Sichuan Has Established Strategic Cooperation Relationship with All Centrally Administrated State-Owned Enterprises

  The next month of completing commercial registration, China Aviation Engine Group has signed strategic cooperation framework agreement with Sichuan. On the 10th working day after its official establishment, it has signed aviation engine industry leading fund cooperation framework agreement. Recently, China Aviation Engine Group has cooperated closely with Sichuan, drawing the attention of all walks of life.

  China Aviation Engine Group, as a newly born military state-owned company and undertaking the research and development tasks of Chinese aviation “hearts”, is the latest member of Sichuan’s friends in military-civilian integration. Since the official proposal of Sichuan Provincial Committee of the CPC in 2014, namely strengthening the strategic cooperation with central military groups, Sichuan has established strategic cooperation relationship with the total 12 centrally administrated state-owned enterprises and China Academy of Engineering Physics.

  Statistics from Sichuan Provincial Office of Sichuan National Defense Science and Technology indicate that all the major projects specified in the strategic cooperation agreements have undergone smoothly. It has been learned that currently 10 military-civilian integration high-tech industrial bases, including aviation industrial park, general aviation industrial park, network information industrial park and so on, are being constructed rapidly. There are 40 relevant projects with investment of over 57 billion yuan.

  Moreover, Sichuan will also accelerate to promote key projects of national science and technology focusing on large aircraft, aviation engines and gas turbine and so on, cooperate with centrally administrated state-owned enterprises in fields including business aircrafts, aviation engines, nuclear medicine instruments, promote the implementation of 150 military-civilian technical improvement and industrial projects with the expected investment of 10 billion yuan within 2016. Sichuan has also established “one of one” tracking promotion mechanism to promote the implementation of these projects, specified and implemented responsibilities of all levels of government, drawn time table and ensured responsible persons for major projects, established promotion documents, and checked for a certain time.

  The cooperation between Sichuan and these centrally administrated state-owned enterprises has also deepened from provincial level to county level apart from features such as winder coverage of cooperation fields and multiple cooperation methods. On September 9th, among the 9 projects signed on The Contract Signing Ceremony of Sichuan and Chengdu Military-Civilian Integration Major Projects, 5 of them are signed with counties or districts of Chengdu.

  Moreover, cooperation carriers have also extended to regions where other military-civilian industries are more concentrated from kernel regions such as Chengdu, Mianyang, Deyang and so on. On the Special Promotion Meeting of Military-Civilian In-Depth Integration Development in Chengdu held in April, Sichuan Changhong Group and other influential provincial enterprises and Liangshan local government and Zigong local government have signed cooperation agreements with relevant centrally administrated state-owned enterprises.

  It is learned that Automation Research and Design Institute of China South Industries Group Corporation has been listed as the pilot units of classification reform and developing mixed ownership economy of military research and development institutes. Sichuan Academy of Aerospace Technology has been authorized by China Aerospace Science and Technology Corporation to establish military-civilian reform office. Their units in Sichuan will deeply participate into the comprehensive reform and innovation of Sichuan.
