On February 23, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 25th Executive Meeting of the People's Government of Sichuan Province to convey the spirit of the 11th Collective Learning of the Political Bureau of CPC Central Committee, and implement the requirements of the meeting of the Standing Committee of the CPC Sichuan Provincial Committee. The Executive Meeting was also held to discuss the deployment of such tasks as accelerating the development of new productive forces, and supporting the high-quality development of the new energy and intelligent connected vehicle (ICV) industry.

The Executive Meeting stressed the necessity to keep in mind the special strategic mission entrusted by the CPC Central Committee, consciously grasp Sichuan's strategic position from the overall situation of the country, take the initiative to shoulder Sichuan's important tasks of the times as a major province in economy as well as science and education and as a strong province in the military industry, insist on taking the development of new productive forces as the inherent requirement and an important focus for promoting high-quality development, accelerate the formation of new productive forces with greater efforts, facilitate significant progress in Sichuan's high-quality development, and make greater contributions to stabilizing the national economy and advancing higher-level self-reliance and strength in science and technology. It is necessary to strengthen the innovation foundation of new productive forces. The province needs to enhance the source supply of strategic scientific and technological capabilities to foster more original, cutting-edge and disruptive achievements, and speed up the transformation and industrialization of innovative outcomes. With a sense of urgency, it should provide extraordinary and precise support for the development of artificial intelligence and robotics industries, in a bid to gain more first-mover advantages. The Executive Meeting called for efforts to expand the scale and raise the level of new productive forces. The province has to build a gradient cultivation system, develop and expand strategic emerging industries, focus on future information, future health, future manufacturing, future energy, future space and other fields, transform cutting-edge technologies and advanced concepts into real productivity as soon as possible, accelerate the pace of intelligent and digital transformation, and encourage traditional industries to move faster towards the middle and high ends. It is necessary to make new productive forces greener. The province must expedite the construction of a new energy system, build a green and low-carbon circular economy system, and facilitate the transformation of production mode through green consumption. A good ecosystem should be established for the development of new productive forces. The province is required to make bold attempts in the spirit of reform, continue to break through institutional barriers with mechanism innovation, promote the smooth flow of various advanced and high-quality production factors towards the development of new productive forces, build a new education, science and technology talent system, and expedite the formation of new production relations compatible with new productive forces.

The Executive Meeting deliberated and adopted the Several Policies and Measures of Sichuan Province for Supporting the High-quality Development of New Energy and Intelligent Connected Vehicle Industry, emphasizing that the province should pay close attention to leading enterprises with strong driving forces as well as key links and high-value links in the industrial chain, attract investment for major projects, and speed up the construction of FAW Hongqi Chengdu New Energy Vehicle Manufacturing Base. Efforts must be made to expedite intelligent and digital transformation and optimize the stock production capacity. The province needs to vigorously develop core components, make advance layout and continue to put effort into future industries such as hydrogen energy, and foster new advantages in subdivided fields. Besides, it should actively seize the opportunity of the surge in exports, utilize foreign markets to expand the scale and reduce costs, promote new breakthroughs in the development of the province's new energy and ICV industry, and endeavor to transition from a follower to a leader.

The Executive Meeting also deliberated and adopted the Notice on Further Facilitating Land Acquisition, the Measures of Sichuan Province for Natural Resources Supervision and the list of nominations for the 4th Sichuan Charity Award, and decided to name 13 counties (districts) including Dongqu District of Panzhihua City as the third provincial ecological counties.
