On March 29, a large number of Sichuan's major projects in the first quarter of 2021 commenced simultaneously. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, announced the commencement; Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, delivered a speech.

　　The main venue of this ceremony is located at the site for the project of green degradable and lithium battery new energy materials in Meishan Hi-tech Industrial Zone. Prior to the commencement, Peng Qinghua and Huang Qiang listened to the reports on Sichuan’s and Meishan’s projects investment and operation, construction progress of key projects in the first three months of this year and  information of projects involved in this ceremony from heads of relevant provincial and municipal departments and enterprises.

　　Li Gang, Vice Governor of the People's Government of Sichuan Province, presided over the ceremony and briefed on Sichuan’s major projects to be commenced in the first quarter of this year. The person in charge from Meishan introduced the projects of the city including the one in the main venue, while persons in charge from Chengdu, Suining, Yibin and Ziyang introduced relevant local projects via video.

　　Huang Qiang pointed out in his speech that this ceremony was viewed as a concrete action of fully implementing the decisions made by the CPC Central Committee and the State Council as well as putting in place the deployment planned by the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province, being of great significance to boosting Sichuan’s economic recovery and high-quality development. All departments and construction units are required to stand firm and fully implement the new development concept in a complete and precise manner, coordinate overall scheduling, keep eyes on the practical implementation so as to promote projects into early completion, early production and early achievements. It’s also required to make the best use of current policies and opportunities, for example the major strategic opportunity of Chengdu-Chongqing economic circle being positioned as one of the four poles of the national transportation network, to roll out and plan a number of major projects. Besides, efforts should be made in focusing on key areas, practically putting more efforts into 700 provincial major projects, especially the construction of 100 provincial key projects to be promoted, implementing a number of major science and technology projects, deepening two three-year actions of making up the weakness in key areas like infrastructure and new infrastructure construction, and giving major backing to projects of extending, complementing and strengthening the industrial chain, transforming and upgrading technologies as well as empowering digital economy. All parties should optimize services and guarantees, overall implement policies of taxes and fees reduction, strictly execute management measures on key projects and carry out actions to improve business environment indicators. It’s additionally required to fulfill duties, promote list-based work safety management in an all-round way, resolutely curb the occurrence of serious work safety accidents, carry out the “100%” requirements in six aspects of environment protection, and create high-quality projects in a bid to welcome the 100th anniversary of the founding of the CPC with great construction achievements.

　　At about 10:25 a.m., Peng Qinghua announced the simultaneous commencement of Sichuan’s major projects in the first quarter of 2021. With the roar of all kinds of machinery on the sites, the construction of the projects officially started.

　　Since this year, all departments in Sichuan Province has been conscientiously implementing deployment requirements of “focusing on projects” raised by the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province, concentrating on giving full play to investment as a leading role, insisting on anchoring projects with planning, boosting investment with projects and gaining momentum to economic growth with investment, and making every effort to speed up projects construction. From January to February, Sichuan’s investment showed a sound and upward trend with the total fixed assets investment increased by 24.9% on a year-on-year basis; the number of projects reviewed, approved and filed online and the total investment increased by 43.4% and 38.9% respectively; and the number of new projects and planned total investment grew 60.7% and 76.8% respectively, realizing a good start. The total 1,957 major projects in this commencement value a total investment of 799.4 billion yuan, involving areas such as infrastructure, industrial development, people’s livelihood and social undertakings. Thereinto, 873 are private investment projects with a total investment of 452.8 billion yuan, accounting for 56.6% of the total. These projects will accelerate their construction and be put into operation after their completions, which will provide a strong support for high-quality economic and social development in Sichuan Province.

　　Except for Ganzi Tibetan Autonomous Prefecture, branch venues were set up in 19 cities (prefectures) across Sichuan Province. Sichuan provincial leaders Wang Yihong, Wang Ning, Yao Sidan, Zhang Yudong and heads of relevant provincial departments attended the ceremony at the main venue.
