On the morning of July 11, the CPC Sichuan Provincial Committee convened a meeting of the Standing Committee to convey and study the spirit of General Secretary Xi Jinping's important speech at the Summary Meeting on Deepening the Reform of the Party and State Institutions, as well as to study the deployment and implement the opinions. Peng Qinghua, Secretary of the Sichuan Provincial Party Committee, presided over the meeting and delivered a speech.

　　The meeting pointed out that General Secretary Xi Jinping's important speech at the Summary Meeting on Deepening the Reform of the Party and State Institutions fully affirmed the significant achievements and valuable experience in deepening the reform of the Party and state institutions, made overall arrangements for consolidating the achievements of the reform of institutions and promoting the comprehensive deepening of the reform, and pointed out the way forward and provided fundamental guidelines for the continuous improvement of the functional system of the Party and state institutions and the modernization of the state governance system and governance capability.

　　The meeting stressed that all departments at all levels in Sichuan Province should earnestly study and understand the spirit of General Secretary Xi Jinping's important speech, fully understand the achievements made in the reform of the Party and state institutions, fully grasp the valuable experience accumulated during the reform, continuously improve the functional system of institutions at all levels, and ensure that the CPC Central Committee's decision-making deployment takes root in Sichuan. We should consolidate and deepen the achievements of Sichuan Province's institutional reform, do a solid job in the follow-up work of the institutional reform, continue to carry out reform research, evaluation, inspection and summary, manage various institutions in accordance with the law, promote relevant supporting reforms, explore the establishment of incentive mechanisms, and continuously improve the ability and level of institutions at all levels to perform their duties. We should adhere to the Party's leadership over all work, further improve the Party's leadership system over major work, strengthen the overall planning of the functions of Party and government organizations, give full play to the unified, centralized and coordinated management functions of the Party's functional departments, and provide a strong institutional guarantee for strengthening the Party's overall leadership. We should make good use of the favorable conditions created by institutional reform, so as to continue to work hard to plan reform and development ideas, solve outstanding contradictions, guard against major risks and challenges, and fully stimulate innovation vitality.
