Recently, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection in Ganzi Prefecture. She emphasized the need to thoroughly implement the spirit of the important instructions delivered by General Secretary Xi Jinping on Sichuan's work, fully act on the guidelines of the Party for governing Xizang in a new era, and further forge a strong sense of community for the Chinese nation. In line with the plans and requirements of the provincial Party committee, she called for efforts to enhance ecological conservation, develop distinctive industries robustly, improve governance capabilities, continuously ensure and improve people's livelihoods, and promote high-quality development in ethnic minority regions, so that the people of all ethnic groups gain a stronger sense of fulfillment, more sustained happiness, and greater security.

Shi Xiaolin visited Shiqu, Dege, Luhuo, Seda, Ganzi, and other counties, inspecting such work as ecological conservation, industrial development, cultural-tourism integration, education and healthcare, rural revitalization, and monastery management. She emphasized the imperative to uphold the prefecture's role as an upstream guardian and fulfill its political responsibility of ensuring stability in Xizang and the Khams area. It is essential to pursue green development that prioritizes eco-environmental conservation and protection, capitalize on opportunities from key projects, including Sichuan-Xizang Railway, the Yarlung Zangbo hydropower project, and the carbon peak and carbon neutrality initiatives, and fully leverage its inherent strengths in ecological environment, clean energy, cultural tourism, and distinctive agriculture and animal husbandry sectors. Work should be done to effectively utilize mechanisms such as collaboration between the eastern and western regions, paired assistance, and basic assistance packages for underdeveloped counties, ensure the successful conclusion of the 14th Five-Year Plan (2021-2025) while formulating the 15th Five-Year Plan (2026-2030), accelerate the improvement of infrastructure shortfalls in transportation, water conservancy, and power grids, identify pathways and accumulate advantages through serving the overall interests, and strive to pioneer new approaches to high-standard protection, high-quality development, and high-efficiency governance in ethnic minority areas in plateau region.

Shi Xiaolin emphasized the need to maintain sustained efforts in reinforcing the ecological shield along the upper reaches of the Yangtze River and the Yellow River It is essential to advance with a holistic and systematic approach to conserving and improving mountain, water, forest, farmland, lake, grassland, and desert ecosystems, implement projects for rehabilitating degraded grasslands and restoring wetlands, explore pathways for realizing the value of ecological products such as forest and grassland carbon sinks, and continuously consolidate the green foundation while safeguarding ecological security. Sustained efforts must be dedicated to scaling up and strengthening industries with distinctive local advantages. Work should be done to strengthen resource coordination and policy support, focus on cultivating superior varieties, improving quality, and building brands, attract and nurture high-impact market entities, enhance R&D and promotion of high-quality crop varieties and agricultural machinery, strategically deploy deep and refined processing facilities, and promote the expansion of distinctive agropastoral sectors such as yak, highland barley, plateau vegetables, and forage grass. It is imperative to leverage the role of platforms in linking production and sales, foster integrated development of agriculture, business, culture, tourism, sports, education, and health industries, extend industrial chains, increase value-added, improve the mechanisms that foster cooperative links within the agricultural chain and help farmers increase their income, promote smart animal husbandry and other innovative practices, vigorously advance digital and intelligent transformation in agriculture, and harness digital and information technologies to boost industrial quality and efficiency while securing steady income growth for farmers. In addressing the needs of local residents, tourists, and various groups, efforts should be made to improve living service facilities in plateau areas, plan and establish regional medical centers, leverage the role of medical consortia and the online education sharing network plan, and promote balanced allocation of high-quality public service resources such as healthcare and education. Efforts should be intensified to strengthen comprehensive prevention and control of infectious diseases, enhance screening in key areas to ensure early diagnosis and treatment, bolster public health communication and source containment, and coordinate multi-disease prevention, collectively building a robust health defense line for the people.
