On January 5, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, presided over the 62nd Executive Meeting of the People's Government of Sichuan Province to study and implement the spirit of General Secretary Xi Jinping's important speeches and that of recent important meetings of the CPC Central Committee and the State Council, and to discuss and deploy the work on improving the quality of Sichuan-based listed companies and building comprehensive pilot zones for cross-border e-commerce.

　　The meeting stressed that all the attendees should conscientiously study and implement the spirit of General Secretary Xi Jinping's important speeches at the Central Conference on Rural Work and the 17th Meeting ofthe Central Commission for Comprehensively Deepening Reform, give priority to stabilizing agriculture and solving problems related to agriculture, rural areas and farmers, implement policies for prioritizing the development of agriculture and rural areas, formulate a special plan for rural revitalization during the 14th Five-Year Plan period, and make great efforts to develop rural industries and implement rural development actions. It is necessary to unswervingly deepen reform in an all-round way, implement fundamental reform initiatives with major driving forces, improve the overall efficiency of reform, make detailed plans for key reform tasks, and roll out implementation plans of Sichuan. Meanwhile, concrete actions have to be taken to address the arrears of wages. In particular, no arrears of wages are allowed in projects undertaken by local governments and state-owned enterprises. Other cases involving arrears of wages will be settled by the Spring Festival. Theyshould strictly implement the work plan for preventing imported COVID-19 cases and domestic rebound, and take precautions to identify weaknesses, so as to create a peaceful environment for the forthcoming Spring Festival.

　　The meeting deliberated and adopted the Implementation Opinions on Improving the Quality of Listed Companies in Sichuan, and identified key tasks such as improving the governance and driving force of listed companies, continuing to implement the "Five Thousand & Five Hundred" listing action plan, promotingthe development of service platforms, solvingacute problems in Sichuan-based listed companies, improvingthe delisting mechanism, and makingjoint efforts to improve the quality of listed companies, so as to support the development of the western financial center and promote the high-quality economic development.

　　The meeting deliberated and adopted the Implementation Plan of China (Deyang) Cross-border E-commerce Comprehensive Pilot Area and the Implementation Plan of China (Mianyang) Cross-border E-commerce Comprehensive Pilot Area. According to the two plans, after3-5 years of reform and pilot efforts, Deyang will be built into a cross-border e-commerce comprehensive pilot area with the characteristics of inland opening-up in central and western China, a demonstration area for cross-border e-commerce innovation and development under the Chengdu-Chongqing economic circle, and an import and export base for equipment and other characteristic commodities. China (Mianyang) Cross-Border E-commerce Comprehensive Pilot Area will be built into a model area of cross-border e-commerce innovation and development in western China and an economic demonstration zone of a higher-level opening up.
