Longchang-Luxian-Xuyong Railway of New International Land-Sea Trade Corridor Officially Opens with Inaugural Run

On the morning of December 25, the opening ceremony for the inaugural run of the Longchang-Luxian-Xuyong Railway, a part of China's New International Land-Sea Trade Corridor rail service, was held in Luzhou City. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, attended and declared the line open. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, delivered a speech.

Before the event commenced, Wang Xiaohui, Shi Xiaolin, and others heard reports on the planning and construction status of the railways within the New International Land-Sea Trade Corridor and an overview of the Longchang-Luxian-Xuyong Railway project. Wang Xiaohui pointed out that the construction of the Longchang-Luxian-Xuyong Railway is a practical measure by the province to thoroughly implement the series of important instructions from General Secretary Xi Jinping on Sichuan's work and the decisions and arrangements of the Party Central Committee, and that it actively serves the national overall strategy of opening up, continuously advances the development of major opening-up corridors in the province, and accelerates the formation of an all-round, multi-tiered new opening-up pattern. The completion and operation of the railway will further improve the southbound railway corridor network connecting Sichuan to other regions, effectively improve regional comprehensive transportation capacity, and reduce social logistics costs in areas along the route. This railway service holds significant importance: it strengthens connectivity between the province—particularly the South Sichuan Economic Zone—and the southern China region, facilitates deep integration into the construction of the New International Land-Sea Trade Corridor, and enables comprehensive linkage with the China-Indochina Peninsula Economic Corridor and the 21st-Century Maritime Silk Road. All relevant sides should effectively manage and utilize the railway, continually improve its supporting infrastructure, enhance operational service guarantees, promote the connection and interaction among industrial parks, logistics nodes, and key enterprises along the route, and fully unlock the railway's overall benefits. Taking the opening of the Longchang-Luxian-Xuyong Railway as an opportunity, and based on the development needs of the 15th Five-Year Plan, we should plan and promote a batch of key projects in areas such as logistics distribution and industrial support, accelerate the development of regional logistics hubs, continue to advance high-standard opening up, and better drive high-quality economic and social development.

In her speech, Shi Xiaolin noted that railways are both a major national infrastructure and a vital livelihood project, as well as the main artery of the national economy. With the joint support of national ministries, China State Railway Group, and sister provinces and municipalities, the province has maintained a leading position in railway investment and the mileage under construction during the 14th Five-Year Plan period, while the length in service has surpassed 7,000 kilometers. The Longchang-Luxian-Xuyong Railway seamlessly connects with the Chengdu-Chongqing Railway and the Xuyong-Bijie Railway and will link with the under-construction Huangtong-Baise section. Together, these railway routes will form a major land-sea intermodal artery heading south out of Sichuan, directly connecting to the Beibu Gulf, and will also serve as Sichuan's closest corridor to the sea. Today's opening of the railway marks a significant advancement in the construction of the main western corridor of the New International Land-Sea Trade Corridor. We will fully commit to advancing the construction of subsequent sections and meticulously conducting preliminary work for the capacity expansion and reconstruction project of the Chengdu-Longchang segment of the Chengdu-Chongqing Railway. We should fully leverage its radiating and driving effects, actively develop "road-rail-water-air" multimodal transport, promote the deep integration of corridor networks, logistics networks, and data switching service networks, and build an open road, a road to prosperity, and a road to happiness. We must continue to improve the comprehensive transportation system, continuously optimize the function of the "four-way and eight-corridor" strategic comprehensive transportation corridor, and accelerate the construction of a strategic highland for opening up to the west and a new base for participating in international competition.

At approximately 10:30, Wang Xiaohui announced: the Longchang-Luxian-Xuyong Railway of the New International Land-Sea Trade Corridor is now open. Accompanied by a loud and clear long whistle, the inaugural train started and pulled away from the platform smoothly and steadily.

Tian Qingying, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province, chaired the event. Representatives from the Shudao Investment Group reported on the project progress on behalf of the units participating in the construction. China Railway Chengdu Group, Luzhou City, and Neijiang City made exchange speeches.

Also present were provincial leaders Chen Wei and Dong Weimin, leading officials from relevant provincial departments, persons in charge of some central units in Sichuan and state-owned enterprises supervised by provincial SASAC, representatives from railway construction units and relevant logistics enterprises, among others.
