| Sichuan Province Plans to Build 7 Pilot Zones for the Coordinated Reform of the Pilot Free Trade Zone |

The Sichuan Provincial Department of Commerce recently issued seven Overall Plans (Exposure Draft) including the Overall Plan for the Deyang Collaborative Reform Pilot Area ofChina (Sichuan) Pilot Free Trade Zone (Exposure Draft). This means that Sichuan is expected to usher in seven pilot zones for the coordinated reformof the Pilot Free Trade Zone.
According to the announcement, 6 cities including Deyang, Ziyang, Meishan, Nanchong, Zigong and Neijiang and Wenjiang District of Chengdu have submitted the application to the provincial government and formed 7 Overall Plans (Exposure Draft)to solicit opinions from the lay public, with the deadline for comments being March 14th.
What is the pioneer zone for the coordinated reform of the Pilot Free Trade Zone? “These areas will enjoy the same provincial level authority as the Pilot Free Trade Zone, thus helping the local community to better promote or emulate the experiences of the Pilot Free Trade Zone.” The relevant person in charge of the ProvincialOfficefor Free Trade introduced that after the successful construction, the collaborative reform pioneers will jointly finish the following 8 key tasks ofpromoting the core system innovation, taking the lead in emulating and promoting the reform experiences, giving greater autonomy in terms of reform, collaboratively building an open platform, forging a three-dimensional comprehensive opening-up pattern, developing a higher-level open economy, constructing a characteristic modern industrial system, and upgrading the level of interconnectivity among the regions.
According to the documents previously issued by the General Office of the People’s Government of Sichuan Province, Sichuan encourages the following three types of entities to take the initiative to apply for the qualificationas a collaborative reform pilot zone: various state-level development zones with flexible institutional mechanisms and good platforms, functions, industries and channels; various economic functional areaswith strong reform and innovation capabilities, obvious advantages in open development, and remarkable regional radiation effects and that are in line with regional coordinated development pattern and the strategic deploymentof the three-dimensional comprehensive opening-up pattern; county-level administrative regionswith prominent regional advantages, distinctive industrial characteristics, and vast potential for opening-up. By 2020, Sichuan will strive to cultivate 15 pioneering areas for collaborative reform.
