On January 14, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the Fifth Plenary Meeting of the People's Government of Sichuan Province. Yin Li stressed the need to implement the spirits of the Central Economic Working Conference, the Sixth Meeting of the CPC Central Finance and Economics Committee, the Economic Working Conference of the CPC Sichuan Provincial Committee and the Fourth Meeting of the Finance and Economics Committee of the CPC Sichuan Provincial Committee, summarized the work of the People's Government of Sichuan Province in 2019, made deployments on key work for 2020 and the near future and discussed the Government Work Report (Discussion Draft).

　　The meeting pointed out that 2019 is the 70th anniversary of the founding of the People's Republic of China, and also a crucial year for finishing building a moderately well-off society in an all-round way. Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, the People's Government of Sichuan Province took firmly Xi Jinping's Thoughts on Socialism with Chinese Characteristics in the New Era as the guide, fully put into practice the deployments made by the CPC Sichuan Provincial Committee, perform its duties in accordance with the law, strove to tackle difficulties, fully completed the targets and tasks for the year, and made positive progress in the three critical battles against potential risk, poverty, and pollution, laying a decisive foundation for building a moderately prosperous society in all respects.

　　The meeting stressed that year 2020 will be the year to finish building a moderately prosperous society in all respects, and also the final year for the 13th Five-Year Plan. All departments of the provincial government should consolidate the confidence in development, maintain strategic focus, implement the New Development Philosophy unswervingly, and make concentrated efforts to maintain stable growth, advance reform, make structural adjustments, improve people's livelihood, guard against risks and ensure stability, so as to promote Sichuan's economic and social development to a new level. The first is to closely adhere to the goal of building a moderately prosperous society in all respects, and resolutely win the three critical battles against potential risk, poverty, and pollution. The second is to seize major opportunities, plan and promote the construction of Chengdu-Chongqing Twin City Economic Circle systematically and coordinately, and ensure the implementation of major national strategic deployments. The third is to fully implement the requirements of high-quality development, firmly promote linked development, synergistic development of five economic regions and integrated development of urban and rural areas, accelerate the building of a modern industrial system, and intensify efforts to tackle reform tasks, so as to ensure the steady economic growth. The fourth is to focus on the development of the opening-up and the service industry, and take an active part in the construction of the "Belt and Road Initiative" and the New Western Land-Sea Corridor, so as to promote the construction of the "4+6" modern service system. The fifth is to further guarantee people's livelihood, fully implement the policy of giving priority to employment, actively promote the development of social undertakings, and enhance the modernization of social governance capacity, so as to bring more benefits for the people. The sixth is to deepen the party building in the government system, enhance consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, have confidence in our path, guiding theories, political system, and culture, and consciously uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership, keep working on the transformation of government functions, improve the level of governance capacity in a down-to-earth manner, and take solid measures to ensure the team building in government offices at all levels in Sichuan, so as to accelerate the building of service-oriented governments that satisfy the people.

　　The meeting emphasized that, at the beginning of the new year, all relevant departments in the province should focus on ensuring people's well-being, preventing potential risks and maintaining stability, step up efforts to implement key tasks such as poverty alleviation, work safety, grassland and forest fire prevention, Spring Festival transportation, market supply as well as project investment for the first quarter in 2020, earnestly organize activities such as grassroots visits and relief, as well as visiting migrant workers in the Spring Festival, ensure the implementation of the "leader on duty" system and the non-stop government services, so as to ensure a happy and safe Spring Festival, making a good start for 2020.
