Reporters have learned from The General Office of Sichuan Provincial People’s Government that Sichuan Development Plan for Emerging New Industries In the 13th Five-Year Plan Period (hereafter referred to The Development Plan) has been finalized and will be released soon. Sichuan will implement innovation driving, marketing leading, highlighting development, breakthroughs in major industries, green development and opening cooperation for strategic emerging new industries including new generation information technologies, high-end equipment, new materials, biology, new energy, new energy automobile, energy conservation, environmental protection, digital creation and so on.

　　Promoting academic holiday systems at Sichuan universities and scientific institutes

　　”Promoting academic holiday systems at Sichuan universities and scientific institutes and encouraging scientific research personnel to start entrepreneurship focusing on independent scientific achievements have been two highlights of The Development Plan in enhancing innovation capacities.

　　It has been learned that academic holidays have been institutionalized at colleges and universities in advanced countries. Usually teachers can enjoy a full-paid holiday of half a year or half-paid holiday of a year. Mr. Qi Dexiang, Vice President of Beijing Language and Culture University, said in an interview that academic holiday system can ease teacher’s lassitude and make it possible for teachers to conduct academic research during the holiday. In recent years, some foreign scholars have been visiting scholars in China during their academic holidays to develop research.

　　Trying to changing some institutes and colleges into companies, establishing the mechanism for scientific research elements to marketing, and stimulating technical and innovative vitality are another highlight of The Development Plan. Some professional people have revealed that Chinese Academy of Sciences have initiated changing some institutes and colleges into companies. “Therefore, there are some experiences available for Sichuan to explore some institutes and colleges into companies.”

　　It is worth mentioning that The Development Plan has also mentioned that Sichuan will improve the sharing mechanism for major scientific infrastructure, encourage local governments to construct public service platforms for strategic emerging new industries and explore to construct public research platforms.

　　Constructing Chengdu-Deyang-Mianyang Aviation Industrial Agglomeration Area

　　The Development Plan has also deployed 7 categories and 31 items of major projects and formulate 6 action guidances for innovation capacity enhancement, fist company cultivation, marketing cultivation, zone function enhancement, civilian-military integration development and opening cooperation. In terms of function enhancement for hi-tech industrial parks, The Development Plan has proposed to grant national hi-tech industrial development zones necessary economic, social, administrative management authorities and responsibilities, and encourage these zones to conduct reforms in personnel, payment and so on in accordance with law. This indicates that Sichuan will grant more rights for hi-tech industrial development zones.

　　According to The Development Plan, Sichuan will greatly develop transit equipment industry, concerning air rail, virtual trajectory, magnetic levitation and other green intelligent integration modern urban transit technologies, intercity speed trains, modern rails, low-speed maglev and vacuum tube high-speed rapid transit and other frontier technologies.

　　Surrounding high-end equipment industries, Sichuan has highlight to develop kernel development zone with Chengdu, Deyang, and Mianyang as main bodies. Chengdu, Deyang and Mianyang will jointly construct Chengdu-Deyang-Mianyang Aviation Industrial Agglomeration Area. Sichuan will form key  development areas focusing on Zigong, Luzhou, Suining, Leshan, Yibin, Dazhou, Meishan and Ziyang and so on to drive the development of high-end equipment manufacturing in other regions.

　　The Development Plan has pointed to construct National New Energy Automobile Industrial Base and form Chengdu Plain Urban Agglomeration, Southern Sichuan Urban Agglomeration, and Northeast Sichuan Urban Agglomeration 3 new energy automobile application bases.
