Every Saturday from last April to now, Chengdu-Europe international freight express rail from Chengdu to Poland has always departed on time loaded with high-tech products, mechanical and electronic products, automobile parts and other goods from all over China. Because of being optimistic about the potential of this new logistics channel linking western China and Europe, DHL, a world logistics giant, undertook 20 containers on Chengdu-Europe international freight express rail every week, sending goods from China to European market. “As Sichuan is located at the intersection of the Silk Road Economic Zone and Yangtze River Economic Zone, the opening of Chengdu-Europe international freight express rail will make Sichuan a new door to Europe.” Dr. Tang Jiqiang, a special research fellow at Chinese Finance Research Institute of Southwestern University of Finance and Economic, held this opinion.

　　Since 2014, Sichuan, as a major trading province in western China, has accelerated its way of opening. Sichuan also acts in accordance with the thoughts of “benchmarking the advanced areas” and “a high starting point even as a latecomer”, changes people’s traditional impression that western China areas focus on attracting investment on labor intense industries, and attempts to create Sichuan as an upgrade of western China investment promotion.

　　In June, Sichuan delegation visited France, Germany and the Netherlands and brought back Sichuan a number of new high technologies and research and development projects. On July 13th, Global Smart City Joint Research and Development Center is estimated by IBM and Sichuan Huaxun Zhongxing Technical Co. Ltd. The headquarters of this center is located in Sichuan. Three days later, on July 16th, Texas Instruments released news that it would estimate Foreign Funds Centralized Operation Management Center in Chengdu, the only center in China, to perform foreign exchange funds centralized operation business towards multinational headquarters. 

　　Analysts also noticed that the reason why Sichuan could attract high-end industries from developed countries was that Sichuan would benchmark developed countries with traditional industries and advanced technologies.

　　CPC Sichuan Provincial Committee and Sichuan Provincial People's Government think that currently Sichuan is experiencing a vital period of transforming and upgrading, changing from factor-driven model to innovation-driven model. In this case, Sichuan's opening and cooperation must based on real needs and development direction, in order to promote to higher and more advanced opening and cooperation.

　　Relevant officials from Sichuan Provincial Bureau of Investment Promotion said to reporters that in the future Sichuan would focus on national and regional major industries and cooperations to develop precise investment by squad. Sichuan will promote more functional institutes, such as multinational research centers, procurement centers, settlement centers, and operation centers, to centralize in Sichuan. Besides, for the cities and prefectures with low economic development level and weak comprehensive strength, Sichuan will intensify its efforts to introduce medium sized and small companies in accordance with national industrial policies and medium and small sized, technical quality projects with promising market.

　　Sichuan is a strong province of opening and investment promotion in middle and western China. According to statistics released by Sichuan Provincial Department of Commerce, by the end of June, 2014, there have been 280 Fortune 500 companies settling in Sichuan, ranking among the top of middle and western China.
