From January 13 to 15, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, made an inspection tour in Liangshan Yi Autonomous Prefecture. He emphasized the need to thoroughly implement the series of important instructions from General Secretary Xi Jinping on Sichuan's work and the decisions and plans of the Party Central Committee, earnestly carry out the requirements laid out at the eighth plenary session of the 12th CPC Sichuan Provincial Committee and the Economic Work Conference of the CPC Sichuan Provincial Committee, firmly keep high-quality development as the primary task, place greater emphasis on ensuring and improving people's wellbeing within the development process, continuously expand development space by meeting the people's livelihood needs, and use concrete efforts and tangible achievements to ensure a strong start for the 15th Five-Year Plan period.

During the inspection, Wang Xiaohui received a briefing on Liangshan Prefecture's economic and social development. He acknowledged the prefecture's work over the past year and its achievements during the 14th Five-Year Plan period. He pointed out that, after unremitting efforts during the 14th Five-Year Plan period, Liangshan has now reached a new historical starting point for its development. The prefecture possesses unique advantages, particularly in areas such as energy and minerals, modern agriculture, and cultural tourism, and it also has a solid foundation in emerging industries like commercial aerospace. He stressed the need to seize the major opportunities presented during the 15th Five-Year Plan period, further shore up weaknesses, strengthen core competencies, and leverage advantages to promote higher-quality economic growth while achieving an appropriate increase in economic output, and strive to lead and set an example in the modernization drive of ethnic and formerly poverty-stricken regions. In the drive for modernization, it is essential to prioritize people's wellbeing as the foremost concern. We must efficiently balance investment in physical assets with investment in human capital. This approach not only ensures that the fruits of development are shared more broadly and equitably among all ethnic groups but also generates more effective demand and fosters new economic growth drivers through the continuous improvement of people's livelihoods. Advancing modernization requires a primary focus on rural areas, with the key challenges lying in the formerly poverty-stricken regions. The Yi ethnic area in Liangshan was once the main front in the battle against poverty. Wang Xiaohui is deeply concerned with how the consolidation and expansion of poverty alleviation achievements and the advancement of rural revitalization are progressing, particularly regarding industrial development and the increase in residents' income. Jinsha Village in Jinsha Town, Leibo County, has vigorously developed the national geographical indication product "Leibo Navel Orange" and achieved notable results in promoting the integrated development of agriculture, culture, and tourism. The Fanmeng Agriculture Co., Ltd., an agricultural specialty processing factory in Meigu County, is a project built through collaboration between the eastern and western regions and has achieved initial scale in developing the red pear industry. Yida Central Village in Bingdi Town, Jinyang County, leverages its distinctive high-altitude agriculture to drive stable income growth for residents relocated from poverty-stricken areas under the poverty alleviation program. The Black Sheep Modern Agricultural Park and the Bujiang Shufeng Eco-Agricultural Technology Park in Butuo County have enhanced the quality and efficiency of their industrial development through targeted assistance from the central government and provincial foundational assistance for underdeveloped counties. At each location, Wang Xiaohui engaged in in-depth discussions with local officials, residents, enterprise representatives, and agricultural technicians, gaining a detailed understanding of industrial development, product profitability, and measures to boost farmers' income, among other matters. He noted that consolidating the achievements in poverty alleviation and advancing rural revitalization must be firmly anchored in the bedrock of industries that enrich the people. Nowadays, various localities have their own competitive flagship products. We must continue to excel in this "distinctive" endeavor by focusing more on extending industrial chains and building brands, thereby continuously strengthening the industry's resilience and enhancing its comprehensive benefits in linking and supporting farmers. At the home of Buse Shizuo, a resident who has emerged from poverty, Wang Xiaohui inquired with concern about her family's income, her children's education, and other matters. He encouraged her to remain confident and rely on hard work to build an increasingly better life. Wang Xiaohui also visited the Butuo County Human Resources Service Industrial Park to learn about employment services for residents and vocational skills training. He called for further enhancing the precision of job matching, improving the relevance of skills training, and enabling more people who have been lifted out of poverty to achieve sustained and stable income growth through avenues such as cross-province employment and local job opportunities.

All types of assistance teams are a crucial force in consolidating and expanding the achievements of poverty alleviation and advancing rural revitalization. Wang Xiaohui separately met with officials and professionals involved in central government targeted assistance, Zhejiang-Sichuan collaboration assistance, and provincial foundational support programs, extending New Year's greetings to everyone. He said that everyone has left behind comfortable conditions to come to Liangshan and made important contributions by working and striving alongside the Yi people on this land. He expressed his hope that everyone will continue to leverage their professional strengths to ensure that assistance policies, resources, and projects are implemented with greater precision and effectiveness. He urged local Party committees and governments to provide more care and support, creating favorable conditions for their work. Wang Xiaohui pointed out that this year marks the first year of regular assistance efforts, following the transition period for consolidating and expanding achievements made in poverty alleviation in coordination with the extensive drive for rural revitalization. It is essential to accelerate the improvement of regular assistance mechanisms, foster both intellectual empowerment and the will to thrive, and shift from merely providing external support like a blood transfusion to truly enhancing self-sustaining capabilities. This approach will continuously strengthen the endogenous development drivers within former poverty-stricken areas and among those who have been out of poverty, enabling them to accelerate their pace in catching up with the modernization drive.

Drug control and AIDS prevention are vital to social harmony, stability, and the wellbeing and health of the people. Wang Xiaohui conducted an inspection at the Red Ribbon Care Association in Meigu County and the Community Drug Rehabilitation (Recovery) Work Center in Dimo Town, Zhaojue County, where he understood the comprehensive, law-based efforts in drug control and HIV/AIDS prevention and treatment, among other work. He acknowledged the phased achievements made in these areas and expressed gratitude to the frontline workers and volunteers dedicated to drug control and AIDS prevention. He emphasized the need to firmly establish a mindset for long-term efforts, intensify crackdowns on drug-related crimes, and strengthen routine work in areas such as public awareness, screening and detection, and treatment and rehabilitation. It is crucial to mobilize a society-wide active participation and resolutely win this protracted battle against drugs and AIDS.

During the inspection, Wang Xiaohui visited the Forest and Grassland Fire Prevention and Control Inspection Station in Dashitou Village, Jiefanggou Town, Zhaojue County. He received a briefing on the implementation of measures such as fire source control and daily patrols. Wang stressed that as the region is now in the critical season for forest and grassland fire prevention and control, it is imperative to strictly enforce the responsibilities of all involved in a down-to-earth manner, implement all precautionary measures, and ensure that no major forest or grassland fires occur, so as to effectively safeguard people's lives and property. Wang Xiaohui also visited the Xiluodu Hydropower Station located in Leibo County to understand how the station performs its comprehensive functions. He called for strengthening the operation and maintenance support for facilities and equipment to ensure the safe and stable operation of the power station, enabling it to better serve the national west-to-east power transmission strategy and local economic and social development.
