On September 20, reporters learned from a special press conference held by the Information Office of the People's Government of Sichuan Province that the 5th China (Sichuan) International Panda Consumption Festival will be held from September 22 to November 30. The Festival will set its main venue in Chengdu and sub-venues in Luzhou, Nanchong and Panzhihua. A series of supporting events will be rolled out in coordination in other cities (prefectures) across the province.
The Festival is structured around an overall framework of "1+3+16+N". The "1" refers to one launch event: the Festival will be launched in Chengdu on the evening of September 22, during which the overall program and 40 new "Shuli Anyi" consumption scenarios will be unveiled, alongside an exhibition and sales zone for experiencing distinctive Sichuan-branded consumer products. The "3" refers to three major thematic events: the "Enjoy Tianfu" Service Consumption Season, the "Ticket Stub Benefits" program, and the "Quality Goods Boosting Urban and Rural Demand Expansion" program. The "16" refers to 16 iconic IP events: focusing on key areas such as Chengdu-Chongqing synergy, time-honored brands embracing national trends, county-level and lower-tier markets, integration of domestic and foreign trade, sports, culture and tourism, and elderly care and housekeeping services, 16 signature events will be held, including the Sichuan-Chongqing Time-Honored Brands Carnival and the Golden Autumn Consumption Season. The "N" refers to a diverse array of distinctive consumption promotion activities. These activities highlight local characteristics and cultural connotations, and cities (prefectures) across the province will coordinate to carry out a variety of distinctive consumptionboosting activities.
Under the "Ticket Stub Benefits" program, more than 600 million yuan worth of "Shuli Anyi" commercial and service consumption vouchers will be issued. Locally-initiated subsidies will be rolled out targeting ten categories of smart products, while a provincial prize-linked invoice program will be implemented with enhanced quality and efficiency. Consumers can present transportation tickets, scenic spot admission tickets, or event ticket stubs to enjoy discounts at over 3,000 merchants across Sichuan. According to the press conference, the Festival places service consumption in a prominent position and launches the distinctive "Ticket Stub Benefits" program, using ticket stubs as a link to connect resources across retail, dining, accommodation, culture and tourism, and other business formats, and rolling out a triple benefit mechanism featuring merchant discounts, government subsidies and platform-driven customer acquisition.
The "Enjoy Tianfu" Service Consumption Season will serve as the centerpiece, focusing on sectors such as dining, health and wellness, sports, culture and tourism, and digital intelligence, and rolling out seven thematic events covering diverse business formats including Sichuan cuisine, housekeeping services and health care, and street-side eateries.
Chengdu, as the main venue, will host more than 600 thematic consumption events. From September 24 to October 7, Chengdu will join hands with Chongqing to launch the "Two Cities, Two Festivals, Rewards for Visitors" campaign. The 2026 Chengdu International Food Carnival will kick off on September 29, bringing together representatives from China's seven UNESCO Creative Cities of Gastronomy. Visitors can savor over 50 stalls featuring local snacks, time-honored catering brands and international flavors all in one place. From September 28 to October 3, the "Come to Sichuan, Have Fun in Shu" National Day Cultural and Tourism Consumption Carnival will be held at the plaza of the Tianfu International Conference Center. From September to November, the 32nd "Autumn in Chengdu" International Music Season, the 3rd Chengdu-Chongqing International Theatre Festival, and nearly 10 major concerts will be staged one after another.
During the Festival, the 2026 Sichuan Culture and Tourism Development Conference and the 12th China (Sichuan) International Tourism Investment Conference will be held. Under the unified guidance and coordination at the provincial level, all 21 cities (prefectures) will plan and roll out 596 culture and tourism programs comprising 4,412 events across six categories, namely festivals and folk customs, performing arts and music, museum and cultural exhibitions, parent-child study tours, leisure experiences, and specialty cuisine.
In terms of measures benefiting the people, the provincial government will allocate 30 million yuan for cultural and tourism consumption vouchers under the brand "Sichuan Ease". Cities and prefectures will roll out matching subsidies on top of this, bringing the total value of vouchers issued to over 54 million yuan. Tied in with the third season of the "Come to Sichuan, Have Fun in Shu" campaign, 50 "small and beautiful" distinctive consumption destinations will be unveiled.
In terms of sports competitions, from now until the end of the year, the province will host more than 4,000 sports events of various levels and categories, and the Sichuan Provincial Bureau of Sport will launch the second round of sports consumption voucher distribution under the brand "Sichuan Ease".
