Sichuan Provincial Administration of Civil Service

  According to the Circular of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province on printing and issuing the'Institutional Reform Scheme of the People's Government of Sichuan Province' and the'Implementing Suggestions on the Institutional Reform Scheme of the People's Government of Sichuan Province'(Sichuan Committee Issue (2009) No.24),the Sichuan Provincial Administration of Civil Service(  referred to as"SPACS",assistant department level) will be set up as administrative institution under the administration of the Provincial Department of Human Resource and Society Security.

  1. Responsibility Adjustment

  1.1 Allocate the responsibilities of the civil servant affairs administration and the specific work of governmental reward bearing by the former Provincial Department of Personnel to the Provincial Administration of Civil Service.

  1.2 Transfer the responsibilities of the civil servant training transactional work and the specific work of the civil servant information statistic to the public institutions.

  2. Main Responsibilities

  2.1 Implement the State's laws,regulations,rules and policies concerning the classification,admission,appraisal,rewards and punishments,appointments,communication,training,dismissal of the civil servant,draft the specific measures of the administration of the public institution staff referring to the Civil Servant Law and the specific measures of administration of the appointment civil servant and organize the implementation and supervision.

  2.2 Implement the civil servant behavioral norms and the professional morality and ability construction policies,organize the implementation of the civil servant position classification standard and administration measures,supervise the civil servant pursuant to the laws and be responsible for the civil servant information statistic.

  2.3 Improve the civil servant examination admission systems,take charge of organizing,guiding,coordinating and supervising the examinations and admission of the civil servants and working staffs administrated referring to the Civil Servant Law of the whole province.

  2.4 Improve the civil servant appraisal,reward and punishment system,draft the training programs,plans and standards of the civil servant of the whole province and take charge of organizing the training of the civil servant of the departments directly under the provincial authority.

  2.5 Improve the civil servant complains and petitions system and the personnel dispute arbitration system of the appointment civil servant to guarantee the legal interests of the civil servants.

  2.6 Administrate the governmental commendation and reward generally,implement the State honor systems and governmental reward systems,organize the commendation and reward in the name of the People's Government of the Sichuan Province and verify the provincial election and reward work plans and reward objects of the departments and units directly under the provincial authority.

  2.7 Undertake the personnel appointment and remove matters submitting to the Standing Committee of the People's Congress of Sichuan Province and the People's Government of the Sichuan Province for decision.

  2.8 Undertake other matters assigned by the People's Government of the Sichuan Province and the Provincial Department of Human Resource and Society Security.

  3. Internal Structure

  According to the responsibilities stated above,the Sichuan Provincial Administration of Civil Service will set up 5 internal departments (division level):

  3.1 General Office

  Organize the draft of the provincial suggestions on implementing the civil servant administration laws and regulations ,draft the specific measures of the administration of the public institution staff referring to the Civil Servant Law,take charge of the relevant verification and approval of the administration of the public institution referring to the Civil Servant Law,improve the civil servant complains and petitions system and the personnel dispute arbitration system of the appointment civil servant,supervise the implementing of laws,regulations and rules concerning the civil servant administration,be responsible for the civil servant information statistic,take charge of the recording and reviewing of the documents and telegraphs,meeting affairs,confidential,files,government affairs opening and regulatory documents.

  3.2 Position Administration Office

  Implement the civil servants' position classification standards and administration measures,draft the specific measures of the administration of the appointment civil servant of the whole province,improve the civil servant daily register and administration measures,bear the responsibilities of daily registration,administration and personnel assignment of the provincial administrative civil servants and provincial government department working staffs administrated referring to the Civil Servant Law as well as the registration and record of the administrative civil servants of the city(prefecture) and below and working staffs administrated referring to the Civil Servant Law,improve the civil servant' appointments and dismissals ,movements,competition,communication and avoidance,resignation and dismissal systems and undertake the personnel appointment and remove matters submitting to the Standing Committee of the People's Congress of Sichuan Province and the People's Government of the Sichuan Province for decision.

  3.3 Examination and Admission Office

  Improve the civil servant examination and admission systems,organize,guide,coordinate and supervise the examination and admission of the administration civil servant and working staffs administrated referring to the Civil Servant Law of the whole province,draft the implementing rules of the administration methods for the new-admitted staffs in their probationary period and implement the civil servant admission examination malpractices disposition methods.

  3.4 Assessment and Reward Office

  Improve the civil servant assessment and reward systems of the whole province,administrate the governmental commendation and reward generally,implement the State honor systems and government reward systems,organize the commendation and reward in the name of the People's Government of the Sichuan Province,verify the provincial election and reward work plans and reward objects of the departments and units directly under the provincial authority,undertake the reward matters of the civil servant and collective civil servants winning the First Class and above awards as well as the verification of implementing plans of the provincial administration civil servant and collective civil servants reward.

  3.5 Training and Supervision Office

  Draft the policies,programs and plans of the civil servant training and in-service education and organize the implementation,organize the training of the civil servants of the provincial departments,instruct the training of the administrative civil servants and training institution construction of the whole province,improve the register,assessment and results using systems of the training of the civil servants of the whole province,implement the civil servant behavioral norms and the professional morality and ability construction policies,supervise the civil servant pursuant to the laws,improve the provincial civil servant punishment system and initially verify the punish submitted to the Province Government for approval.

  4. Staffing and the number of leader positions

  The Sichuan Provincial Administration of Civil Service shall have a administrative establishment of 30 members,consisting of 1 chief,2 deputy chiefs,5 internal office leader (division level),6 internal office leader (assistant division level).

  5. Others

  5.1 The civil servant and working staff administrated referring to the Civil Servant Law involved in the responsibilities of the Provincial Administration of Civil Service respectively means: the administrative civil servants and the working staffs administrated referring to the Civil Servant Law of the administrative institutions except the logistics workers.

  5.2 The personnel and party affairs,discipline inspection,institution finance,logistics service,retired personnel and so on shall be administrated by the Provincial Department of Human Resource and Society Security and its discipline inspection institution.

  6. Supplementary Provision

  This regulation shall be interpreted by the Office of the Institutional Organization Committee of the CPC Sichuan Provincial Committee and the adjustment of this regulation shall be executed by the Office of the Institutional Organization Committee of the CPC Sichuan Provincial Committee pursuant to the prescribed procedure.
