission, European government agencies and business associations to promote the construction of the “European Center” which works as the economic liaison base for “The Belt and Road Initiative”, and build a one-stop integrated service platform for European businesses, taxation, intellectual property rights, investment and personnel facilitation.

  (20) We should promote the construction of open and cooperative platforms. We will adopt a shared open cooperation mode of “platform + park”, “government + institution + enterprise” to support the construction of China-Germany, China-France, China-Korea, China-Italy, Xinchuan and other national industrial cooperation parks. We will strengthen the construction of international scientific and technological cooperation platforms, promote the establishment of international cooperation bases such as joint laboratories and joint research centers, and implement the “International Top Technology Park Partnership Program” promote collaborative innovation and independent innovation in industry, university and research. We should promote all kinds of high-tech development zones, economic and technological development zones, and special supervision areas of customs in the province to participate in international cooperation and competition.

  (21) We should stimulate the vitality of state-owned enterprises, improve the modern enterprise system of state-owned enterprises, establish and improve long-term incentive and restraint mechanisms, and enhance the pertinence and effectiveness of state-owned capital supervision. We shall establish a state-owned capital operation platform to enhance the capabilities and levels of capital operation, encourage state-owned enterprises to explore new paths for innovation and development based on the Pilot Free Trade Zone, further promote the reform of diversification of property rights of state-owned enterprises in the Pilot Free Trade Zone and steadily develop a mixed ownership economy. We should explore the cooperation between the national railway transportation enterprises, Joint Venture Railway Company controlled by National Railways and the local government in the operation and management of Chengdu International Railway Port, and promote the effective integration of railway resources.

  3) Efforts should be made to build a pilot zone for the support belt of inland open strategy

  (22) We should deepen the reform of negative inventory management for foreign investment. Foreign investment shall be subject to pre-admission national treatment and negative inventory management system. The establishment and alteration of foreign investment projects (except those retained and approved by the State Council for domestic investment projects) in areas other than the special management measures for foreign investment access (negative inventory) and foreign investment enterprises shall be recorded and handled by the Pilot Free Trade Zone. Efforts should be made to establish a regulatory system for the supervision during and after the event that is compatible with negative inventory management. We should implement the “Notice of the General Office of the State Council on the Pilot Implementation of the National Security Review of Foreign Investment in the Pilot Free Trade Zone” (issued by the National Office2015No. 24), conduct a national security background review of sensitive foreign investment entities, cooperate with the Ministry of Commerce to conduct centralized anti-monopoly review of operators. We will strengthen the management of the actual controllers of foreign investment, establish a foreign investment information reporting system and a platform for publicizing foreign investment information, and improve the construction of an information system for foreign investment record keeping. We will carry out the “double random” system of foreign investment and carry out pilot supervision.

  (23) We should establish a system for promoting foreign investment services, implement the reform of the foreign investment management system and establish the main position of the enterprise's foreign investment. A recording system shall be applied to general overseas investment projects and enterprises. We shall simplify the record-keeping management of overseas investment projects. Except for overseas investment projects involving sensitive countries and regions and sensitive industries, the overseas investment projects with a Chinese investment value of less than 300 million US dollars implemented by local enterprises in the Pilot Free Trade Zone shall be filed by the investment authorities of Chengdu and Luzhou respectively. We should establish a “one-stop” service platform for foreign investment cooperation.

  (24) We should improve the protection mechanism for investors' rights and interests, allow qualified foreign investors to freely transfer their investment returns. We will improve the wage payment guarantee mechanism and establish a system for monitoring work environment damage to protect the legitimate rights and interests of workers and employers, strictly enforce the laws and regulations and standards of environment protection. We should strengthen post-event management and services for overseas investment, and improve early warning and security systems for overseas assets and personnel safety risks.

  (25) We should build a “single window” for international trade. Relying on the public platform of the electronic port, an integrated management service platform of “single window” for international trade with multi-sectoral business should be established and perfected. The functions of import and export of goods, entry and exit of means of transport, trade license, qualification registration and declaration of export tax refund should be gradually improved. We will actively promote the paperless reform of customs clearance operations, promote the paperless pilot of automatic import license clearance operations and the promotion of electronic licenses. We should comprehensively optimize the customs clearance process and increase the proportion of automatic customs clearance without intervention. We should promote the information exchange, mutual recognition and supervision and mutual assistance of law enforcement between the port supervision departments, and promote one-stop joint operation at the port site to achieve “one declaration, one inspection, one release” and increase the proportion of “one inspection”. We need to construct a multimodal logistics supervision center of airway, railway, highway and waterway and a multi-party network to share the entire logistics information, and to realize the “single window” handling of the goods from multi-modal transportation.

  (26) We should innovate the service mechanism for port policy, increase the policy and financial support for public services at ports and stations. The scope and content of the government's purchase of port services should be expanded, and the designated port services of airway, railway and waterway should be incorporated into the government's purchase services. Working and service standards for the port operations, customs declaration and inspection and other links of airway, railway and waterway transportation shall be formulated and announced to the public. We also need to standardize the charges for all links in the port.

  (27) We should innovate the supervision system of customs clearance, strive to achieve 24-hour appointment of clearance service. We shall establish an evaluation system for port release time of import and export goods, improve the customs clearance management mechanism that is compatible with cross-border e-commerce, designated ports for importing special commodities, and comprehensive foreign trade services. We will promote the docking of enterprise operation information with the supervision system, and encourage enterprises to participate in the pilot reform of supervision systems such as “automatic tax return, self-service customs clearance, automatic examination and release, and key audit”. For enterprises with good credit, standardized management and conforming to the requirements of customs supervision, the automatic recording, self-checking unit consumption and independent reporting shall be explored and implemented. We should establish the mode of classified supervision of goods' status, allow non-bonded goods to enter the special customs supervision area in a non-declaration manner, and after the consolidation and distribution of the bonded goods, they will actually leave the country for export or return to China. We should deepen the reform of the transfer mode of bonded goods, pilot the “active disclosure” system of enterprises. For the enterprises who take the initiative to report violations not discovered by the customs, the administrative penalties can be lightened, mitigated or not imposed according to law.

  (28) We should promote innovation in inspection and quarantine supervision mode, formulate measures for inspection and quarantine of international exhibitions, and innovate the inspection and quarantine supervision mode of international exhibitions. We shall explore the international network verification mechanism for inspection and quarantine certificates, vigorously implement quality and safety risk management, and further improve the credit management system. We should formulate the trade facilitation working norms for “pre-inspection and quick-release” of imported food and the working norms for accepting inspection results of imported and exported commodities. We will establish a centralized inspection system for imported fresh agricultural products, innovate the record-keeping mode of export food production enterprises, and explore ways to promote low-carbon certification of export products.

  (29) We should expand the research and development of bonded maintenance inspection, support Chengdu to build a well-known aviation maintenance base in Asia. We shall formulate regulations for the supervision and management of inbound maintenance/remanufacturing machinery and electrical materials, adopting the inspection and supervision mechanism of “enterprise capability assessment, inbound inspection of maintenance products, and supervision during and after the event” for inbound maintenance/remanufacturing machinery and electrical materials and enterprises. We should support the development of domestic and overseas maintenance services for high-tech and high value-added goods such as aero-engines in special customs supervision areas, promote the upgrading of bonded after-sales maintenance services, and build a new mode of foreign trade business of “global market sales and local operation settlement”.

  (30) We should promote innovation in tax collection and management, innovate the tax guarantee mode, implement the information management of tax-related guarantees, and support the application of the general guarantee system to the qualified tax-related guarantee business. In special customs supervision areas, we will make experiment to promote the trade-selective tariffs, other related import and export tax policies. Under the premise of complying with the tax reform direction and international practices, and without causing profit transfer and tax base erosion, we will actively explore the tax policy for overseas income tax credits in accordance with the unified national deployment.

  (31) We should explore the establishment of a new mode for land conservation and intensive use. The land in the Pilot Free Trade Zone can be mixed and used according to different functions and purposes, allowing the same plot or the same building to perform multiple functions. The multi-purpose industrial land is supplied according to the main use. Industrial land is subject to short-term transfer, lease, first lease and then transfer, and other differentiated land supply policies to reduce land costs. The Chengdu and Chenzhou municipal governments have introduced incentive policies such as supporting industrial projects to use the company's own stocks of land technology to upgrade and expand capacity, and encourage industrial projects to save intensive land.

  4) Efforts should be made to build a hub for international open channels.

  (32) We should build an important hub for international railway transportation, support the Chengdu International Railway Port to build a national open port, promote the stable operation of the north, central and south lines of the China-European block train (Chengdu), timely open to the “Pan-Asian block train”, and vigorously expand the interconnection between Chengdu and major hub cities in China, to build an international block train system for pan-Asia pan-Europe region. We should strengthen the construction of grain ports, improve the functions of vehicle ports and meat ports, and carry out timber import and processing business. We shall establish an information port in the railway port area with logistics information dispatch as the core to promote enterprises to reduce costs and increase efficiency. We will promote pilot projects for the parallel import of vehicles, create an industrial chain that integrates vehicle import, exhibition and marketing and finance, and support the extension and distribution of parallel imported vehicles in South Sichuan Port Area. We should establish block train transportation financing mechanism and platform, and innovate supply chain financial products such as warehouse receipts and pledges.

  (33) We should accelerate the construction of an international aviation hub, actively promote the transformation of Shuangliu International Airport and the construction of Chengdu Tianfu International Airport. We shall support the international flight code sharing, encourage qualified airlines to open, encrypt, optimize international (regional) domestic routes, build international aviation hubs for cargo transportation and domestic aviation integrated hubs, and build an aerial Silk Road connecting the world's major hub airports and major economies. We should build a route network for the mutual connection and support between international (region) and domestic region, and flight time allocation mechanism. We will support the establishment of qualified airlines of all-cargo base.

  (34) We should vigorously develop the airport economy. Relying on the Shuangliu Aviation Hub, we should actively cultivate and strengthen high-end manufacturing and modern service industries with strong air-proof correlation, vigorously develop the core industries such as aviation manufacturing and maintenance, aviation logistics, express logistics, service trade, cross-border e-commerce, and build the highland for airport economy innovation, clusters for high-end industries, inland opening pilot area and a new smart airport city with national demonstration effect. We will support the construction of the airport economic zone at Chengdu Tianfu International Airport, focus on the development of airport manufacturing, high-end commerce, tourism and vacation industries, and form functional groups of airport manufacturing and comprehensive services. We should advance the construction of the Chengdu Airport Inspection Zone, conduct centralized inspections of special cargoes in the airport, and support the customs, inspection and quarantine to build a centralized inspection center and coordinated supervision zone for general cargoes.

  (35) We should construct the shipping logistics center in Sichuan, Yunnan and Guizhou, support the establishment of a national opening port in the South Sichuan Port Area. We will accelerate the construction of high-grade waterways in the upper reaches of the Yangtze River, promote the infrastructure construction of integrated transportation hubs, and jointly build a three-dimensional transportation network system of “airway, railway, highway and waterway”, extend shipping logistics, shipping services, and international trade industry chain, and build a multi-modal logistics system with the port as the core. We will encourage the development of shipping services such as ship trading, shipping logistics information, crew training and ship maintenance, explore financial services and information services that complement port shipping, and optimize ship operation, inspection and registration process.

  (36) We should construct a multi-modal transportation base of land and air transportation between China and Europe, Promote the seamless transfer of Shuangliu Airport, Chengdu International Railway Port and Luzhou Port, and further expand the radiation circle that integrates aviation, railway and waterway transportation. Efforts will be made to build land and air logistics distribution centers, overseas logistics nodes and overseas warehouses to facilitate the convenient and efficient flow of goods between China and Europe. We should promote the demonstration of international multimodal transport in inland areas, speed up the construction of logistics system for multimodal transport, perfect the standards and service rules of multimodal transport, explore new modes of efficient intermodal transport with coastal and border cities along the Yangtze River, open up railways, highways, airways, waterways, postal routes and other means to accelerate the construction of a three-dimensional integrated transportation system. We will vigorously develop container multimodal transport and support Luzhou Port to participate in the construction of the container multimodal transport in railway, highway and waterway, which is the demonstration project of Chengdu International Railway Port. We should accelerate the development of modern logistics such as express delivery, and improve express handling facilities and green channels.

  5) Efforts should be made to build a new highland for inland open economy.

  (37) We should improve the level of foreign investment utilization. We will further implement the “Provincial Government's Opinions on Several Policies and Measures for Expanding Openness and Promoting Investment” (CFF2017No. 36), further expand the scope of openness and encouragement of foreign investment, strengthen financial support and land use protection for major investment projects, reduce the burden of corporate taxes and fees according to law, and explore the formation of an institutional mechanism conducive to the development of high-end manufacturing and modern service industries to the cluster of Pilot Free Trade Zones. It shall be submitted to the National Tourism Administration for examination and approval and allow qualified Sino-foreign joint venture travel agencies registered in the Pilot Free Trade Zone to engage in outbound tourism business except Taiwan. We should encourage and guide foreign investment to participate in and develop “Internet +” health services. Preferential policies are introduced to encourage foreign-invested enterprises to participate in investment in medical services through various forms. We should give full play to the advantages of Sichuan liquor, explore the innovation of liquor production and marketing system, deepen the functions of China International Wine Exposition, rely on existing trading venues to carry out international exhibition, investment, technology and other transactions of liquor products, and create a gathering place for liquor innovation and entrepreneurship in China. Targeting the world's top 500 and well-known enterprises and leading enterprises in the industry, we plan and carry out investment promotion activities such as industry chain investment promotion, team investment promotion and joint investment promotion, give full play to the functions of overseas business representative offices and investment promotion representative offices, and introduce high-tech industrial projects representing the world's leading technology and development direction. We will strengthen joint research and technology introduction with high-end technologies and key technologies in developed countries (regions).

  (38) We should innovative international capacity cooperation. We will accelerate the implementation of the “111” project of international capacity cooperation, and promote the development of international markets in energy and power, oil drilling and production, energy conservation and environmental protection, rail transit and aviation equipment manufacturing, as well as electronic information, automobile manufacturing, metallurgical building materials, petroleum and chemical industry, textiles, food and beverage and other industries with advantages. We should speed up the integration of technology, standards and services, accelerate the internationalization of the “China Standard” and actively compare it with major trade country standards to promote mutual recognition of certification and accreditation results. Social capital is encouraged to set up investment funds for domestic institutional investors and overseas cooperative funds in the Pilot Free Trade Zone. We should improve the facilitation of overseas assets assessment and mortgage disposal procedures. We will promote the enterprises to make good use of policies such as “internal insurance and external loan” and carry out comprehensive financial innovation services for enterprises to “go out”.

  (39) We will promote the pilot development of service trade innovation, further promote the construction of pilot cities for the innovation and development of service trade in Chengdu, explore the institutional mechanisms for adapting to the innovation and development of service trade, and establish and improve the public service system and trade promotion platform for service trade. We should Support the establishment of a cultural and trade base in the Pilot Free Trade Zone and actively strive to create a national cultural trade base. While consolidating and enhancing the international competitiveness of tourism services, logistics and other advantageous service industries, we will vigorously promote the development of service trade in emerging fields such as high-tech, high value-added design, culture, technology, financial leasing, and bonded maintenance, and create an international brand of “Chengdu Service”. Under the premise of ensuring effective supervision and implementation of the current relevant tax policies, the Customs implements remote entrusted supervision on large-scale equipment such as financed or leased aircraft and ships.  

  (40) We should promote the development of cultural trade and copyright trade, Deepen the function expansion of the art trading market, support the development of art bonded business in the special customs supervision areas (bonded supervision place), providing services for the production, logistics, warehousing, exhibition and trading of artworks at home and abroad, No license administration shall be applied to cultural products entering special customs supervision areas (bonded supervision place) from abroad, except for those provided by laws, administrative regulations and rules. We should encourage the cultural enterprises to adopt a development mode that that combines intangible cultural heritage represented by traditional handicrafts, martial arts, opera, folk music and dance with tourism, exhibitions, and brand authorizations. Enterprises such as radio, film and television, press and publication, performance and exhibition should be encouraged to innovate the overseas promotion mode of cultural services, and entry into the international market through project cooperation.

  (41) We should vigorously develop trade in Chinese medicine services, establish a platform for the service and trade of traditional Chinese medicine in Sichuan Province, actively cooperate with foreign countries in the planting and research of traditional Chinese medicine, and encourage the construction of international health tourism routes for traditional Chinese medicine. We should explore the operation mode of “Internet + Chinese herbal medicines” and establish and perfect the electronic trading standards for the specifications of Chinese herbal medicine, and do a good job in running the International Chinese Medicine Health Industry Expo.

  (42) We should vigorously develop the professional services industry of intellectual property. We will build a convenient public service platform for intellectual property set up a workstation for intellectual property services, and vigorously develop professional services for intellectual property. We should establish a patent navigation system for key industries and a rapid synergy protection mechanism for key industries. Relying on existing trading venues to carry out cross-border intellectual property transactions, we will promote the establishment of market-based intellectual property disposal mechanisms. Support and encourage intellectual property service agencies to continuously improve their service level in brand design, value assessment, registration agency, legal services, etc.

  (43) We should promote the development of cross-border e-commerce, accelerate the establishment of supervision and support systems for customs, inspection and quarantine, tax refunds, logistics that are suitable for cross-border e-commerce and trade. Relying on the cross-border e-commerce public service platform, it provides one-stop public services such as government inquiries, customs clearance and foreign exchange settlement for cross-border e-commerce enterprises. We should explore the mail (express) shipment through China-Europe train, actively open up the boarding channels for the mail (express) shipment, open China-Europe mail line. We will support enterprises in building overseas warehouses, overseas operation centers and after-sales service systems for export commodities, and provide cross-border e-commerce enterprises with one-stop services including trade, warehousing and after-sales. We will actively develop cross-border training and consulting services, and encourage overseas service providers to provide management training and consulting services in the form of cross-border delivery.

  (44) We should vigorously carry out bulk commodity trading. We will explore and formulate measures for the management of bulk commodity trading, and conduct bulk commodity trading in the non-customs special supervision area in the Pilot Free Trade Zone. Relying on the existing trading venues, the international trading business of production factors in the upper reaches of the Yangtze River will be carried out. Relying on the Tianfu Commodity Exchange, we will support the development of new trading brands and promote the development of international trade in bulk commodities.

  (45) We should establish a display and trading center for imported goods, formulate the working standards for the inspection and quarantine supervision of bonded goods, and establish the supervision measures of inspection and Quarantine of bonded exhibition and trade goods, such as sub-line supervision, pre-inspection, registration and verification. We shall build a direct selling center for imported goods, introduce cross-border trading enterprises to carry out cross-border commodity import business, improve the online retail system of imported goods, and enhance the logistics and distribution service capacity of imported commodities.

  6) Efforts should be made to create a demonstration zone for the synergy between the opening up of inland area and the opening up of coastal areas or the areas along the border.

  (46) We should promote the synergy between international and domestic reforms. The benchmarking of international investment and trade rules and high standards promote the system innovation of the Pilot Free Trade Zone to be better in line with international standards. We will fully implement the 123 experience of replication and promotion, explore the mechanism of coordinated reform with other Pilot Free Trade Zones, actively carry out comparative, complementary and linkage experiments, and fully draw on successful experience to explore the formation of a test pattern with Sichuan characteristics.

  (47) We should promote the coordinated development of the Area. According to the functional orientation of the three major Areas, we will explore the establishment of industrial interaction and facilitation platform for multi-level factor flow, and realize “advantages complementarity” and “mechanism interaction” in the functional layout, industrial development and promotion measures, and avoids excessive competition and homogeneous development. We shall establish a cross-district, cross-sectoral, and cross-regional collaborative linkage mechanism to promote the integration of the three pilot reform areas with their own characteristics and experimental experience.

  (48) We should construct a coordinated development mechanism between Chengdu and other four cities in south Sichuan. Using the Pilot Free Trade Zone as a platform to promote the co-construction and sharing of various regions in Chengdu, and promote the joint collaboration between Shuangliu International Airport and Tianfu International Airport, Chengdu National Airport Economic Demonstration Zone, Ziyang Airport Economic Zone and Luzhou Airport Park, and promote the development of National Science and Technology City in Mianyang and the Intelligent Manufacturing, Green Ecology and Cultural Industry in Deyang. We will actively explore the coordinated reform mechanism between the South Sichuan Port Area (Luzhou Port) and Near-port Economic and Technological Development Zone in Yibin, and support the joint application of the Comprehensive Bonded Zone in National Open Port. We should explore the joint venture and cooperation mechanism between the Pilot Free Trade Zone and the national development zones in Yibin, Neijiang and Zigong to enhance the comprehensive competitiveness of the opening up of the South Sichuan Economic Zone.

  (49) We should deepen the coordination with the coastal areas. We will discuss and formulate a list of key industries and key enterprises to undertake the transfer of industries in the east, and strive to build high-end manufacturing, modern service industries and port-based industrial bases that cooperate with the eastern industries. We will actively promote the “double transfer” of processing trade and industries in coastal cities and promote the transformation and upgrading of processing trade in the Pilot Free Trade Zone. We should increase the organization of import and export trade supply, and make good use of the transshipment routes to Japan, Korea and Taiwan. We will strengthen the cooperation with the coastal pilot free trade zone and the port, and make good use of the shipping business for foreign trade in the Pilot Free Trade Zone. We should strengthen communication and cooperation with Shenzhen, Zhuhai and other port agencies, and fully realize the direct export of vegetables for Hong Kong and Macao.

  (50) We should strengthen the cooperation between inland and border areas, explore new ways of industrial cooperation with the surrounding areas to promote the coordination among R&D design, production and sales and logistics and distribution and other links. We should establish an industrial fund for market operation and establish a mechanism for industrial collaboration development and revenue sharing. Enterprises are encouraged to merge and reorganize across regions, and investment and financing modes such as government and social capital cooperation are promoted in the fields of infrastructure and public facilities construction and operation. The mechanism of cooperation between the Pilot Free Trade Zone and the national development zones in Shaanxi, Yunnan, Guizhou, Chongqing and Tibet was constructed. We should explore the construction of land port in important logistics node cities in the western inland areas such as Panzhihua and Kunming, and improve the cooperative management mechanism of land port. We will strengthen exchanges and docking between border economic cooperation zones and cross-border economic cooperation zones, with a focus on cooperation in personnel facilitation, railway supply organization, and currency settlement payments and other aspects.

  (51) We should deepen the mechanism of opening and cooperation along the Yangtze River, deepen cooperation with the ports in the middle and lower reaches of the Yangtze River so as to achieve results sharing, mutual recognition and service interworking. We will expand the hinterland of waterway supply, and strive for new breakthroughs in increasing container liner density and opening new liner routes. We should accelerate the establishment of an efficient intermodal transport mode with important hub cities along the Yangtze River, and build a public information service platform for the Yangtze River Logistics. We will build a modern shipping service system and an intelligent logistics network for the port of the Yangtze River, promote information interconnection with coastal and riverside ports, and build a “single window” for integrated port services to achieve the connection to the “single window” information system for international trade.

  (52) We should strengthen the economic and trade cooperation between Hong Kong, Macao and Taiwan. We will comprehensively deepen the cooperation mechanism between the Mainland and Hong Kong and Macao to establish a Closer Economic Partnership Arrangement (CEPA), vigorously develop trade, tourism, logistics services and promote foreign direct investment. Relying on the advantages of Hong Kong and Macao in financial services, information, international trade network, risk management and other aspects, the Pilot Free Trade Zone will be built into a window of “going out” and an integrated service platform for enterprises. We will strengthen exchanges and cooperation with Hong Kong and Macao in project docking, investment expansion, information exchange and personnel training and other aspects, and jointly carry out cooperation overseas in infrastructure construction and energy resources. We will strengthen in-depth cooperation with Taiwan in the modern service industries such as electronic information, biomedicine, food and beverage manufacturing, e-commerce, information services, service outsourcing, etc., and strengthen cultural exchanges and cooperation.

  (53) We should deepen economic and trade cooperation with the “Belt and Road Initiative”, explore the cooperation between the Pilot Free Trade Zone and the countries along the “Belt and Road Initiative” to carry out safe and convenient cooperation in trade supply chains such as customs, inspection and quarantine, certification and accreditation, and standard measurement. We should explore the financial cooperation with the countries along the “Belt and Road Initiative”, support the construction of the RMB international settlement center in the “Belt and Road Initiative” countries, and support the national financial institutions in the countries along the “Belt and Road Initiative” to carry out direct investment activities such as new capital, equity raising or shareholding financial institutions using RMB in the Pilot Free Trade Zone. Relevant qualified enterprises are encouraged to raise funds through Tianfu (Sichuan) joint equity trading center. We should implement the “Belt and Road Initiative” and “251” action plan thoroughly, and meticulously organize activities such as “Thousands of Enterprises and Silk Road”. We should actively explore the deep cooperation with countries along the “Belt and Road Initiative” in terms of transportation safety and environmental protection.

  7) Helping the construction of the western financial center.

  (54) We should promote the facilitation of cross-border investment and financing, explore the establishment of a local and foreign currency account management system that is suitable for the Pilot Free Trade Zone, and promote the facilitation of cross-border trade, investment and financing settlement. We will support qualified enterprises to participate in centralized operation management of foreign exchange funds at the headquarters of multinational corporations and two-way cross-border RMB cash pooling business. Legal person, financial institutions and enterprises in the Pilot Free Trade Zone are allowed to issue RMB and foreign currency bonds overseas in accordance with relevant regulations, and the funds raised may be transferred back to the Pilot Free Trade Zone for use as needed. We will deepen the reform of the foreign exchange management system, further simplify the foreign exchange receipts and payments procedures of the current account. On the basis of real and legal transactions, there is no need to open an account to be checked for the foreign exchange earnings of enterprises of Class A in the Pilot Free Trade Zone. The Bank should handle the procedures of the collection and settlement of foreign exchange, purchase and payment of foreign exchange in accordance with the three principles of “understanding customers, understanding business, and conscientious examination”.

  (55) We should expand the opening of the financial sector, support the establishment of banking, securities, insurance and other financial institutions in the Pilot Free Trade Zone. We should vigorously introduce financial institutions headquarters, professional subsidiaries, regional headquarters and other institutions, support qualified foreign banks to establish business institutions, support the establishment of specialized institutions such as currency exchange and credit reporting, support the trading institutions of equity trusteeship to establish integrated financial service platforms, support the establishment of financial institutions such as financial companies, auto financing companies and consumer financing companies in accordance with the law, and support the qualified domestic Chinese private enterprises to initiate the establishment of private banks.

  (56) We should enhance the banking services, give full play to the advantages of the online platform for cross-border business of foreign banks and provide comprehensive financial services for cross-border enterprises. We will support banking financial institutions to cooperate with non-bank Payment institutions with corresponding business licenses to carry out RMB settlement services for cross-border trade in goods and services between enterprises and individuals. We should accelerate the development of financial IC cards (chip bank cards) and mobile finance to create a barrier-free demonstration area for financial IC cards, and we should optimize the consumption environment of overseas bank cards.

  (57) We should promote the innovation and development of the insurance industry, support the establishment of professional insurance institutions such as insurance institutions for health, technology and pension. We shall support the innovative development of life insurance institutions registered in the Pilot Free Trade Zone. Insurance companies are encouraged to innovate insurance products and expand the field of liability insurance services. We will support insurance institutions in the Pilot Free Trade Zone to vigorously carry out cross-border RMB reinsurance, encourage all types of insurance institutions to innovate special risk dispersion mechanisms in the Pilot Free Trade Zone to carry out special risk insurance business, establish and improve the insurance system for catastrophe. We should support professional insurance intermediaries and other service institutions as well as social organizations and individuals engaged in reinsurance business to carry out relevant business according to law in the Pilot Free Trade Zone to provide professional and technical supporting services for the development of the insurance industry. We will vigorously develop the financial services for Yangtze River shipping, explore the establishment of shipping insurance institutions for specialized local legal person, and encourage domestic and foreign shipping service agencies to establish business institutions.

  (58) We should encourage the development of the securities industry. Securities and futures trading institutions are encouraged to establish branches or specialized subsidiaries in the Pilot Free Trade Zone in accordance with the law, and to support qualified institutions in the Pilot Free Trade Zone to invest in domestic and foreign securities and futures markets in accordance with the relevant provisions.

  (59) We should vigorously develop science and technology finance. In accordance with the unified national deployment, we will actively strive to be included in the pilot of investment and loan linkage. Enterprises are encouraged to cooperate with institutions such as universities to jointly establish training courses on financial science and technology innovation such as block chain technology and artificial intelligence, and jointly build a laboratory bases for financial innovation. We shall establish the credit evaluation system and standards for scientific and technological enterprises, guide financial institutions to explore and improve the mechanism of credit risk management for scientific and technological enterprises. We will encourage the use of cutting-edge technologies such as block chains to promote the establishment of digital information platforms for financial security in the Pilot Free Trade Zone.

  (60) We should encourage the development of financial leasing, support the qualified institutions in Mainland, Hong Kong, Macao and Taiwan to establish financial leasing companies in the Pilot Free Trade Zone to encourage business in the fields of aircraft, ships and their spare parts, robots, agricultural machinery, medical equipment and infrastructure, and to support the establishment of project companies to carry out domestic and foreign financing under the premise of legal compliance. We should support the development of aircraft financial leasing in the special customs supervision areas. Foreign currency rents are allowed to be collected by the qualified financial leasing businesses in the Pilot Free Trade Zone. We will further promote the pilot projects of financial leasing enterprises. Domestic-funded financial leasing enterprises registered in the Pilot Free Trade Zone will be examined and approved by the Sichuan Provincial People's Government and the State Taxation Bureau of Sichuan Province. We should strengthen the supervision during and after the event, explore the establishment of a recording system for the establishment and change of financial leasing enterprises, the penal system for violating the industry management regulations, the public announcement system for dishonesty and business abnormalities, and the regular inspection system for enterprises by the local regulatory authorities. We shall support overseas financing of leasing industry, and encourages all kinds of leasing companies to expand the scope of cross-border RMB funds.

  (61) We should develop financing and wealth management business, research and explore the business of financial institutions in the Pilot Free Trade Zone to sell RMB wealth management products overseas and to carry out the cross-border guarantees of RMB under the premise of legal compliance and controllable risks. We should encourage the establishment of financing guarantee funds through social capital to ease the financing difficulties of small and medium-sized enterprises. Financial institutions at home and abroad are encouraged to participate in the upgrading of upstream and downstream industries with distinctive advantages such as health pension, cultural tourism, military-civilian integration, through new modes such as industrial funds, mergers and acquisitions, equity investment, asset securitization, and consumer trust. We shall explore the development of intellectual property, equity, accounts receivable, orders, export tax rebates and other pledge financing business. A pilot scheme for commercial factoring is developed to explore the regulatory mode suitable for the development of commercial factoring.

  (62) We should vigorously promote the corporation between industry and finance and the pilot work of industry-finance corporation. We will support Chengdu in conducting pilot projects, building demonstration bases, building information platforms for industry-finance corporation, promoting innovation in financial products and services, promoting synergy among the three chains of “industry chain, innovation chain and capital chain”, so as to achieve mutual benefit and win-win situation. We should explore new ways for the benign interaction and innovative development between industry and finance.

  (63) We should enhance the economic function of financial service entities. Relying on the existing trading places, we will carry out transactions in the western region such as property rights, technology, emission permits and carbon emissions rights. Domestic futures exchanges are encouraged to carry out futures bonded transactions and other businesses within the special customs supervision area of the Pilot Free Trade Zone. We will encourage cooperation with domestic exchanges in establishing derivatives over-the-counter clearing and settlement branches, financial innovation research and development bases and project cooperation docking platforms in the Pilot Free Trade Zone, support futures business agencies to help enterprises in using futures instruments to hedge business risks in accordance with the law. We should explore the “one bill system” of multimodal transport, and issue the bills of lading of multimodal transport with the nature of document of title on a pilot basis, so as to solve the problem of document of title in railway transport and to reduce the comprehensive transportation cost of foreign trade with countries along the Central European Line. The Pilot Free Trade Zone can establish local Assets Management Company and Buyout Fund considering the reality of pilot zone.

  (64) We should optimize the financial ecological environment, relax and simplify the prior approval of financial institutions and executives in the Pilot Free Trade Zone, and carry out the reporting system after the event. We will explore the establishment of a new type of risk supervision system suitable for the Pilot Free Trade Zone, strengthen anti-money laundering, anti-terrorist financing and anti-tax evasion, and prevent illegal capital from cross-border and cross-regional flows. Financial industry associations and self-regulatory organizations are encouraged to conduct professional mediation independently or jointly according to law, establish a docking mechanism between mediation, arbitration and litigation, and increase support for financial consumers in safeguarding their rights. We will support the establishment and improvement of the education service system for the education of financial consumers, actively innovate the publicity and education measures of financial products and services, and establish and improve the dispute mediation center of Sichuan banking.

  4. Safeguard Measures

  (1) We should strengthen the organization and leadership. The leading group for promoting the Pilot Free Trade Zone should hold a plenary meeting every quarter to discuss and resolve major issues in the construction of the Pilot Free Trade Zone. The Leading Group Office should strengthen the overall coordination and hold a regular meeting every month to promote the implementation of the decisions of the leading group. The members of the leading group shall include the work of the Pilot Free Trade Zone as the annual work priority, and the main responsible comrades shall do the research work personally and mobilize the other comrades to promote the implementation specifically. Under the overall leadership of the leading group on the promotion of the Pilot Free Trade Zone, the relevant provincial departments (units) and the Chengdu and Luzhou municipal governments will implement the “list system + responsibility system” without compromise. Based on the undertaken reform tasks, All relevant localities and departments (units) shall formulate detailed implementation plans for the industry and districts, clarify the division of tasks, responsible units, time limits for completion and forms of results, so as to promote the successful implementation of various reform tasks. They should accelerate the establishment of target assessment, statistical monitoring, information reporting, performance evaluation and other systems, establish a policy guarantee system, and establish a streamlined, efficient, coordinated and coordinated management system.

  (3) We should strengthen supervision and inspection. All relevant localities and departments (units) shall establish working accounts to monitor the progress of various work dynamically, and regularly report the progress of the work to the leading group on the promotion of the Pilot Free Trade Zone. The Provincial Free Trade Office and the Provincial Government Supervision and Inspection Office should intensify their supervision, organize and carry out regular supervision and inspection, and carry out special supervision in time to ensure that all the work is carried out in place.

  (4) We should focus on the publicity and guidance, formulate the annual publicity work plan for the Pilot Free Trade Zone, establish contacts with the central media, overseas media and the provincial media, carry out publicity work extensively, hold news briefings from time to time, carry out policy publicity extensively, and actively organize seminars and forums for the Pilot Free Trade Zone. We should do a good job in running public websites, Weibo and WeChat, timely display the construction dynamics, achievements and highlights, and strive to create an atmosphere of public opinion for deepening reform, expanding opening up and promoting development in the Pilot Free Trade Zone.

  (5) We should strengthen the rule of law, do a good job in linking up the establishment, reform, abolition and release of relevant laws, carry out legislative investigation, drafting and submission for examination of the administrative rules and regulations of the Pilot Free Trade Zone and the regulations of the Pilot Free Trade Zone in accordance with legal procedures, speed up the discussion and establishment of laws and regulations matching the pilot measures, promote the modernization of the governance system and capacity of the Pilot Free Trade Zone, and establish a fault-tolerant and error correction mechanism that encourages innovation and tolerates failure.

  (6) We should do a good job in replication and promotion. In accordance with the requirements of “piloting, summarizing, and promoting” and the principle of “piloting well, being accurate, and controlling risks”, we should focus on the integration of reform experience systems, invite third-party organizations to evaluate typical experiences and to summarize institutional innovations in a timely manner, strive to explore a number of new experience that can be replicated and promoted throughout the country.
