By the end of October, Sichuan Province has completed a total water conservancy investment of 19.7 billion yuan, accounting for 75.8% of the annual target amount, higher than the expectation. Our reporter learned this from the provincial scheduling meeting of water conservancy projects on November 2nd.

　　According to the plan, Sichuan Province is to complete 26 billion yuan of water conservancy investment this year, among which 15.7 billion yuan are self-raised by cities and counties and the rest are from the central and provincial financial funds. Officials of Sichuan Provincial Water Resources Department said that in recent years, our province has improved financing and conducted the reform of investment and property rights, and promoted social capital’s participation in the construction of water conservancy infrastructure, which has accounted for about 30% of the self-raised part.

　　In terms of the major areas of investment, Qinling-Dabashan district, Wumeng Mountain district, Liangshan Yi ethnic group area and Plateau Tibetan area remain the priority. This year, our province is expected to invest 4 billion yuan of the central and provincial water conservancy funds to 88 poverty-stricken counties, and over 90% of them are in place.

　　At the end of October, more than 80% of the annual investment of Lijiayan and Tukouxi, two large reservoirs has been completed. The first phase of t of Dujiangyan and Shengzhongguan district project as well as Qingyi River basin projects under construction and construction planning have around 80% of their investments completed. There are 825 water conservancy projects under the annual assessment in our province, among which 698 have been started, and the rest 127 will begin also their construction at the beginning of this month.
