On March 1st, our reporter learned fromSichuan Province’sleading group office of rectification ofprotection, supervision, feedback and environmental protection required by the central government that, in order to improve the water quality of Minjiang River and Tuojiang River, Sichuan Province has recently issued Strengthened Water Pollution Prevention, Supervision and Management Plan of Minjiang River and Tuojiang River, according to which two months’ intensive workwill be implemented.
Sichuan is located in the upper reaches of the Yangtze River with developed water system and numerous rivers as well as severe water pollution. The feedback of the central environmental inspection group pointed out that water pollution in basins of Minjiang andTuojiang River is prominent with significantly decreased water quality. Therefore, our province selected the two rivers as pilots to carry out strengthened supervision in line with the basic principle of “self-correction, each person with clear responsibility, timing and quantitative work and inventory management”, so as to comprehensively solve the problem in line with the requirement of the central and provincial environmental inspection groups and ensure the improvement of water quality.
The scope of the intensified inspections mainly covers cities with trunk streamsandmaintributariesof Minjiang and Tuojiang River flowing through and areas of concentrated pollution sources, including 9 cities (prefectures) such as Aba, Chengdu, Zigong, Luzhou, Deyang, Neijiang, Leshan, Meishan and Ziyang. According to actual conditions, 9 key small watersheds including Fu River in Chengdu, Mao River in Meishan and MangxiRiver in Leshan and 13 major watersheds of Tuojiang, including Pihe River in Chengdu, Shiting River in Deyang and Jiuqu River in Ziyang, were intensely supervised.
Officials of the leading group said that the strengthen supervision is divided into two stages, namely self-examination and self-correction and strengthen supervision on site, during which 4 rounds of non-stop intensified supervision, each half a month, will be arranged.A summary conference will be held on April 30.
The inspection plan clearly states that and the key tasks include solvingproblems identified by the central and provincial environmental inspection groups, the implementation of key decisions on water pollution prevention and control as well as11 major tasks such as river management, environmental management around industrial enterprises, centralized drinking water sources above county level, etc.
There are on-site inspection and verification of information in the supervision; the former will be taken by tour inspection, stationed supervision and nightor secret inspection.
For general problems found in the supervision, each inspection team will provide timely feedback on the spot and urge the local to give top priority to its rectification; forprominent ones, the inspection team need to submit it for review and then issue notice to urged the local investigate and rectify it as soon as possible; if a local party committeeor governmentare found anyomission, tardiness or non-implementation of their environmental responsibility, the inspection teamwill sort out the clues and promptly transferthem to the discipline inspection and supervision organs for their accountability according to law and regulations.
