On May 12, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour at the Department of Agriculture and Rural Affairs and the Sichuan Academy of Agricultural Sciences. During the visit, she emphasized the need to deeply implement the key expositions of General Secretary Xi Jinping on the work related to agriculture, rural areas and farmers, as well as Xi's series of important instructions for Sichuan, shoulder the mission of establishing Sichuan as a strategic base to ensure the supply of important primary products for national needs, profoundly grasp the new circumstances and challenges, effectively enhance our sense of responsibility and urgency, work collaboratively to take on responsibilities, effectively deliver all key tasks with robust measures, move faster to build the province into a robust agricultural powerhouse and advance the all-around rural revitalization, and make greater contributions to the national overall interests through concrete achievements in the high-quality development of agriculture, rural areas and farmers.

Subsequently, she convened a special meeting at the Department of Agriculture and Rural Affairs, where she received updates on the province's agricultural and rural development, the expansion of the live pig industry, and the progress in constructing and managing high-standard cropland, among other situations.

Shi Xiaolin emphasized the need to identify priorities and breakthrough points in work to vigorously promote high-quality development of agriculture, rural areas and the well-being of farmers. We should leverage the integrated development of the "Five Agricultural Excellences" - excellent seeds, techniques, mechanisms, fields, and machinery - as a strategic approach to enhance quality and efficiency in building the "Tianfu Granary". Work should be done to rigorously uphold the red line for the protection of arable land and permanent basic cropland, make coordinated efforts to advance the construction, management and utilization of high-standard cropland by leveraging tools such as "one map for farmland management" and satellite-enabled monitoring, intensify research and development efforts in critical areas like breeding and agricultural machinery through "Calling for Best Candidates" competitive mechanism, accelerate the promotion and application of advanced technologies, promote appropriately scaled agricultural operations with robust measures, and more effectively motivate grain-producing farmers and major grain-producing areas. Currently, we must make every effort to ensure the successful harvesting of winter-planted crops and the timely sowing of spring-planted crops, thereby securing the achievement of the annual grain production targets. We should focus on full-industry-chain optimization to improve both quality standards and production efficiency in animal husbandry. Work should be done to accelerate the construction of intelligent supervision platforms for live pigs, yaks, and other livestock species, utilize diversified methods including production incentives, insurance programs, storage mechanisms, and post-processing solutions to stabilize the production capacity across pork, beef and mutton supply chains, and effectively smooth out cyclical market fluctuations. We should capitalize on the momentum of industrial integration and coordination to fully unlock the potential of modern agriculture's economic value. There is a need for fostering synergistic efforts between an efficient market and a competent government, implementing multi-pronged measures that help entities overcome difficulties, enhance their capabilities, and stimulate vitality, driving integrated development across agriculture, commerce, culture, tourism, sports, education, and health sectors, and sustaining efforts to upgrade quality, fortify branding, and expand market reach. We should adopt a problem-oriented and goal-driven approach, uphold fundamental principles and break new ground, and take concrete, effective actions to elevate Sichuan from a major agricultural province to a leading agricultural powerhouse. It is essential to accelerate the establishment of a precise and effective comprehensive monitoring system to promote the digintelligent transformation and upgrading of the agricultural sector. We should build a favorable ecosystem through a cluster-chain development approach, strengthen the cultivation of high-capacity entities, drive new progress in strengthening, consolidating and extending the industrial chains of the agri-products refined and deep processing sector, and leverage ecological advantages to pursue a distinctive development pathway. We should accelerate our efforts in constructing a beautiful and harmonious countryside that is desirable to live and work in and continuously improve the level of governance. Work should be done to improve basic conditions in rural areas, strengthen ecological environment governance, expand the availability of quality public services and ensure their balanced distribution, and enhance governance effectiveness based on the "microgrid-based" community-level governance mechanism. Work should be done to deepen agricultural and rural reforms, continuously improve support policies, strengthen financial investment, financial support and planning guidance, build strong "head goose" teams to stimulate the vitality of talent, effectively revitalize and utilize idle assets in rural areas, and develop and strengthen the rural collective economy. We must maintain focus on key areas and critical links while safeguarding the baseline requirements for development. Efforts are required to consolidate the achievements in poverty alleviation, ensure effective implementation of the basic assistance packages for the 39 underdeveloped counties, with particular emphasis on the nine most disadvantaged counties, promote precision cultivation of pillar industries, strengthen intellectual support through means like grouped assistance, and guard against new poverty or large-scale relapse into poverty. Continued efforts are necessary to address issues such as the illegal "greenhouse housing" phenomenon, ensure robust management of the "three forms of capital" (funds, assets and resources) in rural collectives, strengthen the fight against misconduct and corruption that occur at people's doorsteps, and tirelessly advance workplace safety in agricultural sectors. We must faithfully implement the Party's mass line in the new era, carry out work related to agricultural, rural areas and farmers in a fine style of conduct, and continuously forge new progress in all-around rural revitalization.
