Service-providing Measures for High-Level Talents’ Innovation and Entrepreneurship in Sichuan Province Issued

  What kind of service will be enjoyed by high-level talents to innovate and start a business in Sichuan Province? How to make talents and employers choose each other properly? Sichuan Provincial TalentOffice has recently published Service-providing Measures for High-Level Talents’ Innovation and Entrepreneurship in Sichuan (Temporary), which has put forward a clear request for all sectors to serve high-level talents to innovate and start a business in our province and enroll this task into the annual assessment of personnel working responsibility system.

  "The measure is to achieve resource integration and information sharing at all levels and departments for mutual choosing between high-level talents and employers by standardizing the efficient service process for connecting both sides." Officials from the official talents office said that the approach has for the first time made clear who the service receivers are: strategic scientists with major original innovation ability and in international leading position, high-level entrepreneurial and innovative talents mastering core technologies and promoting technological innovations, senior management and financial talents with strategic development ability and familiar with international rules, and those with professional academic attainments and adapting to the future development needs of Sichuan Province.

  In order to help talents and projects find right positions suitable for industrial development, all regions and departments in our province, apart from the introduction of the third party agencies into the assessment, will provide personalized services in all directions in line with relevant requirements.

  In the early stage of publicity and promotion, we will help high-level talents to understand Sichuan through various platforms, especially by collecting information of demandsfor high-level talents and projectsform employers in combination with the development needs of key industries, andtimely release them through the media at home and abroad.

  For the precise matching, on the one hand, linkage screening mechanism will be established to select the high-level talents and projects to be introduced. For example, the three party organizations such as finance and venture capital will be introduced to improve the accuracy of evaluation by marketization. On the other hand, talents will be assisted to choose their employers such as universities, scientific research institutes, departments in cities (prefectures), industrial parks and incubators according to their own intentions and the nature of projects, so that people can work in suitable projects with proper positionsin accordance with the industry development demand.

  In terms of ground services, Sichuan Provincial Talent Office, Sichuan Provincial Human Resources and Sichuan Provincial Public Security Department will provide corresponding priority services and element guarantees based on their own functions and responsibilities. Industrial parks are responsible for implementing policies, providing innovation and entrepreneurship platform and optimizing supporting services. “For example, the public security department is responsible for convenient services for entry and residence, settlement, vehicle affairs and so on. Forensic and intellectual property departments are to provide legal support and intellectual property rights protection, etc.” The official said that the method of “one affair, one discussion” will be conducted for outstanding talents or major talent projects which are urgently needed.

  To better provide services, our province will also carry out the accountability system of the first receiving organization, where the first organization receiving high-level talents from other areas is responsible for the follow-up specific contacts between talents and certain employers. At the same time, each department will arrange a special person for the contacting service. In addition, according to regulations, this work will be included in the annual personnel assessment of the target responsibility system in all regions and departments, and the assessment results will serve as an important basis for leadership cadre evaluation, officials’ evaluation, talent project funding arrangements and work accountability.
