On January 6, Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Sichuan Provincial Ecological Environment Protection Committee, presided over the 2nd plenary session of the Sichuan Provincial Ecological Environment Protection Committee and delivered a speech. He stressed that all people in the province should thoroughly study Xi Jinping thought on eco-civilization and guiding principles from the 5th plenary session of the 19th CPC Central Committee, fully act upon decisions and plans made by the CPC Central Committee, and maintain a clear understanding of the "priorities of a country". He also encouraged people to bear the "harmony between humanity and nature" in mind, to practically develop eco-civilization, focus on rectification of prominent problems, and drive the continuous improvement of the eco-environment in the province.

　　Attendees fully studied the important speech delivered by General Secretary Xi Jinping at the Symposium of Comprehensively Promoting the Development of the Yangtze River Economic Belt, significant instructions about eco-environment protection made in 2020, and guiding principles from meetings held by the CPC Central Committee; reviewed the Report on 2020 Accelerated Promotion of Eco-Environment Development, Report on Comprehensively Enhancing Eco-Environment Development and Pollution Prevention and Control, and Priorities of 2021 Sichuan Provincial Ecological Environment Protection Committee, which were developed by the CPC Sichuan Provincial Committee and People's Government of Sichuan Province; watched the 2020 Warning Video on Ecological Environment of the Yangtze River Economic Belt; listened to report on rectification of prominent environmental problems along the Yangtze River and Yellow River, which were transferred to Sichuan by the country.

　　The conference pointed out that recently, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, the CPC Sichuan Provincial Committee and People's Government of Sichuan Province put into action decisions and plans of the CPC Central Committee and the State Council, take the responsibility to safeguard the country's eco-security, and make a big push to developeco-civilization. As a result, the top-level design can be increasingly perfected, environment continuously improved, and ecological functions restored at a faster pace; green development can obtain obvious effects; all kinds of work have new achievements; people can feel more satisfied, happier, and more secure. Meanwhile, it's necessary to realize that the eco-environment improvement in Sichuan has not completely succeeded, as some regions still suffer fragile eco-environment and will lose their fruits once slacking. The 14th Five-Year Plan period is not only a critical period for the province to carry out eco-environment protection under great pressure, but also a phase to speed up the solving of prominent problems and keep improving the environment. 2021 marks the beginning of the 14th Five-Year Plan period; thus, it's significant to plan for eco-environment protection. The province needs to adhere to its strategies and keep developingeco-civilization, to make sure it can get new progress and achievements.

　　The conference urged attendees to thoroughly grasp and implement the guiding principles from the 5th plenary session of the 19th CPC Central Committee and important instructions of General Secretary Xi Jinping, while being more active in developing eco-civilization. The CPC Central Committee's proposals for formulating the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 specially set a chapter to make plans for the promotion of green development and harmony between human and nature. This mirrors Xi Jinping thought on eco-civilization and the instructions of General Secretary Xi Jinping on eco-environment protection, as well as shows the direction for us to carry out work relevant to eco-civilization development at a new historical starting point. Sichuan is a key ecological barrier and water reserve in the upper reaches of both the Yangtze River and the Yellow River, featuring an outstanding role in ecological protection and prominent ecological strengths. Thanks to the Chengdu-Chongqing economic circle construction, it aims to become a high-quality livable place.In the new development stage, when facing new tasks and requirements in implementing the new development concept, integrating into the new development paradigm, and promoting high-quality development, we have to follow the concept that "lucid waters and lush mountains are invaluable assets", respect for nature, live in harmony with nature, protect nature, give priority to resource conservation and environmental protection, put natural restoration first, accelerate green and low-carbon development, continue to improve the environment quality, and advance the all-round green transformation of economic and social development, striving for promoting ecological progress in Sichuan.

　　The conferencepointed out that concerted efforts should be made to advance pollution reduction, carbon reduction, and green development, so as to pursue the continuous improvement on the environmental quality of Sichuan. Firstly, Sichuan will make intensive efforts to prevent air, water and soil pollution, strengthen the collection and treatment of hazardous waste and medical waste, pay attention to controlling new pollutants, and continue to work hard to contain pollution sources in agriculture and push forward the improvement on the rural living environment. Secondly, Sichuan will make every effort to reduce carbon intensity, implement the plans for carbon emission peak and carbon neutrality required by the CPC Central Committee, carry out key projects to conserve energy and reduce emissions and actions to guide sustainable development, implement a permit system for controlling pollutants emission,advocate a simple, moderate, green and low-carbon lifestyle, continue to develop national low-carbon pilot cities, speed up the construction of a natural gas production base with a capacity of over 100 billion yuan in Sichuan and Chongqing to achieve an oil and gas equivalent to Daqing Oilfield, deepen the development of demonstration zones for the hydropower consumption industry, and continue to improve the industrial and energy structures. Thirdly, Sichuan will continue to carry out major projects to protect and restore major ecosystems, adopt a holistic approach to conserving mountains, rivers, forests, farmlands, lakes, and grasslands, complete the mission of 10-year ban on fishing in the Yangtze River, continue to conduct large-scale green campaigns across the province, speed up efforts to establish a system for natural protected areas, and strengthen the planning of territorial space and control over its use, in order to continue to improve the quality and stability of ecosystems.

　　The conferencealso pointed out that it is necessary to make solid efforts to rectify problems. Sichuan will promote the implementation of the first central environmental protection and "look-back” inspections and rectify and write off acute problems in the eco-environment along the Yangtze River and Yellow River, which were transferred to Sichuan by the country. It is necessary to make a list of problems with incomplete rectification and new problems, find parties responsible for those problems and require them to rectify those problems. Those tasks having been rectified should be received secret inspections to consolidate the results. It should conduct a provincial-level inspection on eco-environmental protection across the province, hold meetings and publish documents related to environmental protection, take solid steps to address major eco-environmental protection, and take every precaution to receive the second central environmental protection inspection.

　　The conferenceemphasized that it is necessary for all relevant parties to take their own duties and responsibilities, working together to build a beautiful environment across the province. Sichuan Provincial Ecological Environment Protection Committee should give full play to the role of overall planning and coordination to address hot issues, difficulties, and problems related to eco-environmental protection. All special working committees should take solid steps to implement their respective areas of work. Departments directly under the provincial government should do specific work conscientiously in accordance with the list of duties and responsibilities. All cities (prefectures) should fulfill their respective responsibilities and promote the implementation of all the tasks according to local conditions. Leading cadres at all levels, especially heads of the Party and governments, should establish a proper view of their achievements, have a clear understanding of the dialectical and unified relationship between eco-environmental protection and economic development, unswervingly follow the path of civilized development featuring production development, better-off life and good eco-environment, striving for a modern Sichuan characterized by harmonious coexistence between human and nature.
