On November 12, the 2025 World Power Battery Conference, themed "New Vision, New Ecosystem, New Opportunities", opened in Yibin. Wan Gang, Vice Chairman of the 13th National Committee of the Chinese People's Political Consultative Conference and President of the China Association for Science and Technology, attended the opening ceremony and delivered a speech. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, and Xin Guobin, Vice Minister of Industry and Information Technology, delivered speeches respectively. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the opening ceremony. Wan Gang said that the fourth plenary session of the 20th CPC Central Committee has charted the course and provided direction for the cultivation and development of new quality productive forces in the next five years. As a pivotal conduit for the integrated development of emerging industries such as new energy and new materials, the power battery industry has become a hallmark of new quality productive forces. Over the past two decades, China's power battery industry has achieved sustained growth in indigenous innovation capabilities, made new progress in building industrial and supply chains as well as cultivating competitive sectors, and pioneered a development path where sci-tech innovation drives industrial advancement. Today, emerging trends, including AI technologies, new models for the separation of vehicle and battery, and an integrated "vehicle-energy" industrial ecosystem, are creating new opportunities while raising the bar for innovation in the power battery industry. This calls for intensified efforts to advance diversified innovation and build a robust technological foundation for long-term industrial growth. It is essential to enhance intelligent empowerment across the power battery industry, upgrading from smart products to a fully intelligent industrial chain. Also, it is essential to promote the innovative development of new models and new business forms, and foster collaborative exploration of sustainable vehicle-to-grid integration applications. It is imperative to enhance the industry's sustainable development capacity and steer the battery sector toward high-end, intelligent, and green advancement. It is essential to deepen high-level international cooperation in the power battery sector, promote the global power battery industry to deepen mutual learning and exchanges in such aspects as forward-looking technologies, traceability management, efficient application, and low-carbon development, and strengthen practical partnerships. Sichuan Province plays a prominent role in China's power battery industry landscape. Notably, Yibin has vigorously promoted the integrated and symbiotic development of the power battery sector and the city itself, driving both sustained industrial cluster growth and accelerated urban development. The World Power Battery Conference, having been successfully held for three consecutive sessions, has established itself as a vital global platform for enhancing mutual understanding and trust and deepening exchanges and cooperation within the power battery industry. We hope all participants will seize this conference as an opportunity to illuminate the path forward through intellectual exchange, build a broad consensus via candid dialogue, and jointly forge a bright future for the high-quality development of the power battery industry.

Since the 18th CPC National Congress, General Secretary Xi Jinping has demonstrated a keen insight into the pulse of the times, proposed the four major global initiatives, and advanced strategic planning and systematic implementation. A notable example is the vigorous promotion of power batteries as a "green engine" driving the new energy industry forward. Through sustained efforts, China has maintained its position as the world's top producer of power batteries for eight consecutive years. It has established the most comprehensive and largest-scale power battery industrial ecosystem, emerging as a dominant force and trendsetter in the global industry. The fourth plenary session of the 20th CPC Central Committee has established the top-level design and strategic plan for the 15th Five-Year Plan period, explicitly charting a course to accelerate the green transition in all areas of economic and social development and to develop strategic emerging industries, such as new energy. We firmly believe that the power battery industry, as a key component of the new energy system, holds immense potential and promises a bright future. As a leading province in power battery development, Sichuan stands ready to join hands with all partners to seize technological opportunities, intensify collaborative research on next-generation technologies like all-solid-state batteries, establish innovation consortia for foundational materials and other generic technologies, and collectively lead the wave of industrial transformation. We are willing to join hands with all partners to explore the vast potential of blue-ocean markets, actively expand into new sectors such as new energy storage solutions, low-altitude economy, and embodied AI, and build a full life-cycle product portfolio to better stimulate consumer demand. We are willing to join hands with all partners in enhancing resource development efficiency, integrating the entire industrial matrix, and pioneering a "green-manufactures-green" model that uses green energy to produce green products—ultimately forging new competitive advantages characterized by low-carbon operations, high efficiency, and superior quality. Let us work together to contribute our wisdom and strength to accelerating the green transition in all areas of economic and social development.

Xin Guobin noted that a green and low-carbon energy transition is now unfolding globally at an unprecedented scale. Power batteries, the "heart" and core driver of this transformation, are playing a decisive role in advancing the global shift toward green development. China's development of its new energy vehicle and power battery industries represents a major initiative to address global climate change and reduce greenhouse gas emissions, constituting a substantial contribution to worldwide carbon reduction efforts. Through concerted efforts from all sides, China's power battery industry has achieved rapid development in recent years, with major breakthroughs in core technologies in key fields, industrial chain ecosystems, and green, low-carbon development. In our engagement in advancing China's power battery industry, we have actively participated in formulating international standards and regulations while supporting Chinese and global companies in pursuing shared growth. Moving forward, the Ministry of Industry and Information Technology will implement the decisions of the CPC Central Committee and the State Council, strengthen strategic guidance, expand application scenarios, improve governance systems, uphold open and win-win cooperation, refine support policies, enhance multi-stakeholder coordination, and sustain high-quality development of the power battery industry.

At approximately 10:50 a.m., Wan Gang, Wang Xiaohui, Shi Xiaolin, Xin Guobin, and Shu Wei jointly activated the startup device, marking the official opening of the 2025 World Power Battery Conference.

At the opening plenary, Robin Zeng Yuqun, Chairman of Contemporary Amperex Technology Co., Limited, Susanne Guth-Orlowski, Advisor to the Global Battery Alliance, and Jiang Yi, Chairman of China Huadian Corporation Ltd., delivered keynote addresses in sequence. The China Battery Industry Association released major achievements in power batteries from 2020 to 2025, and the China Society of Automotive Engineers unveiled its 2030 Outlook for Power Batteries.

Prior to the opening ceremony, Wan Gang, Wang Xiaohui, Shi Xiaolin, and other guests toured exhibition zones and booths at the Power Battery Application Ecosystem Exhibition.
