It has been learned from Sichuan Provincial Human Resources and Social Department that Sichuan is developing the selection of the 12th batch of Sichuan academic and technical leaders and reserve talents. Currently, recommendation work is undergoing. Compared with previous years, the selection in 2017 has broadened the coverage of selected targets and more outstanding talents and eliminated the restriction of recommendation numbers.

　　Sichuan academic and technical leaders is the highest academic title in technology and social, humanities and social sciences established in Sichuan. Selecting Sichuan academic and technical leaders serves as a critical measure for Sichuan to implement the strategy of reinvigorating Sichuan through human resources development and cultivate domestic first-class scientists and technical leaders. Relevant officials from Sichuan Provincial Human Resources and Social Department have introduced that Sichuan academic and technical leaders will be recommended and selected from on-the-job experts in Sichuan. This time, Sichuan has enlarged the coverage of examination, enlisted professional technical civil servants and national-class and provincial-class Sichuan Recruitment Program of Global Experts without Chinese nationality and the title of a technical post. Moreover, there is no limitation on recommendation number. Regions, departments and units could recommend any qualified candidates. But candidates could only be recommended through organizations instead of individual application.

　　Sichuan academic and technical leaders and reserve talents should be excellent talents in new generation information technology, new energy, high-end equipment manufacturing, new material, energy conservation and environmental protection and so on and making outstanding contributions to implementing three major development strategies, “One Belt and One Road”, “Internet Plus” and the development and rejuvenation for ethnic minority regions, revolutionary regions, poverty-stricken regions and so on. Apart from academicians from Chinese Academy of Sciences and Chinese Academy of Engineering, experts enlisted into national Recruitment Program of Global Experts and Sichuan Recruitment Program of Global Experts have priority of being selected as leaders.

　　The system of Sichuan academic and technical leaders and reserve talents is established based on the academician selection of Chinese Academy of Sciences and Chinese Academy of Engineering in 2016. 20 years after implementation, there have been 11 selections which select 2,292 leaders and 4,211 reserve talents.
