On April 3, the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee held its sixth meeting. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee, chaired and addressed the meeting. He stressed that it is necessary to thoroughly study and implement General Secretary Xi Jinping's important statement on comprehensively deepening reforms and the decisions and plans of the CPC Central Committee, persist in making good use of the key strategy of reform and opening up, and scientifically plan major moves to further deepen overall reforms in Sichuan, to inject robust impetus into promoting high-quality development across the entire province.

The meeting conveyed and studied the spirit of the fourth meeting of the Central Commission for Deepening Overall Reform of the 20th CPC Central Committee, heard a report on the province's execution of the plan for independent innovation reform pilot, and reviewed the Implementation Plan on Deepening the Reform of Science and Technology Incentive Mechanisms to Fully Stimulate Innovation and Creation Vitality.

The meeting noted that 2024 marks the 75th anniversary of the founding of the People's Republic of China, is a crucial year for realizing the goals and tasks of the 14th Five-Year Plan (2021-2025), and also another significant year for deepening overall reforms. Recently, General Secretary Xi Jinping has put forward a series of new assessments and requirements for the reform work during inspection tours and on many important occasions, such as the group study sessions of the Political Bureau of the CPC Central Committee, the fourth meeting of the Central Commission for Deepening Overall Reform, and the national Two Sessions, pointing out the way forward and providing fundamental guidance for us to further advance the deepening of overall reforms. The whole province must thoroughly study and understand the spirit of the General Secretary's important statements, profoundly grasp the significance of doing a good job in deepening overall reforms this year, earnestly enhance the sense of responsibility and sense of urgency toward reform, strive to forge major independent innovation reforms with Sichuan's features by utilizing the integrated authorization reform pilot as a breakthrough, and unswervingly propel the initiatives for deepening overall reform within the province to more profound levels.

The meeting emphasized that it is necessary to prioritize reforms that promote the development of new quality productive forces, deepen reforms in the science and technology, education, and talent systems, promote the profound integration of sci-tech innovation with industrial innovation, vigorously introduce and pool various advanced production factors, continuously foster a first-class innovation ecosystem, and concentrate efforts to remove the bottlenecks and obstacles hindering the growth of new quality productive force, so as to accelerate the creation of new momentum and advantages for Sichuan's high-quality development. Priority should be given to key reforms that ensure stable growth, stay focused on achieving the annual economic growth target, and address development challenges through increased reliance on reform. Concentrated efforts are required to effectively implement key reform issues such as expanding domestic demand and boosting consumption, emphasizing projects and stimulating investment, and cutting costs to benefit enterprises. Continuous initiatives should be adopted for effectively executing reforms on moderately separating the functions of economic zones from administrative regions, promoting integrated urban-rural development in counties, and deepening the expansion of county-level economic management authority to empower counties, among other aspects, so that strive to enhance the sustained economic recovery in the province, ensuring both quantitative and qualitative growth. Efforts should be highlighted on pivotal reforms important to people's well-being, continually refining the employment assistance mechanism for key groups, accelerating the enhancement of medical and healthcare service systems at primary levels, increasing emphasis on developing eldercare and childcare service systems, expediting the establishment of a long-term mechanism for disaster prevention, mitigation and relief, alongside enhancing workplace safety measures, and making efforts to solve people's urgent problems. At the same time, coordinated efforts are necessary for reforms in key areas such as state-owned capital and state-owned enterprises, fiscal, taxation and financial fields, ecological civilization, democracy and legal system, Party building system, and disciplinary inspection and supervision system, striving to forge more reform achievements that embody Sichuan's features and exert nationwide influence.
