From April 15 to 16, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour on stabilizing foreign trade efforts. She additionally held a symposium with key foreign trade enterprises to understand the current state of the foreign trade economy, collect opinions and suggestions from the businesses, and foster a collaborative discussion on effective policy measures to navigate the uncertainties of the external environment, aiming to consolidate efforts towards promoting the stable growth of foreign trade.

Shi Xiaolin toured Sichuan Injet Electric Co., Ltd. in Deyang City and Kindos Pharmaceuticals Co., Ltd. in Chengdu, focusing on the companies' progress in product innovation, research and development, import and export activities, and their strategies for international market expansion. Additionally, she inspected the Chengdu International Railway Port Exhibition Center to gain insights into the operations of international freight train services.

During the symposium, representatives from some foreign-funded and foreign trade enterprises presented their current manufacturing and business operations, the challenges they are facing, and their corresponding measures. They also offered suggestions regarding foreign trade work, to which relevant departments responded on-site. Having attentively listened to their remarks, Shi Xiaolin expressed her gratitude to the foreign trade enterprises for their contributions to Sichuan's development. She requested relevant departments to meticulously assess and study the concerns raised by the businesses, underscoring the importance of redoubling efforts to deliver effective services and support. Shi Xiaolin stated that the current international economic and trade situation is undergoing complex changes, leading to a rise in uncertainties and challenges for economic operations. The Party Central Committee and the State Council have made a variety of arrangements to counter uncertainties, continually rolling out a series of policy measures. During the first quarter, Sichuan's economy sustained its overall stable trajectory while showing steady improvement. In the next step, we need to align our thinking and actions with the Party Central Committee's decisions and arrangements, actively engage in and support the dual circulation of the domestic and international economies, thoroughly implement national policies designed to stabilize foreign trade and bolster enterprise resilience, focus diligently on our core responsibilities, and exert every effort to drive both quantitative and qualitative economic progress.
Shi Xiaolin emphasized the need to closely monitor and analyze changes in the external environment, strengthen research on trade rules, and proactively gear up for future challenges. She advocated for government-enterprise collaboration and collective efforts in the face of difficulties, implementing robust and effective policies to tackle these challenges, and striving to stabilize the volume and improve the quality of foreign trade. It is hoped that the vast majority of enterprises will strengthen their confidence, maintain their composure, focus on enhancing their core competitiveness, and increase their resilience in development. They should respond scientifically, turn crises into opportunities, dynamically adjust and optimize their business strategies and product portfolio, actively expand into emerging markets and domestic markets, and promote the integrated development of domestic and foreign trade. All levels and departments must enhance efforts to refine policies, build platforms, optimize services, and create a favorable environment. Policies such as the 21 measures for economic recovery and growth and the 10 measures for opening up should be rapidly implemented for instant and direct benefit realization. Efforts should be accelerated to introduce integrated policies that promote the high-quality development of an open economy, plan and implement a series of incremental policies aligning with current situations, and increase support for enterprises as they contribute to the cluster ecosystem-building and chain-strengthening in key industries regarding resource elements, technological innovation, and the development of practical application scenarios. Work should be done to vigorously drive forward new technological transformations and equipment renewal, make full use of platforms and channels such as the Belt and Road Conference on Science and Technology Exchange and Western China International Fair, expedite the development of the provincial credit infrastructure service platform, and effectively assist enterprises in reducing costs, expanding markets, increasing orders, stabilizing jobs, and pursuing innovation. In particular, it is crucial to effectively leverage the role of the provincial service task force dedicated to supporting foreign trade enterprises, strengthen regular communication and interaction between government and businesses, and promptly compile a list of concerns and address them accordingly, so as to create a more favorable environment and conditions for enterprises to mitigate risks, sustain growth, and expedite their transformation processes.
