| Construction Drawing for the “5+1” Modern Industrial System Has Been Established in Sichuan Province |

● On the one hand, we should bring about breakthroughs in developing the key areas of the five pillar industries to create a national-level demonstration zone for high-quality development of manufacturing industries and to build a world-class industrial cluster.
● On the one hand, we must accelerate the cultivation of the digital economy to build it into a state-level pilot zone for the innovation and development of digital economy.
"This year’s key task is to exchange the development plan of the '5+1' modern industrial system into a realistic construction drawing." On January 9th, the Provincial Department of Economy and Information Technology had laid out the goal of this yearat the provincialwork conferencefor industrialization and informationization.
In 2018, Sichuanpromoted with effective efforts the “top-level design” for the high-quality development of manufacturing industry, and proposed the move to build a “5+1” modern industrial system to promote such high-quality industrial development. At the end of the same year, the target of “implementing the requirements for promoting the high-quality development of manufacturing industry” figured the first among the seven key tasks of 2019 at the Economic Work Conference of the Provincial Party Committee.
How to promote the high-quality development of manufacturing industry in 2019? At the meeting of the same day, the Provincial Department of Economy and Information Technology specified the leading position of advanced manufacturing industries which can contribute to the new breakthroughs in the high-quality development of the manufacturing industry. Specifically, regarding theestablishment ofthe "5+1" modern industrial system, we shouldbring about breakthroughs in developing the key areas of the five pillar industries to create a national-level demonstration zone for high-quality development of manufacturing industries and build a world-class industrial cluster on the one hand; on the other hand, we should accelerate the cultivation of the digital economy to build it into a state-levelpilot zonefor theinnovation and developmentof digital economy.
At present, Sichuan Province has established16 mechanisms to promote the work in key areas and digital economic development together with the guidance of provincial leaders. To divide and conquer relevant mechanisms, the Provincial Department of Economy and Information Technology would take the lead in formulating an annual task list for key industries, and assign key tasks such as the planning of spatial distribution andinvestmentin industrial chains to specific industries and key projects.
Among them, regarding the electronic information industry, we will focus ondemonstrating the commercial utilization of 5G networks, and strive to launch thedemonstration projectfor the comprehensive application of Beidou in Sichuan, so as to create a big data industry corridor along areas as Chengdu, Deyang, Mianyang, Meishan and Luzhou; Regarding the equipment manufacturing industry, we will continue to advance a large number of newand large projects inaviation and gas turbines, intelligent equipment, rail transit, new energy and smart vehicles; Regarding the food and beverage industry, we will support the development of six major industries such as grain and oil, meat products, condiments and drinking water, make better liquor and tea leaves, and provide better medical care services,andstrive to host the first “Western China International Food Fair”; Regarding theindustryof advanced materials, we will promote the large-scale application of new materials such as basalt fiber and graphene, increase the application of the first batch of new materials, formulate favorable policies for governmental projects that take the lead in using such new materials, and do a good job in constructing the NationalTesting Center for New Materials in Sichuan;Regarding the energy and chemical industry, we will cultivate green-energy industries such as hydrogen, promote the localization of natural gas resources, and carry out equipment application and demonstration of energy-saving and environmental protection technologies.
Regarding digital economy, Sichuan will compile and implement the development plan for digital economy this year, and introduce the implementation opinions to accelerate the development of the digital economy, so as to build itself into a nationalpilot zonefor the innovation and development of digital economy. In particular, motions were proposed in the meetingto promote the construction of the "Xinghe Project", support the development of key products for intelligent satellite network, launch demonstrations for such applications as the "eye of the city"; formulate anaction planfor industrial Internet development, and strive to host the "WorldConferenceof Industrial Internet ".
