Nine Tasks Set for Work Related to Talent Issues in Sichuan

  This year efforts will be made to bring in talents and bring their role into full play, as well as accelerate to improve the talent policy system, talent cooperation system, supporting system of talent groups, and system of talent intelligence services, with focus on all-round innovation and reform, the construction of pilot free trade zones, industrial transformation and upgrading, and poverty alleviation. On March 24th, according to Sichuan Provincial Talent Office, Sichuan has set up nine tasks for the work related to talent issues in 2017.

  The nine tasks include studying and implementing the important remarks made by General Secretary Xi Jinping on talent issues, making breakthroughs in talent development mechanism by focusing on all-round innovation and reform, expanding open cooperation of talents by constructing pilot free trade zones, promoting supply-side structural reform by centering on industrial restructuring, strengthening human resource development in grass-roots and impoverished areas, stimulating the innovative vitality of talents by propelling the collaborative innovation among government, people, industries, educational institutions and research bases, staying committed to and coordinating talent group construction in key fields, establishing a talent center to provide better leading services to experts and talents, and enhancing the scientific level of talent work by perfecting the operational mechanism of party regulating talents.

  In terms of the mechanism and institution construction, Sichuan will issue special plans for profession experts and talents, management talents of enterprises, technical talents, rural practical talents, and talents of social work, formulate implementation suggestions on promoting talent assessment system and deepening reform of professional titles, perfect the protection system of Intellectual Property Rights, regulations on scientific and technological achievements, regulations on promoting the transformation of scientific and technological achievements and income distribution policy in state-owned enterprises, as well as make efforts to tackle the problems such as the overstated importance of diplomas, professional titles, and papers in talent assessment, and difficulties in transforming and gaining benefits from the scientific and technological achievements.

  In terms of expanding open cooperation of talents, Sichuan will issue implementation suggestions on bringing in foreign talents and promoting talents to go abroad, and formulate detailed implementation rules and regulations on authenticating foreign high-level talents, issuing talent visas, passports and registered residence, applying for permanent residence. Sichuan will fully implement the polices of permitting foreigners to work in China, facilitating excellent foreign graduates to work in China, and establishing off-shore innovation and pioneer bases for overseas talents, promote Tianfu New Area to trigger highly international innovation and pioneer parks for high-level overseas talents, as well as intensify the strategic cooperation between Sichuan and well-know higher education institutions at home and abroad such as Peking University, Zhejiang University, Wuhan University, Sun Yat-sen Universty, Fudan Universty, University of Science and Technology of China, Nankai University, City University of Hong Kong, and etc.

  The supply-side structural reform of talents is embodied in the implementation of multiple plans. It is said that this year Sichuan will put into practice the Thousand Talents Plan, Sichuan High-end Talent Recruitment Program, Plan of Overseas Students Returning to Sichuan, and Enterprise PhD Talents Gathering Plan. There will be in total 200 high-level talents and 20 high-level groups seeking innovation in Sichuan, 1,000 foreign experts serving Sichuan, 2,000 overseas students returning to Sichuan, and 2,000 professional PhD talents in urgent need devoted to scientific and technological research in Sichuan enterprises. At the same time, several plans for talent fostering will also be implemented including fostering plan of innovative entrepreneurs, scientific and technological talents, and innovative cultural talents.

  This year Sichuan will continue to strengthen the human resource development in grass-roots and impoverished areas, formulate and improve suggestions on constructing grass-roots experts and talent groups, and encouraging and leading talents to flow to remote and grass-roots areas, put into practice three tasks including bringing tourism talents into ethnic areas, supporting talents in urgent need for social development in poor areas, and fostering talents in urgent need for industrial development, and implement the training project for rural practical talents and the project for attracting people to return to start up.

  The promotion of the collaborative innovation among government, people, industries, educational institutions and research bases stands as a key task for this year. Sichuan will form the implementation suggestions on the collaborative innovation among government, people, industries, educational institutions and research bases of key industries, constantly hold seminars for the issue, and accelerate to establish an array of scientific and technological parks in universities, work stations for experts and academicians of enterprises, and scientific research centers, innovative practice bases, and collaborative innovation centers for post doctoral students.
