From May 2nd to 3rd, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, went to Yibin City for investigation and presided over the work conference held in the Southern Sichuan Economic Zone, where he conveyed the spirit of the important speech of General Secretary Xi Jinping at the symposium on furthering the development of the Yangtze River Economic Belt, emphasized the need to uphold and implement new development concepts, to strengthen overall planning and collaborative development, and to promote the high-quality development of the Southern Sichuan Economic Zone, so as to contribute more to the governance and prosperity of a new Sichuan.

　　Mr. Yin Li went into the villages and enterprises in Changning County and Jiangan County for on-the-spot investigations of the development of bamboo industry. He encouraged exerting greater efforts in the development of bamboo products based on local characteristics and advantages, and promoting the development of the integration of the first, second and third industries, so as to develop the bamboo industry of our province as an example of practicing the idea that green mountains and clean water are treasure. In the Yangtze River Park of Yibin City, Binjiang Road of Nanxi District, Yibin New Energy Automobile Industrial Park, Rail Transit Industrial Park and Intelligent Terminal Industrial Park, Mr. Yin Li investigated and listened to the promotion of ecological protection and repair work along the Yangtze River, and reviewed the progress of key projects, stressing that under the premise of protection, we must take a good approach of ecology priorities and green development, and promote the unification of ecological, economic and social benefits with high quality development. He also investigated the development of modern agriculture and the protection of ancient buildings in Xijiashan Town, Dipeng Town of Jiang’an County, and emphasized the need to increase the protection of ancient buildings and villages for the last of culture and the retaining of people’s homesickness while meeting their need for a better life.

　　Mr. Yin Li also presided over the work conference of the Southern Sichuan Economic Zone in Yibin. He pointed out that South Sichuan is an important part of the Yangtze River basin and plays an important role in our province’s regional development pattern. It is necessary to further emancipate the mind, deepen understanding, fully grasp the location of development, and accelerate the development of high-quality and collaborative development in the Southern Sichuan Economic Zone. First, it is necessary to strengthen the main responsibility of ecological protection, fully implement the system of river head, and do a good job of ecological protection along the river and the construction of key ecological projects, and build up the ecological barrier on the upper reaches of the Yangtze River. Second, we must strengthen the interconnection and intercommunication of transportation infrastructure such as roads, railways, waterways, and aviation, striving to create a modern three-dimensional transportation system. Third, we must strengthen industrial transformation and upgrading, strengthen and optimize traditional industries, cultivate and expand emerging industries, and accelerate the conversion of new and old kinetic energy. Fourth, we must speed up the process of new urbanization, vigorously implement the strategy of rural revitalization, and promote the development of urban-rural integration and simultaneous development. Fifth, we need to strengthen overall coordination, reform and innovation, deepen the reform of “delegating power to lower levels and decentralization for better services”, and strengthen the responsibilities, so that the various deployment requirements of the Central Committee and the Provincial Party Committee can be implemented with results.

All departments across our province must understand, advocate and implement the socialist ideology of Xi Jinping with Chinese characteristics in the new era, carry out activities of study, discussion and investigation, and further clarify the orientation of development; we must do a good job in structural reform on the supply side to further promote economic development; work hard on poverty alleviation to further improve people’s livelihood; formulate work measures, prevent risks to ensure that all work is conducted in a solid and orderly manner with smooth progress.
