On May 22, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC and Governor of Sichuan Provincial People’s Government, pointed out at the Plenary Session of the 4th China-U.S. Governors Forum that green development is the current trend of the world and the common pursuit of both countries. Chinese President Xi Jinping has emphasized that the concept of green, low-carbon and sustainable development should be held, and exchanges and cooperation in the fields of climate change, environmental protection, energy conservation and emission reduction should be strengthened to leave blue sky, blue sea and green mountains for future generations. This shows China’s firm determination on the green development path. Sichuan will, as always, adhere to the principle of opening and cooperation, mutual benefit and win-win progress, so as to jointly promote green development with people from all walks of life in China and the United States.

　　Yin Li said that this Forum regards green development as an important theme. It is both a practical reflection of the initiative to adapt to the world’s low-carbon development trend and a responsibility for the two parties to work together to promote green and sustainable development. In recent years, Sichuan has placed the construction of ecological civilization in a more prominent position, integrated the concept of green development into various fields of economic and social development, and boosted the economy to accelerate the development of high-quality development. In the next step, Sichuan will build a green ecological barrier, continue to carry out large-scale afforestation, implement natural forest resources protection, water and soil conservation and ecological restoration projects, accelerate the construction of giant panda national parks, further strengthen pollution prevention, and improve the system of paid use of resources and ecological compensation, so as to constantly improve the quality of ecological environment. Sichuan will cultivate and expand the green industry, accelerate the establishment of a market-oriented green technology innovation system, promote the recycling of industrial parks and the construction of resource recycling bases, and vigorously develop green industries such as energy-saving and environmental protection equipment, new energy vehicles, and cleaner production, and strengthen high-tech industries in size and strength, strategic emerging industries and eco-cultural tourism. Sichuan will speed up the development of clean energy, scientifically developing clean energy such as hydropower, natural gas, and shale gas, orderly developing new energy sources such as wind power, solar energy, and biomass, building a national high-quality clean energy base, implementing energy substitution and clean alternative projects, and establishing a sound, unified, open, orderly competitive clean energy market system.

　　At the plenary session, Mr. Yin Li also talked over issues of innovative economic development and discussed with Alaska Governor Walker, Deputy Governor of New Mexico Sanchez as well as Mr. Chen Xiangqun, Standing Committee of Hunan Provincial Committee of the CPC, Vice Governor of Hunan Provincial People’s Government, and Mr. Xia Yanjun, Vice Governor of Hebei Provincial People’s Government.
