Sichuan Provincial People’s Government has published the Overall Plan of Post-disaster Construction of "8.8" Jiuzhai Valley Earthquake, which states that prevention and control of geological disaster is a life project in Jiuzhai Valley area which will be constructed as a world tourism destination.
Jiuzhai Valley is a natural heritage of the world, so its restoration and ecological environment protection is of great importance. The above document states that the ecological environment restoration and protection should be put first, and with the principle of environmental friendliness and minimum influence, new technologies and methods should be explored to maintain and restore its geology, hydrology, landscape and ecology.
The plan also puts forward that the geological disaster prevention and control should be regarded as a life project to build a comprehensive prevention and control system which put prevention first and strengthened investigation and evaluation, monitoring and early warning, engineering prevention and emergency response capacity building the core with different strategies for different problems, reasonable avoidance and focus remediation.
Promote recovery, upgrading and industrial development of the scenic area
When will Jiuzhai Valley open? The document states that we will strive to complete the post- disaster recovery and reconstruction within three years and open it as soon as possible on the basis of safety. By the end of 2017, the urban and rural housing repair and reinforcement (excluding scenic spots) and function recovery of the traffic, communication, electricity and other damaged infrastructure and public service facilities will have been completed; before the flood season of 2018, the geological disaster investigation and emergency response will be basically completed; the reconstruction of urban and rural housing will be finished, and that of the public service facilities such as schools, hospitals and culture will also begin before the end of 2018; in 2019, the geological disaster control in key areas will be basically completed, and the reconstruction of public service facilities will be fully finished; the ecological environment restoration in key areas will basically completed in 2020.
Since Jiuzhai Valley is a world famous national 5A-class scenic spot, how should we promote its recovery, promotion and industrial development? The plan has clarifies that by protection of world natural heritage and construction of the world's important tourism destination, we should accelerate its restoration and promotion with planned construction with high starting point, standards and level to build Zhangzha Town into an international eco-tourism town.
To build the Jiuzhai World Tourism Destination, we need to explore its tourism resources and cultivate new forms of tourism, such as healthy endowment, vacation, ecological experience, national cultural experience, sports leisure, science and researches. Besides, we should promote the internationalization level of Jiuzhai Valley and Huanglong, integrating the ecological and cultural resources in the disaster areas, expanding scenic spots, and moderately develop Zhongzha Valley and Jiuzhai Cloud Top, as well as building a number of leisure towns and villages with local characteristics.
With the principle of suitable for industries and tourism and coordinated development of the whole area, the document puts forward a development pattern of "one core, two centers, three axis, multi-point linkage, and overall upgrading", meaning scenic sites of Jiuzhai Valley and Zhangzha Town are the two cores, Nanping Town and Chuanzhusi-Jinan Town the two centers, eastern and western Ring Road from Chengdu to Jiuzhai Valley and Roujiu Road the three axis with expanding of a number of new scenic spots and attractions to promote the formation of a tourism pattern of the whole area. Besides, regional tourism resources need to be integrated with reasonable layout of scenic sites, tourist towns, villages and industries with folk characteristics, so as to promote the Jiuzhai Travel Ring transformaing from single tourist attraction to clustered tourism of the whole area.
Give Priority to Infrastructure and Public Service Facility Function Recovery
Infrastructure is a weak area limiting Jiuzhai Valley's development. The document clearly states that priority should be given to infrastructure and public service facility function recovery to improve their conditions and support capabilities. Great efforts will be channeled into the new demonstration project "Chuanjiu Road" to enhance the transportation support ability and speed up the formation of effective and convenient comprehensive transportation system in border area of Sichuan, Gansu and Qingzang.
General airport construction (including take-off and landing area) should be planned and the preparation of railway from Chengdu to Xining and highway from Wenchuan to Chuanzhusi need to be carried out orderly. Railway and highway transportation such as small trains for sightseeing (narrow gauge and rack rail) will be developed based on researches and experiments to promote their reaching to Jiuzhai Valley.
According to the comprehensive evaluation of resources and environment capacity，the document creatively puts forward to integrate the functional area reconstruction with world natural heritage site area, natural reserve, famous scenic sites, cities and towns and tourism development. Land in the planning area is divided into ecological reserve, accounting for over 81% of the total planning area, tourism agglomeration district, husbandry district and men's settlements.
For the goals and tasks in the document, it will cost about 11.8 million yuan for the reconstruction. The provincial financial sector will arrange funds of central and provincial level for prefectures and counties aid. Jiuzhai Culture Tourism Rejuvenation Fund is supported to attract more social funds for the reconstruction.
