On August 5, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, visited Chengdu to promote the spirits embedded in the seventh plenary session of the 11th CPC Sichuan Provincial Committee, and supervise the implementation of priorities. He stressed that Chengdu should gather all strengths and assume the responsibility to develop an important growth pole for high-quality development in the Western China, while expediting the construction of "two places and two centers." These are conducive to mutual and coordinated development of Chengdu and Chongqing and for Chengdu to lead the high-speed and high-quality growth of Sichuan.

　　Yin Li came to Tianfu New Area to investigate the strategic planning for Western China (Chengdu) Science City, government affairs service of China (Sichuan) Pilot Free Trade Zone, the construction of Chengdu Supercomputer Center, and the scientific research progress in the Sichuan Energy Internet Research Institute, Tsinghua University. He demanded that people should make greater efforts in exploration and innovation, and achieve development while fighting against COVID-19. According to Yin Li, Tianfu New Area is a major strategic project concerning the economic and social development of Sichuan Province. Thus, we should thoroughly grasp and implement the important instructions made by General Secretary Xi Jinping during his visit in Tianfu New Area, and unswervingly put the new development concept into practice. Following the opinions on and arrangements for high-quality development of Tianfu New Area from the CPC Sichuan Provincial Committee and People's Government of Sichuan Province, we need to realize high-standard planning and high-level construction, with special attention paid to powering scientific and technological innovation-based emerging industries. With such efforts, Tianfu New Area will grow into a park city appropriate for industries, business, living and tourism, become the most energetic new growth pole in Western China, and develop into an open economic mecca in inland China exchanging resources with other countries. It should lead the construction of Chengdu -Chongqing economic circle.

　　Afterwards, Yin Li presided over the conference to promote the spirits embedded in the seventh plenary session of the 11th CPC Sichuan Provincial Committee to departments and primary-level representatives of Chengdu. He emphasized that the construction of Chengdu-Chongqing economic circle is a national key regional development strategy planned, deployed and driven by General Secretary Xi Jinping, and should be regarded as a principle followed by people during the high-quality development of Chengdu-Chongqing region in the new era. The Plenary, concentrating on the implementation of the spirits of General Secretary Xi Jinping's important speeches, systemically planned the steps to accelerate the construction of Chengdu-Chongqing economic circle. Chengdu, as the capital of Sichuan Province, is a vital core of such economic circle. Therefore, it should firmly adhere to the arrangements of the Central Government and CPC Sichuan Provincial Committee, availing itself of this precious opportunity to take the lead in speeding up the construction of Chengdu-Chongqing economic circle, enhancing infrastructure improvement, quickening the building of modern industrial system, comprehensively deepening reform and opening up, and continuously ensuring and improving people's livelihood. Moreover, Chengdu needs to make greater contributions to the new development pattern, of which the domestic market is the main body and domestic and international markets mutually stimulate.

　　Yin Li, after listening to the report on epidemic prevention and control as well as economic and social development in Chengdu, said the city should maintain strategic focus and hold on to the bottom line, realizing further progress in these two fields. It should soundly prepare for epidemic rebound in autumn and winter, actively explore coordinated systems to balance epidemic prevention and control and economic and social development, and creatively make agriculture, industry, investment and consumption play enhanced, pillar, leading and upgrading roles respectively. Additionally, the capital has to maintain security in the six areas in order to ensure stability on the six fronts, and minimize the risks of various disasters and accidents, so as to see that the targets set for economic and social development of the whole year achieved.
