
On December 29, the appointment ceremony for counselors of the provincial government and researchers of the Sichuan Institute for Culture and History was held in Chengdu. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presented letters of appointment to 12 newly appointed (reappointed) counselors and 10 newly appointed researchers, and delivered a speech.
On behalf of the provincial government, Shi Xiaolin congratulated the appointed counselors and researchers. She noted that the establishment of the systems of government counselors and researchers at institute for culture and history marks an innovative application of the Party's united front theory in the development of state power, which demonstrates the Party and government's respect for knowledge and talent. Sichuan has always placed great emphasis on the work of government counselors and cultural and historical research, and it was among the first provinces in the country to establish corresponding operational institutions. Since the beginning of this year, the counselors and researchers have centered on core tasks, served the overall interests, and actively offered suggestions and advice on key areas such as the formulation of the 15th Five-Year Plan (2026-2030), industrial development, scientific and technological innovation, reform and opening up, ecological and environmental conservation, cultural development, and social and people's wellbeing initiatives, contributing wisdom and strength to advancing government work and high-quality development.
Shi Xiaolin noted that 2026 marks the beginning of the 15th Five-Year Plan period. It is hoped that all counselors and researchers will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, fulfill the requirements set at the eighth plenary session of the 12th CPC Sichuan Provincial Committee and the provincial economic work conference, and continue to leverage their own strengths and professional expertise. They should conscientiously perform their duties of "participating in and deliberating on state affairs, cherishing culture and drawing wisdom from history, advising on national affairs, exercising democratic oversight, and fostering united front and friendship ties". They are expected to play a greater role in serving and integrating into national major strategies, promoting breakthroughs in key areas, and carrying forward fine traditional Chinese culture. By acting as a think tank for government decision-making, a link between the government and the public, and a bridge for external cooperation and exchanges, they will continuously advance the work of counseling and cultural-historical research to new heights, demonstrating new achievements on the new journey of Sichuan's modernization. The provincial government will, as always, value and support the work of government counselors and cultural-historical research. The Counsellors' Office and the Institute for Culture and History must strengthen the development of a learning-oriented, research-oriented, efficient, and integrity-based institution, enhance their service and management capabilities, and create the conditions and provide the necessary guarantees for counselors and researchers to fully perform their responsibilities.
Dong Weimin, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, announced the appointment notice. Hu Yuankun, Secretary-General of the People's Government of Sichuan Province, presided over the ceremony. Also present were leading officials from relevant provincial departments, among others.
