From April 7 to 9, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, conducted an inspection tour in Aba Prefecture. During the inspection, she emphasized the need to thoroughly implement the spirit of the important instructions from General Secretary Xi Jinping on Sichuan's work, fully execute the central directives and the requirements of the provincial Party committee, earnestly practice the new development philosophy, adhere to technology empowerment, refined management, and coordinated action, solidly advance key work in areas such as development, stability, ecology, and people's well-being, work together to promote high-level protection, high-quality development, and high-efficient governance, drive the accelerated development and long-term stability in ethnic minority regions, continuously improve the production and living standards of all ethnic groups, further forge a strong sense of community for the Chinese nation, and better foster harmonious relations among religions, within society, and among all ethnic groups, thus contributing more to serving national strategies and the overall interests of the province.

Shi Xiaolin visited Songpan County, Ruoergai County, Hongyuan County, Aba County, and Lixian County to inspect and understand various aspects, including the development of plateau characteristic agriculture and animal husbandry, the basic assistance for underdeveloped counties, the integration of agriculture, culture and tourism, the development of clean energy, the construction progress of computing-electricity integration industrial parks, ecological conservation and management in the upper reaches of the Yellow River, education and medical services in ethnic minority regions, and other people's well-being initiatives, as well as the law-based and regulated administration of monasteries.

Shi Xiaolin emphasized that adhering to high-quality development is the hard truth of the new era, noting that every effort should be focused on promoting development and improving people's well-being. Efforts should be made to scientifically plan, accurately position, and find the right path, give full play to the advantages of resource endowments, cultivate characteristic advantageous industries in line with local conditions, actively attract and nurture leading enterprises, vigorously develop refined and deep processing and cold chain logistics, and promote the high-quality development of plateau agriculture and animal husbandry such as yak, highland barley, fruits and vegetables, and Chinese medicinal herbs, by extending the industrial chain, scaling up operations, and strengthening brand development. It is essential to leverage mechanisms such as the eastern-western regional collaboration and the basic assistance initiative, harness the expertise of intellectual support, intensify efforts in industry cultivation and talent development, expand market access and sales channels for quality agricultural products, further increase the income of the people and enhance the self-sustaining capabilities of underdeveloped counties, and guard against new poverty or large-scale relapse into poverty. In the transition from the conclusion of the 14th Five-Year Plan and the start of preparations for the 15th Five-Year Plan, we should strengthen the planning and secure support for key projects in transportation, energy corridors, technological innovation, as well as safety and emergency response, utilize the construction of the Sichuan-Qinghai Railway to actively develop the high-speed rail economy, explore models such as the computing-electricity integration and the enclave industrial parks, cultivate emerging industries by building cluster ecosystems and strengthening chains, and develop new quality productive forces in line with local conditions. We should focus on creating an international eco-cultural tourism destination, making full use of unique cultural and tourism resources such as natural landscapes, revolutionary heritage sites, and ethnic customs, attracting and cultivating high-level entities, providing high-quality products, and promoting the integrated development of agriculture, commerce, culture, tourism, sports, and health sectors, thereby better meeting tourists' new expectations for experiencing a better life. Efforts should be continued to strengthen the ecological barriers in the upper reaches of the Yangtze and Yellow Rivers, advance high-standard development of the Giant Panda National Park and the accelerated establishment of the Ruoergai National Park, leverage technology to enable relevant work such as managing grassland-livestock balance and rodent control, and enhance protection of natural ecosystems' authenticity and integrity, ensuring the eastward flow of clean river waters. Efforts should be continuously made to improve people's well-being. Key initiatives involve facilitating employment through various means like vocational training and work-relief programs, accurately developing the "public service population map", following the demographic changes and demands to expand the availability and promote better distribution of high-quality resources in education, healthcare, and elderly care, leveraging the unique strengths of Tibetan medicine and pharmacy, and strengthening comprehensive prevention and control measures for major infectious diseases, in a bid to continuously enhance the sense of fulfillment, happiness, and security among people. We must fully and faithfully implement the Party's policies and guidelines on ethnic affairs and religion, uphold that religions in China are Chinese in orientation, strengthen the law-based and regulated administration of monasteries, actively guide monks, nuns, and believers to be patriotic and law-abiding, and support and assist people of all ethnic groups in their endeavors to achieve a prosperous and fulfilling life through diligent work.
