Party and Government Delegation of Xinjiang Visits Sichuan for Research and Study

On April 7, a Party and government delegation from Xinjiang visited Sichuan for research and study. On the same afternoon, a symposium on work collaboration between Sichuan Province and Xinjiang Uygur Autonomous Region, as well as Xinjiang Production and Construction Corps (XPCC), was held in Chengdu. Ma Xingrui, Secretary of the CPC Xinjiang Uygur Autonomous Regional Committee, First Secretary of the CPC Xinjiang Production and Construction Corps Committee, and First Political Commissar of the Xinjiang Production and Construction Corps, attended and addressed the symposium. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, presided over and addressed the symposium. Erkin Tuniyaz, Deputy Secretary of the CPC Xinjiang Uygur Autonomous Regional Committee and Chairman of the People's Government of Xinjiang Uygur Autonomous Region, Li Yifei, Deputy Secretary of the CPC Xinjiang Uygur Autonomous Regional Committee and Political Commissar of the Xinjiang Production and Construction Corps, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, each introduced relevant situation at the symposium. Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, attended.

Ma Xingrui said in his speech that General Secretary Xi Jinping attaches great importance to the development of the western region. To implement the strategic arrangements of General Secretary Xi Jinping and the CPC Central Committee, the Party and government delegation of Xinjiang paid this visit to Sichuan and planned to conduct practical exchanges and experience sharing centering on the province and the region's joint efforts to deepen mutually beneficial cooperation under the Western Development Strategy in the new era and to serve and integrate into the new development pattern collaboratively. On behalf of the Party committee and government of the region, as well as the XPCC, Ma extended appreciation to Sichuan Province for its long-term concern and support for Xinjiang. Sichuan stands as a vanguard in high-quality development within the western region. In recent years, it has resolutely shouldered the mission entrusted by the CPC Central Committee to build "two highlands, two bases, and one shield," vigorously advanced the establishment of the Chengdu-Chongqing economic zone, unswervingly promoted high-quality development, and achieved new progress in the governance of Sichuan in the new era. We profoundly perceive the province's vibrant atmosphere of development. Xinjiang resolutely implements the spirit of the important speeches delivered by General Secretary when he inspected Xinjiang and heard the work reports of the region and the XPCC, fully, faithfully and comprehensively implements the Party's strategy in governing Xinjiang in a new era, shoulders responsibility and excels in daily work while maintaining a clear focus on its strategic positioning within the national overall situation, has been making new achievements in coordinating development and security, openness and stability, and demonstrates a positive momentum in its high-quality development. There is significant scope and potential for Sichuan and Xinjiang to deepen their collaborative efforts. It is hoped that Sichuan and Xinjiang will leverage their respective advantages, strengthen strategic alignment, and jointly contribute to accelerating the formation of a new pattern in the Western Development Strategy and better serving the advancement of Chinese modernization. We expect to deepen energy cooperation, consolidating and promoting relevant initiatives, such as the transportation of coal from Xinjiang to Sichuan and the supply of electricity from Xinjiang to Sichuan, thereby safeguarding national energy security. We are ready to strengthen industrial coordination, fostering synergistic development between Sichuan's advantageous industries and Xinjiang's eight key industrial clusters, bolstering investment cooperation among enterprises, and facilitating the execution of further projects. Initiatives should be directed towards enhancing scientific and technological collaborations, giving full play to Sichuan's advantages in sci-tech innovation to assist Xinjiang in establishing a regional sci-tech innovation center oriented towards Central Asia and cultivating Xinjiang's latecomer potential in this field. We expect to expand the open space, joining hands with Sichuan to integrate into the high-quality Belt and Road cooperation, collaboratively exploring the markets in neighboring countries, such as those in Central Asia, and collectively forging China's new highland for opening up to the west.

In his speech, On behalf of the Sichuan provincial Party committee and government, Wang Xiaohui welcomed the Party and government delegation of Xinjiang to visit Sichuan and extended appreciation to the region and the XCPP for their long-term support and help to Sichuan. He stated that Sichuan and Xinjiang share a deep historical connection; particularly since the 18th CPC National Congress, the two places have witnessed strengthened ties, expanded cooperation, and more pronounced collaborative accomplishments, which establish a robust foundation for further deepening cooperative efforts. In July of the previous year, General Secretary Xi Jinping conducted another inspection tour in Sichuan, approximately a year after the last visit, and delivered an important speech, which not only set the direction for building a modern socialist Sichuan in all respects from a strategic and holistic standpoint but also provided guidance for Sichuan on how to broaden its open cooperation and foster coordinated development with various regions. During the visit, the Party and government delegation of Xinjiang brought valuable experiences and practices to Sichuan, offering numerous insights worthy of emulation. It is hoped that the two sides will take the signing of the strategic cooperation agreement as an opportunity, tap into complementarity to promote common development, and continually explore new horizons for Sichuan-Xinjiang cooperation in the new era, to better serve the country's overall development. We are ready to enhance mutual support and joint safeguarding measures in the energy sector, increase the volume of Xinjiang electricity supplied to Sichuan and Xinjiang coal transported to Sichuan, deepen our collaboration in the development and utilization of clean energy sources, and collectively establish the national base to secure the supply of critical energy resources. We are prepared to reinforce industrial collaboration and support, foster the two-way incubation, transformation and industrialization of scientific and technological advancements between the places, and collaboratively nurture and develop new quality productive forces. We expect to strengthen agricultural exchanges and cooperation, work together to promote the integrating development of Xinjiang- and Sichuan-branded agrarian specialties, and collectively ensure national food security. We expect to reinforce connections between border and inland regions, enhance transportation infrastructure interconnectivity, and establish trade distribution centers for key countries and territories, to advance a higher level of openness and cooperation collaboratively. We expect to strengthen the collaborative development and sharing of public services, ensure a well-coordinated connection of high-frequency inter-provincial government services, deepen cultural and tourism collaboration, and collectively enhance the standard of living and well-being, so as to more effectively fulfill the people's new aspirations for a better life in both places.

At the symposium, witnessed by the leaders of the province and the region, the two sides signed the Strategic Cooperation Framework Agreement between the People's Government of Xinjiang Uygur Autonomous Region and the People's Government of Sichuan Province and the Strategic Cooperation Framework Agreement between the Xinjiang Production and Construction Corps and the People's Government of Sichuan Province.

While in Sichuan, the Party and government delegation of Xinjiang toured various sites, including the State Grid Sichuan Electric Power Company, Avic Chengdu Aircraft Industry Group, Tianfu New Area Planning Exhibition Hall, and National Supercomputing Center in Chengdu, and learned about the province's situation in areas such as the development and utilization of energy resources and the establishment of new energy system, the innovative progress in the aviation industry, the construction of park city demonstration zones, and the advancement of computing power to bolster industrial capabilities.

The Xinjiang Uygur Autonomous Region and the XPCC leaders Tian Xiangli, Chen Weijun, Chen Mingguo, Wang Jianxin, Yusupjan Mamat, Hadan Kabin, Xue Bin, Kaiser Abdukerim, Ha Zengyou, and Secretary of the CPC Ili Kazakh Autonomous Prefecture Committee Yang Xiuli; Sichuan provincial leaders Liao Jianyu, Chen Wei, Pubu Dunzhu, Jin Lei, Zheng Li, Zheng Bei, and Zuo Yongxiang, Mayor of Chengdu Municipal People's Government Wang Fengchao, Chairman of Dongfang Electric Corporation Yu Peigen, and leading officials responsible for relevant work in Sichuan and Xinjiang participated in relevant activities.
