Sichuan Unveils Nine Measures to Stabilize Foreign Trade

On April 23, the reporter learned from the Department of Commerce of Sichuan Province that, in response to the current complex and changing international situation and to hedge against uncertainties, Sichuan introduced nine measures to support the stable development of foreign trade. These measures are designed to achieve the utmost efficiency in assisting enterprises to stabilize their market share, reduce operating costs, and innovate business models within the shortest possible timeframe.

As of now, Sichuan has a total of 9,106 enterprises with actual foreign trade performance, out of which 3,204 are directly involved in import and export activities with the United States. The nine measures for stabilizing foreign trade are specifically designed to address the "pain points" that have impacted foreign trade enterprises since the U.S. initiated the tariff war. In terms of going all out to support enterprises, efforts will be made to assist leading companies in securing orders and accelerating exports, strengthen a stable supply of labor and energy, establish a feedback platform for enterprises targeted by the stable foreign trade initiatives, and maintain a record of enterprise demands and suggestions. These issues will be handled in a graded and categorized manner, with responses provided within three working days. In terms of promoting the restructuring of the domestic and foreign trade industrial chain, efforts will include prioritizing the "15+N" industrial chains, enhancing the alignment between businesses and domestic suppliers, and carrying out at least 30 supply and demand matching activities. Additionally, work will be done to harness the potential of overseas economic and commercial entities to circulate procurement demand lists among key trade associations and enterprises, thereby ensuring supply chain resilience. In terms of supporting businesses in accessing international markets, efforts will continue to build the "Sichuan Global Outreach" brand, enabling companies to participate in more exhibitions and fairs across Europe, ASEAN, Central Asia, West Asia, Africa, Latin America, and other regions and countries. There will be a significant push towards enhancing the development of cross-border e-commerce, supporting production enterprises to make good use of cross-border e-commerce platforms for a transition towards industry-trade integration and establishing direct factory-outlet stores. Work will be done to consolidate the province's public overseas warehouse resources, effectively utilize the online information portal of these warehouses, and facilitate the matching of supply and demand within these overseas facilities. In terms of creating new consumption scenarios for high-quality foreign trade products, initiatives will be undertaken to organize at least 20 exquisite activities under the banner of "Sichuan Excellent Foreign Trade Products Tour", utilize platforms like The World Games 2025 Chengdu and the Western China International Fair to establish dedicated exhibition areas for Sichuan's top-tier foreign trade merchandise, encourage retail giants to create special sections for these products, and support e-commerce platforms in setting up special zones for Sichuan's premium foreign trade goods, such as 3C digital products and home appliances. In terms of optimizing service guarantees, focus will be placed on the financial services most crucial to enterprises, including fully utilizing the Tianfu Foreign Trade Loan support policy, promoting financial institutions to offer pure-credit loans for credit limits up to ten million yuan, encouraging banks to further lower interest rates, and striving to secure comprehensive insurance coverage for U.S.-focused exporters and guarantee full and timely claim settlements for covered losses. In order to strengthen effective responses to trade frictions, measures will be taken to utilize the expertise of industry associations in key sectors, including electronics, textiles, and food, to prevent irrational price competition and unhealthy competitive practices. Additionally, the functionality of the five provincial-level trade friction workstations will be enhanced to provide legal services to companies in dealing with sanctions.

A relevant leading official from the Department of Commerce introduced that the nine measures are centered around two key aspects: first, to navigate the complex and volatile international situation, ensuring the stability and resilience of companies engaged in foreign trade; and second, to implement sustainable strategies for long-term enterprise development. These measures encompass not only a newly designed chapter targeting the present scenario but also build upon and optimize the policies previously put into effect. Among these, the Tianfu Foreign Trade Loan and the "Sichuan Global Reach" international market expansion activities have been initiated previously. Sichuan is also accelerating the implementation of additional measures, including supporting foreign trade enterprises in redirecting their products to the domestic market, backing leading retail companies in setting up dedicated sections for high-quality foreign trade goods, and helping e-commerce platforms create special zones for Sichuan's superior foreign trade products, such as 3C electronics, home appliances, household goods, and specialty agricultural products.
