On April 2, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 26th executive meeting of the provincial government, to study and implement the important speech made by General Secretary Xi Jinping during the 12th group study session of the Political Bureau of the CPC Central Committee and his important instructions on gas safety, and to study the province's work on high-quality development of the hydrogen energy industry, its initiatives to promote large-scale equipment renewals and trade-in of old consumer goods, and other aspects.
It was stressed at the meeting that we should promote the complementary development of multiple energy resources such as water, wind, solar power, hydrogen and natural gas, give full play to the province's advantages, including its abundant clean energy resources, a whole industrial chain layout in the hydrogen energy sector, and extensive application scenarios and broad market space in hydrogen industry, make continuous efforts to promote breakthroughs on key core technologies and equipment, as well as the development of hydrogen production, storage, transportation, refueling, application and equipment manufacturing, vigorously carry out demonstration application, and accelerate the high-quality development of the entire green hydrogen industrial chain, seeking to gain the upper hand in hydrogen energy development.
The meeting emphasized the necessity of learning from past accidents and redoubling efforts to secure gas safety, which is a critical cornerstone in governmental endeavors. As highlighted during the meeting, the province needs to expedite formulating a special campaign plan for rectifying operational issues within the urban gas pipeline network, conduct full coverage investigation and rectification of hidden dangers and risks, achieve a full-chain, closed-loop management, learn from previous incidents, and work to keep workplace safety across various sectors. It was underscored that those failing to perform their duties, resulting in major safety incidents, must be held accountable.
The meeting stressed that it is necessary to seize the major opportunity presented by large-scale equipment renewal and the trade-in of old consumer goods, refine the relevant mechanisms, establish dedicated work groups, diligently develop implementation plans, and ensure these initiatives are executed in a well-coordinated and synergistic manner. It is necessary to actively integrate into and serve the unified national market, adopt a market-oriented approach, draw on domestic and international experiences, expedite the establishment of a recycling and utilization system that encourages voluntary and convenient exchanges, stick to the bottom line of safety, the red lines of ecology, along with strengthening capital supervision, and execute these work through solid measures and do them well.
The meeting conveyed and studied the notification from the State Council's Work Safety Commission regarding the evaluation and inspection of provincial governments' work in workplace safety and fire control for 2023. The meeting emphasized that efforts should be made to address problems of lax, weak and perfunctory supervision, conduct inspections whenever tasks are assigned, and ensure that any problems identified must be thoroughly rectified and resolved, so as to guarantee high-quality development through high-level safety.
The meeting reviewed and approved the Rectification Plan for Sichuan Province's Problems Revealed in the 2023 Warning Film about the Ecological Environment of the Yangtze River Economic Belt, emphasized it is necessary to bear in mind the country's fundamental interests and ensure that the identified issues were utterly and thoroughly addressed in a single comprehensive effort, and stressed the need to coordinately advance the optimization and adjustment of industrial, energy and transportation structures, and steadfastly adhere to the path of green development.
The meeting reviewed and approved Several Policy Measures for Continuously Consolidating and Building Momentum for Economic Recovery and Growth. It emphasized that the province should promptly implement the policies for early effectiveness, carry out targeted publicity and interpretation, intensify efforts in project investment, make every effort to expand consumption, improve the quality and effectiveness of foreign trade, fully unleash the business vitality and internal driving force of enterprises, and resolutely achieve the annual goals and tasks.
The meeting heard a report on the province's anti-drug work. Some other matters were also discussed at the meeting.
