On March 15, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and Secretary of the Party Leading Group of the People's Government of Sichuan Province, presided over the (enlarged) meeting of the party leading group of the provincial government to study and implement the spirit of the two sessions, General Secretary Xi Jinping's important speeches during the two sessions as well as the arrangements and requirements of the CPC Sichuan Provincial Committee, and to study and formulate measures for implementation by the party leading group of the provincial government.

　　The meeting pointed out that, convened during the period in which the timeframes of the Two Centenary Goals converge and before the upcoming centenary of the Communist Party of China (CPC), Two Sessions 2021 are of great significance.Important speeches delivered by General Secretary Xi Jinping during the Two Sessions have charted the way forward and provided fundamental guidelines for the new journey of the 14th Five-Year Plan.The Two Sessions spoke highly of the major achievements made during the 13th Five-Year Plan period and in the past year, drew up a grand blueprint for China to enter a new stage of development, and rallied the Chinese people of all ethnic groups to win the new victory of building a modern socialist country in all respects.The Party Leading Group of the People's Government of Sichuan Province should earnestly study and understand the important speeches of General Secretary Xi Jinping and the spirit of the Two Sessions, and resolutely implement them in accordance with the arrangements and requirements of the CPC Sichuan Provincial Committee.

　　The meeting emphasized that we should fully and accurately understand and implement the new development principles in all aspects of the work of the provincial government, and unswervingly take the road of high-quality development suitable for Sichuan's actual situation. We should resolutely promote the implementation of major decisions and arrangements of the CPC Central Committee and the State Council in Sichuan, actively seize the major policy opportunities contained in the Report on the Work of the Government as well as the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, accelerate the construction of Chengdu-Chongqing economic circle, and make solid progress in the following three major tasks: innovation-driven development, opening up, and the shift of policy focus from poverty alleviation to rural revitalization.We should attach great importance to scientific and technological innovation, speed up the establishment of Tianfu Laboratory, actively strive for the creation of a national laboratory, continue to remove institutional obstacles through reform, and strive to turn a major province in science and education into a strong one. At present, the forest and grassland fire prevention and control in the province enters the most critical and tough stage. We need to consolidate the achievements of the special rectification efforts, carefully sort out the weak links exposed by recent fires, continuously improve the system and mechanism, resolutely plug the safety loopholes, resolutely win a victory in forest and grassland fire prevention and control, resolutely curb the occurrence of major and serious safety accidents, and never relax the normal and accurate epidemic prevention and control to create a safe and stable environment for development. At the same time, we will do a good job in key work such as pollution prevention and control, peaking carbon emissions and achieving carbon neutrality, and make full preparations for important events such as Chengdu 2021 FISU World University Games and Sichuan Provincial Culture and Tourism Development Conference.

　　The meeting required members of the party leading group of the provincial government to take the lead in advocating and implementing the spirit of General Secretary Xi Jinping's important speeches and the Two Sessions, organize the departments under the charge, comprehensively understand and follow the national favorable policies, and do a good job with a highly responsible attitude and in a meticulous and pragmatic manner to promote the high-quality economic and social development in the province.
