The 1st Plenum of Sichuan Provincial Work Safety Committee in 2024 & Sichuan Provincial Teleconference on Q1 Work Safety Held

On January 30, with the consent of Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, the First Plenary Meeting of Sichuan Provincial Work Safety Committee in 2024 and Sichuan Provincial Teleconference on Work Safety in the First Quarter were convened. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meetings. He stressed that we should conscientiously understand and firmly implement the spirit of General Secretary Xi Jinping's important instructions, the gist of Premier Li Qiang and Vice Premier Zhang Guoqing's speeches at the national teleconference on work safety, as well as the requirements of the CPC Sichuan Provincial Committee, learn lessons from accidents such as the mountain torrents in Jinyang County, face up to the problems found in secret investigations on work safety, take strict and solid steps to ensure work safety with meticulous efforts and a strong sense of responsibility, resolutely curb the frequent occurrence of safety accidents, and put an end to major and serious accidents. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, was present.

Huang Qiang noted that it is thanks to the stable and better safety situation that Sichuan's economy has maintained steady growth in recent years, especially 2023. Last year, the overall situation of work safety in Sichuan Province remained stable, but the rebound of large accidents obviously deserves vigilance. Recently, a succession of major accidents across the country have also sounded alarm bells for us. In terms of work safety, bigger problems will arise if we do not address them well. Heads of Party committees and governments at all levels should earnestly assume more responsibilities, set a good example of conduct in the locality and field in their charge, pay attention to minor things, make more targeted and meticulous deployments based on their respective actual conditions, and truly deal with the most concerned issues.

Huang Qiang pointed out that the first hidden danger lies in "nine small places", where fire safety hazards must be thoroughly rectified. We should define supervision responsibilities and ensure they are fulfilled, resolutely rectify problems such as closing safety exits, illegal installation of anti-theft nets, occupation and blockage of fire passages, resolutely put an end to unlicensed construction and illegal construction, make sustained efforts until the problems found are addressed, and shut down those who fail to make rectification as required. The second hidden danger lies in gas. We must be determined to "replace gas tanks with pipes" and "replace gas tanks with electricity" in crowded places. Priority should be given to the renovation of high-risk areas such as dining sites in mixed commercial and residential buildings and contiguous streetside restaurants, weakly managed areas such as urban-rural junctions and backstreet alleys, and concentrated food and beverage consumption areas such as stations and schools, so as to ensure that their renovation is fully completed by the end of June. The third hidden danger lies in high-risk industries. We must make targeted and effective efforts to investigate and defuse risks such as mines and hazardous chemicals. We should strictly implement the eight hard measures for mines, pay close attention to major risk sources, especially high-risk links, and screen head tailings ponds and unclaimed ponds one by one. The fourth hidden danger lies in illegal subcontracting. We must strictly rectify illegal outsourcing and renting. We should crack down on illegal subcontracting, multi-level subcontracting and other violations, and punish intermediaries that seriously violate work safety regulations, such as revoking their qualifications. In severe cases, violators will be banned for life from entering the industry concerned. Enterprises that have carried out serious acts of bad faith will be blacklisted and subject to joint punishment. The fifth hidden danger lies in forest and grassland fires. We must continuously work hard to consolidate hard-won results. We should make full use of satellite remote-sensing and other means to intensify inspections, keep a close eye on such critical time point as March 30, and earnestly ensure no fire. The sixth hidden danger lies in earthquakes and geological disasters. We must take solid steps to prevent them and prepare response. We should do a good job in monitoring, timely give early warning, strengthen drills, rigidly implement the emergency mechanism featuring closed-loop management, and prepare personnel, equipment and materials in advance.

Huang Qiang stressed that there should be no formalism or bureaucracy at all in work safety. Different levels should be organized to watch the improving film of the mountain torrents in Jinyang County, receive collective education, conduct self-examination, and immediately rectify misdeeds found in secret investigations. We should strictly implement the safety requirements in three management fields (industries, business, and production), ensure that local governments, departments, organizations and individuals fulfill their responsibilities, ensure that no accident causes are not investigated, no persons liable are not punished, no rectification measures are not implemented, and no related personnel are not educated, and adhere to the principle of "not issuing written notifications, not reminding subjects, not hearing any report, or not being received or accompanied by subjects, but directly carrying out inspection at the primary level and on site", carry out "county-level full-coverage inspection, municipal-level joint spot check and provincial-level comprehensive supervision", and avoid multi-level inspection and repeated inspection. We should pay close attention to traffic safety during the Spring Festival travel rush, strictly control fireworks and crackers, prevent and respond to low temperature, rain, snow and freezing disasters, reinforce shift work arrangements, and ensure that people have a peaceful and auspicious Chinese New Year festival.

Dong Weimin, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, commented on relevant work and made arrangements for key tasks in the first quarter. Zuo Yongxiang, Vice Governor of the People's Government of Sichuan Province, presided over the meetings. Attendees also included Member of the Standing Committee of the CPC Sichuan Provincial Committee and Secretary of the CPC Mianyang Municipal Committee Cao Lijun, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province Pubu Dunzhu, Vice Governors of the People's Government of Sichuan Province Yang Xingping, Ye Hanbing, Hu Yun and Zheng Bei, as well as leading officials from all member units of Sichuan Provincial Work Safety Committee and Party committees and governments of cities (autonomous prefectures), counties (county-level cities and districts) and townships (sub-districts).
