
On November 13, the 2025 Sichuan Low-Altitude Economy Industry Chain Ecosystem Conference, themed "New Blue Ocean of Low-Altitude Economy: Soaring to the Future", was held at the Zigong Aviation Industrial Park. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended the event and awarded the plaque to the Sichuan Low-Altitude Economy Research Institute.
Prior to the conference, Shi Xiaolin and guests visited Fengming Airport, where they toured an exhibition on key products from leading enterprises in the low-altitude economy industrial chain and observed dynamic demonstrations of signature product applications. Shi Xiaolin emphasized that the fourth plenary session of the 20th CPC Central Committee underscored the need to accelerate the development of strategic emerging industrial clusters, including the low-altitude economy. The CPC Sichuan Provincial Committee and the People's Government of Sichuan Province implement the decisions of the CPC Central Committee and the State Council and position the low-altitude economy as a key focus for driving high-quality development and fostering new quality productive forces. By securing multi-stakeholder support, gathering high-impact entities, and improving the development ecosystem through practical and effective measures, Sichuan has achieved tangible progress in various work initiatives. The Provincial Office for the Low-Altitude Economy Industrial Chain Leader System should further strengthen cooperative coordination with hosting areas, collaborative development regions, and chain-master and chain-related enterprises. Centered on the three pillars of "Getting Airborne", "Building Strength", and "Ensuring Governance", initiatives will focus on standardizing and expanding low-altitude airspace, advancing operational management pilots, and steadily unlocking new airspace available for flight. Efforts should be made to persistently promote cluster ecosystem-building and chain-strengthening, make good use of industrial maps to identify key sub-chains, and advance projects, products, and platforms through itemized task lists. It is essential to actively develop new application scenarios in government affairs, industries, and consumer sectors, raise the local supporting rate, and continuously improve the industrial ecosystem. Work should be done to coordinate the planning of low-altitude infrastructure, improve governance and management systems, enhance operational service support capabilities, steadfastly safeguard safety baselines, and accelerate efforts to establish a leading hub for low-altitude economic development in western China.
In recent years, Sichuan has deepened its pilot reform for coordinated management of low-altitude airspace, pioneered a "one-hour pre-departure filing for takeoff" model, and taken the lead in establishing a provincial-level low-altitude airspace operation service platform, thus realizing the "fly upon filing" in the 80,000-square-kilometer pilot airspace. The province has established 20 general aviation airports, 17 civil transport airports, and 327 temporary landing sites, opening nearly 200 routes for general aviation passenger and cargo transport, drone logistics, and low-altitude sightseeing tourism. The region also hosts 82 national and provincial low-altitude innovation platforms, gathers over 500 low-altitude economy enterprises, and secures more than 40 major projects each valued at over 100 million yuan. The province has developed a "full-spectrum" product portfolio encompassing UAVs, conventional general aviation aircraft, eVTOLs, low-altitude management systems, and low-altitude security solutions, with its medium and large UAV sector ranking among the largest in China. The conference conducted a comprehensive sorting-out of the low-altitude economy's upstream, midstream, and downstream industrial chains, marking the first full-chain exhibition featuring over 200 competitive "Made-in-Sichuan" products.
At the meeting, Dong Weimin, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, addressed the conference. The principal official of the CPC Zigong Municipal Committee delivered a speech. The Provincial Office for the Low-Altitude Economy Industrial Chain Leader System released three key lists: the Demand List for Typical Application Scenarios of the Low-Altitude Economy, the Product Supply List, and the Service Supply List. The Low-Altitude Economy Professional Committee of the China Association for Standardization issued the Guidelines for Constructing a Low-Altitude Security Standard System. Chengdu, Mianyang, and Zigong, key hosting locations of the industrial chain, promoted their respective development environments. A batch of key projects was signed on-site in a concentrated signing ceremony.

Also present were Hu Yuankun, Secretary-General of the People's Government of Sichuan Province, leading officials from relevant central agencies in Sichuan, relevant provincial departments, and municipal (prefectural) governments, chain-master and chain-related enterprises in the low-altitude industrial chain, and representatives from relevant investment and financing institutions, industry associations, universities, and research institutes, among others.
