Wang Xiaohui Inspects Chengdu and Deyang

On March 26, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, made an inspection tour in Chengdu and Deyang. He stressed that we must thoroughly implement General Secretary Xi Jinping's important instructions on Sichuan development and the decisions and plans of the CPC Central Committee, earnestly act on the arrangements and requirements set by the national annual Two Sessions, adhere to the general principle of pursuing progress while ensuring stability, further plan and promote high-quality development from a higher starting point, and develop new quality productive forces based on local advantages, aiming to continuously create new momentum and advantages for Sichuan's development.

Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, participated in the relevant inspections.

During his inspections, Wang Xiaohui heard reports on Chengdu and Deyang's efforts in studying, publicly communicating and implementing the spirit of the national Two Sessions, and learned in detail about the advancement of high-quality development initiatives and the work progress achieved during the first quarter in both cities. He pointed out that the key to studying and implementing the national Two Sessions spirit is translating it into tangible actions and specific work tasks. Currently, with a particular focus on the set goals for the yearly economic and social development, we should break down key tasks, refine specific initiatives, and address them systematically, one by one, to guarantee a promising "good start" in the first quarter. In parallel, ongoing efforts are required to advance key initiatives in the second quarter to consolidate and build momentum for economic recovery and growth, thereby continuously promoting effective upgrades of higher-quality economic growth and appropriate increases in economic output. Wang Xiaohui noted that Chengdu and Deyang have, through years of sustained efforts, elevated their economic aggregates to a new level and are at a new historical starting point; however, we need to recognize that the current drivers for development, including population, investment, and technological innovation, have undergone significant phase changes, and that we still face special challenges such as tightening resource and environmental constraints. Especially as the new round of scientific and technological revolution and industrial transformation accelerate, there are new and higher standards for promoting more sustainable and higher-quality development. He emphasized that in response to new situations and tasks, we must fully and faithfully apply the new development philosophy on all fronts, closely integrate our resource endowment, industrial foundation, and scientific research capabilities, plan and foster high-quality development from a higher starting point, focus on developing new quality productive forces, and lead industrial innovation through scientific and technological innovation; thereby, we constantly generate new industries, new business models, and new growth drivers, striving to ensure higher-quality and more efficient, equitable, sustainable, and secure development of the economy.

Sinotruk Chengdu Wangpai Commercial Vehicle Company, situated in the Qingbaijiang District of Chengdu Municipality, has successfully developed and produced hydrogen-powered heavy-duty trucks and intelligent connected vehicles in recent years, positioning itself as a chain leader among Chengdu's new energy commercial vehicle enterprises. Wang Xiaohui walked into the company's final assembly shop, where he inspected the production line's operations, observed a vehicle demonstration, and simultaneously inquired about the company's product research and development, application, and market expansion efforts. He said to the company's management that scientific and technological innovation is a core element in developing new quality productive forces and a crucial factor for enterprises to continuously grow and sustain their market competitiveness. He expected the company to persist in increasing its investment in research and development, target niche market demands, and introduce more competitive new energy commercial vehicle products, striving to rapidly advance on this new track towards achieving better and faster development. He urged the local Party committee and government to develop more application scenarios and guide the automobile consumption's green and low-carbon upgrade. Chengdu International Railway Port is the starting point for international train services, including the China-Europe Railway Express, the New International Land-Sea Trade Corridor, and the China-Laos Railway. Within the port, rows of gantry cranes are actively operating, and containers filled with diverse goods are arranged neatly and ready for departure. Wang Xiaohui visited the Chengdu-Eurasia National (Commodity) Pavilion and Container Central Station at the railway, where he attentively listened to an introduction about the port, including information on the planning and construction of the railway port, international commodity exhibition and sales, train operations, and goods distribution. Upon learning that the railway port has established international railway passages and international rail-sea intermodal passages connecting Europe to the west, Mongolia and Russia to the north, Japan and South Korea to the east, and ASEAN to the south, Wang Xiaohui expressed his affirmation. He pointed out that Chengdu International Railway Port is an important platform for the province's endeavor to expedite the construction of a strategic highland for opening up to the west and to forge a new base for participating in international competition. The port should continually refine and expand its intermodal network, concentrate efforts on enhancing quality, boosting efficiency, and lowering costs, and actively integrate into the dual circulation between the domestic economic cycle and the international economic cycle, thus more effectively driving the high-quality development and higher-standard opening up of the province.

Following the Spring Equinox, it marks the bustling period of agricultural farming activities in spring. Zhongjiang County in Deyang City demonstrates a strong presence in grain production within the province, consistently ranking first in total grain output among all counties (county-level cities, districts) for 17 consecutive years. Wang Xiaohui came to the fields of Mingxing and Duobao villages in Yongtai Town and learned about the advancement of modern agricultural practices and the progress of spring farming preparation activities. At the Sinochem Modern Agriculture Service Center (Zhongjiang) in Mingxing Village, Wang Xiaohui watched a demonstration of agricultural machinery equipment, listened to an introduction about the growth of digital agriculture and modern protected agriculture, and stepped into a seedling-breeding greenhouse to observe how technology enhances seedling breeding, and thereby improving the quality and yield of fruits and vegetables. At the Winter-planted Crop Field Management Demonstration Base and Spring-planted Seedling Breeding Demonstration Base in Duobao Village, he took a closer look at the breeding of rice seedlings and the growth of winter wheat through along the field's access path, engaged in detailed discussions with local officials and heads of specialized farmer cooperatives, inquiring about this year's summer-grain planting, spring farming preparation in the bases, and the progress of commercial agricultural services managed by these cooperatives. Wang Xiaohui emphasized that spring agricultural activities are time-sensitive, and any delay in the farming schedule can result in the loss of an entire season. We must organize agricultural activities timely, vigorously and orderly advance all aspects of spring farming and field management, and deliver agricultural disaster prevention and mitigation efforts, so as to establish a strong foundation for stable and increased grain production throughout the year. He stated that to incentivize farmers to engage in grain cultivation effectively requires efforts to introduce corresponding policy subsidies and support, and on the other hand, efforts should be made to lower planting costs and enhance comparative advantages, as well as develop region-specific, new farming models, such as implementing coordinated planting and crop rotation strategies for grains and cash crops, so as to ensure that farmers derive greater benefits from grain production. Wang Xiaohui emphasized that Sichuan is China's major agricultural product producer in grain, oil, live pigs, and tea, and a major grain-producing area, so ensuring a stable and secure supply of grain and essential agricultural products is the significant responsibility we must shoulder. All localities must take grain production as the top priority in the work concerning agriculture, rural areas and rural residents. Efforts should focus on strengthening farmland protection and developing high-standard cropland, promoting appropriately scaled agricultural operations, and advancing high-quality crop varieties, agricultural machinery, and farming techniques. These initiatives aim to enhance overall agricultural productivity continuously, build a higher-level "granary of heaven" in the new era at a more rapid pace, and contribute more to the national overall development.
