Yin Li Presides over the 55th Executive Meeting of People's Government of Sichuan Province

  On September 21, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province presided over the 55th executive meeting of the People's Government of Sichuan Province. The meeting aims at learning the spirits of General Secretary Xi Jinping's important speeches at a symposium attended by scientists, a symposium attended by primary-level representatives and other conferences, as well as his spirits embodied at a national teleconference on streamlining administration procedures and cutting red tape to improve business environment and a recent State Council executive meeting. This meeting was also held for Sichuan Province to study and deploy the development of the new energy and intelligent automobile industries, carry out the reform in China (Sichuan) Pilot Free Trade Zone (SCFTZ), and support Chengdu in its key tasks like building a park city demonstration area with new development concepts and strengthening the safe production of hazardous chemicals.

  The meeting deliberated and adopted the Several Policies of Sichuan Province on Supporting New Energy and Intelligent Automobile Industries. It includes 18 policies in such aspects as innovative research and development (R&D), high-quality development, promotion and application and infrastructure construction in a bid to support new product development, key generic technology R&D, establishment of innovation centers, construction of new product access inspection and testing institutions, hydrogen fuel cell vehicle demonstration, and new energy vehicle parking and traveling. Domestic and foreign leading projects of new energy and intelligent vehicles and parts in Sichuan will be incorporated into the provincial key projects, and major support will be given to the R&D, manufacturing, inspection and testing projects and institutions invested and built in Sichuan by leading enterprises in the international frontier.

  The meeting decided to revise the Measures of Sichuan Province for Granting Scientific and Technological Awards. The provincial science and technology awards will comprise six categories: outstanding contribution to science and technology, outstanding youth for science and technology innovation, natural science, technological invention, science and technology progress, and international science and technology cooperation. In terms of the application process, the recommendation system will be changed to the nomination system, and the responsibilities of nominators as well as the scope and conditions of the nominated individuals, organizations and project achievements will be specified.

  The meeting decided to delegate or entrust 14 provincial administrative items to SCFTZ, including four items of administrative licensing, two of administrative penalties, five of other administrative powers and three of public services, covering technical transformation project investment, venture capital, agriculture & forestry and public resource trading. In the past, 142 provincial administrative items have been delegated to SCFTZ in two batches, effectively releasing the vitality of the pilot free trade zone in terms of independent decision-making, institutional innovation and exploration and practice.

  The meeting deliberated and adopted the Reform Plan of the Division of Financial Powers and Expenditure Responsibilities Between the Province and Its Cities and Counties in the Field of Education in Sichuan Province. It aims to adjust the current division of expenditure responsibilities between the province and its cities and counties from the three aspects of compulsory education, student aid and other education, and further promote the establishment of a financial relationship between the province and its cities and counties with clear rights and liabilities, coordinated financial resources, and financial balance among regions.

  The meeting also deliberated and adopted the Guiding Opinions on Further Improving the Centralized Procurement System for Pharmaceuticals and Medical Consumables. The Opinions asks for the improvement of the classified procurement policy for medical devices, the establishment of the a unified provincial procurement platform for medical devices, the management optimization of supply and payment settlement, stronger comprehensive oversight over the centralized procurement of medical devices, and joint promotion of the reform of medical care, medical insurance and pharmaceutical industry. In addition, Sichuan also needs to further advance the reform of the medical and health system by starting with the centralized procurement and use of medical devices, and ensure that the people have access to high-quality, efficient and affordable medical services.
