On the afternoon of October 27, the Sichuan High-quality Development Decision-making Consultation (Beijing) Symposium was held in Beijing. The special members of the Decision-making Advisory Committee of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province in Beijing gathered together to offer advice and suggestions for Sichuan's reform and development. Zhang Meiying, former Vice Chairperson of the National Committee of the Chinese People's Political Consultative Conference and former First Vice Chairperson of the Central Committee of the China Democratic League, and Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People's Congress, attended the symposium and delivered speeches. Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the first session of the symposium. Deng Xiaogang, Deputy Secretary of the CPC Sichuan Provincial Committee, attended the symposium.

　　Zhang Meiying congratulated on the success of the symposium in her speech. She pointed out that the competition for comprehensive national strength in the world today came down to the competition for talents, and a country possessing the first-class talents would have the opportunity to lead future development. In recent years, the Central Committee of the Communist Party of China and the State Council had attached great importance to the construction of think tanks and started the pilot work of the national top think tank construction. The CPC Sichuan Provincial Committee and the People's Government of Sichuan Province had given full play to the role of the Decision-making Advisory Committee of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province as the main force in scientific decision-making, democratic decision-making and decision-making in accordance with the law, and had actively carried out the talent introduction work in Beijing, which fully reflected their responsibility to seek happiness for Sichuan people, open mind to accept advice and suggestions, and strategic vision of recruiting talents. She believed that Sichuan's think tank construction would surely come top of China and Sichuan's reform and development will surely take a new step. 2019 marked the 70th anniversary of the founding of the People's Republic of China. Standing at a new starting point, she hoped Sichuan would stick to the path of "scientific consultation, scientific decision-making and scientific development" and continue to push forward the various undertakings to prosper Sichuan. She hoped that experts and scholars would pay more attention to and support Sichuan's development, make more visits to Sichuan for investigation and research, offer more pragmatic advice and suggestions, and make new and greater contributions to the high-quality development of Sichuan.

　　Peng Qinghua expressed his gratitude to all experts and scholars who had long cared about and supported Sichuan's development on behalf of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province in his speech. He said, the decision-making consultation system is an important part of the construction of China's socialist democracy. Since the 18th National Congress of the CPC, the Central Committee of the CPC with Comrade Xi Jinping at its core had made major arrangements to strengthen the construction of new think tanks with Chinese characteristics and to establish and improve the decision-making consultation system from the strategic perspective of promoting scientific decision-making and democratic decision-making, modernizing the national governance system and capabilities, and enhancing China's soft power. The CPC Sichuan Provincial Committee had been attaching great importance to the decision-making consultation work, vigorously improving the decision-making consultation system, focusing on promoting the construction of new think tanks, developing scientific decision-making on the basis of scientific consultation, and leading scientific development with scientific decision-making. At present, Sichuan was in a critical period of transformation, innovation and leapfrog development. To push Sichuan to a new level of prosperity and push Sichuan from a big province of economy to a strong province of economy featuring high-quality development, high-end intelligence and top talents were urgently needed. The special members present at the symposium could provide help for Sichuan's high-quality development, which was not only a timely help but also an icing on the cake. He hoped the experts and scholars could give full play to their advantages of intelligence, professions and experience, and actively offer advice and suggestions for Sichuan's high-quality development. He hoped they could appeal more experts and scholars, high-end think tanks and innovation teams to Sichuan for investigation and research, start and develop businesses in Sichuan, making positive contributions to push Sichuan's development to a new level.

They said that in recent years, Sichuan had vigorously implemented the strategy of reinvigorating Sichuan through human resource development and pushed Sichuan to become a new highland of talents and innovation in the west of China. They would continue to provide support and help for Sichuan's reform and development in terms of political consultation, theoretical innovation, social services and transformation of scientific research achievements based on their own resources and advantages, so as to better promote Sichuan's high-quality development.
