On July 31st, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the 10th executive meeting of the provincial government, where affairs regarding the innovation and development of China (Sichuan) Pilot Free Trade Zone and poverty alleviation were studied and deployed.

　　In the meeting, Guiding Opinions on Promoting the Leading Engineering Construction of China (Sichuan) Free Trade Pilot Zone was passed, which clarified that the five major leads will be realized through the implementation of the five major actions – carrying out reforms that aim to "streamline administration, delegate powers, strengthen supervision, and optimize services" to lead the whole province to share the dividend of free trade, taking actions to build the open gateway hub to lead the improvement of the interconnectivity level, making efforts to build the “dual-zone” construction, namely the Pilot Free Trade Zone and the Coordinated Pilot Area, to lead the coordinated development of the province and synchronous opening-up of the inland with that of the coastal areas, border areas and areas along the river, striving to explore inland free trade port to lead the formation of a new three-dimensional comprehensive opening trend, making moves to upgrade the opening-up to lead the high-quality development of the province, so as to build the Pilot Free Trade Zone into the core engine for the “one-to-many mode and five-zone synergy” of the province, the highest platform for the “four-direction expansion and across-the-board opening-up” as well as the backbone of Sichuan's high-quality development by 2022.

　　In the meeting, List of the Second Batch of Provincial-level Management Affairs by China (Sichuan) Pilot Free Trade Zone was passed, which clearly stated that 132 provincial-level management matters such as "Permits for Proceedings of Mainland Residents to Hong Kong and Macao, and Exit-Entry Permit for Travelling to and from Hong Kong and Macau, Endorsements and Issuances", "Permits for Proceedings of Hong Kong and Macao Residents to Mainland China", and "Practice, Change, and Cancellation of Law Licenses", will all be delegated to the district management committees of the Pilot Free Trade Zone.

　　In the meeting, 15 counties, respectively being Beichuan Qiang Minority Autonomous County, Muchuan County, Jialing District of Nanchong City, Yilong County, Bazhou District of Bazhong City, Markang City, Wenchuan County, Li County, Mao County, Luding County and Hejiang County, Lizhou District of Guangyuan City, Gaoping District of Nanchong City, Tongchuan District of Dazhou City, and Enyang District of Bazhong City, have been approved to be removed from the list of impoverished counties.
