On April 16, the Sichuan Provincial Work Conference on Studying Further Promoting the Development of the Full Industrial Chain of Green Hydrogen and Its Promotion and Application was held in Chengdu. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Governor of Sichuan Province, attended and addressed the conference. He stressed that we should thoroughly study and implement the important speeches delivered by General Secretary Xi Jinping at the 12th group study session of the Political Bureau of the CPC Central Committee and the important instructions he made during his inspection tour in Sichuan, promote the complementary development of multiple energy resources such as water, wind, solar power, hydrogen and natural gas, further expand the layout across the green hydrogen industry chain, vigorously promote demonstration application, actively embrace new racetracks to foster new quality productive forces, and inject fresh robust momentum into the province's high-quality development.

Huang Qiang pointed out that the energy situation we currently face is grave and intricate. Sichuan, a strategic hinterland for China's development, harbors the significant potential for green hydrogen growth, has established a full-industrial-chain layout, offers expansive application scenarios and market opportunities, and has reached a pivotal point for rapid advancement in high-quality hydrogen energy development following a period of substantial buildup; therefore, the province is poised to take the leading role in this sector and contributes more to the overall development of national energy security.

Huang Qiang emphasized that it is necessary to continuously enhance the pulling force of application scenarios, accelerate the development of the entire green hydrogen industry chain, and strive to secure an upper hand in hydrogen energy development. Efforts should be channeled towards original innovation and achieving complete independence and control over the entire industrial chain, to enhance the industry's core competitiveness with more original technologies from Sichuan. Relying on abundant renewable energy resources, efforts should be focused on constructing a series of large-scale centralized “hydro-wind-solar-hydrogen-storage" integrated projects, gradually establishing a zero-carbon, low-cost, safe, and reliable green hydrogen supply system that is prepared to meet the needs nationwide. Efforts should be accelerated to develop a range of iconic products focusing on areas such as hydrogen storage and transportation, integrated multi-energy supply, and hydrogen energy storage, thereby enhancing the "hard power" of the hydrogen energy equipment industry. It is essential to capitalize on the significant opportunities presented by large-scale equipment renewals and the consumer goods trade-in programs, open up more typical scenarios, accelerate the application of hydrogen energy in fields such as rail transit, do a good job in the demonstration application projects of hydrogen-oxygen based multi-energy supply for cooling, heating and power generation, and leverage events like the World Games 2025 Chengdu to build demonstration benchmarks in comprehensive green hydrogen application. We should adhere to implementing initiatives through minor breakthrough points and make persistent efforts to achieve substantial achievements. The intensity must be high, the actions swift, and the mechanisms flexible. In doing so, we aim to quickly clear the bottlenecks and obstacles that hinder industrial development, stimulate enterprises' intrinsic motivation and the market's robust vitality through more proactive governmental initiatives, and foster a conducive ecosystem for sustainable development.

Dong Weimin, a member of the Standing Committee of the CPC Sichuan Provincial committee and the Executive Vice Governor of the province, presided over the conference. Zheng Bei, Vice Governor of the People's Government of Sichuan Province, Wang Fengchao, Mayor of Chengdu Municipal People's Government, Sichuan University President Wang Jinsong, and Chairman of Dongfang Electric Corporation (DEC) Yu Peigen attended the conference. The Sichuan Provincial Department of Economy and Information, the Provincial Commission of Development and Reform, the Provincial Department of Science and Technology, the Provincial Department of Transport, and the Provincial Department of Finance presented reports on relevant work. Chengdu, Panzhihua, Deyang, and Zigong cities, as well as enterprises such as DEC, Sinopec Sichuan Oil Products Company, Houpu Clean Energy (Group), and Rongchuang New Energy Power System, gave presentations at the conference.
