The Second Working Conference on Clean Governance of People's Government of Sichuan Province was convened on February 22. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, stressed the need to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech at the Third Plenary Session of the 20th CPC Central Commission for Discipline Inspection, and put into practice the spirit of the Second Working Conference on Clean Governance of the State Council and the Third Plenary Session of the 12th Sichuan Provincial Commission for Discipline Inspection. We should also carry forward the spirit of thorough self-revolution, intensify efforts in improving Party conduct, building a clean government and fighting corruption across the provincial government system, and provide strong support for promoting high-quality development and building a modern socialist Sichuan in an all-round way.

Huang said that last year was the first year for the new provincial government to assume its duties. Under the strong leadership of the CPC Sichuan Provincial Committee, new progress has been made in improving Party conduct, building a clean government and fighting corruption across the provincial government system. However, we should be aware that many gaps and problems still exist in the government work and government construction. We must be more vigilant and attentive, focus on prominent problems, strengthen prevention and rectification, eradicate problems through reform, and achieve new remarkable results every year. In this way, we will build a law-based, innovative, clean and service-oriented government that satisfies people's needs with stricter requirements, more solid measures and better systems.

Huang stressed that we should be specific about politics, firmly implement the decisions and plans of the CPC Central Committee, and resolutely prevent "words outweigh actions". First of all, we should resolutely follow the instructions of General Secretary Xi Jinping and the requirements of the CPC Central Committee. The government's top priority is to firmly grasp the primary task of high-quality development, and the key is to make good use of the "baton" and "traffic light" of high-quality development. We should crack down on corruption, make targeted and sustained efforts to rectify problems in key areas, and resolutely curb the frequent occurrence of corruption in some industries with concentrated power, intensive capital and rich resources. In the field of engineering construction, we must resolutely cut off illegal interest chains and crack down on collusion between officials and businessmen. In the transaction and allocation of public resources, we must solve problems such as black box operation and power rent-seeking. In the use of financial resources, we must strictly prevent retention, interception, misappropriation and embezzlement of special funds. In the field of state assets and state-owned enterprises, we must strictly prevent the superposition of corruption, development and security issues. In the financial system, we must resolutely rectify the chaos derived from the intersection of financial corruption and financial risks, and strictly investigate the corruption in primary-level government agencies. We should continue to change our work style, firmly rectify formalism and bureaucratism, and resolutely prevent the resurgence and invisible variation of "formalism, bureaucratism, extravagance and hedonism" problem. We should continue to rectify the most prominent problems of formalism and bureaucratism in our work, rectify the "new image project" that is a variant of the "formalism, bureaucratism, extravagance and hedonism" problem, and resolutely implement the requirement that "Party and government organs should be frugal". We should focus on reform, implement strict, solid and effective supervision and restriction mechanism for the exercise of power, and resolutely eradicate sources and triggers of corruption. We should improve systems, prevent and control risks, and strengthen supervision through reform, strictly control key powers such as policy formulation, decision-making, approval and supervision, prevent power rent-setting and rent-seeking, and enhance the rigidity and authority of supervision. We should be self-disciplined to foster righteousness, fulfill the responsibility of improving Party conduct and building a clean government with high consciousness, set an example in strict discipline on ourselves, dare to take our own responsibilities, and play tough in strict management. We should promote high-quality development with strict discipline and practical efforts, and complete annual goals and tasks of economic and social development.

Liao Jianyu, a member of the Standing Committee of the CPC Sichuan Provincial Committee, Secretary of Sichuan Provincial Commission for Discipline Inspection and Director of Sichuan Provincial Commission of Supervision, attended the conference. Dong Weimin, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, presided over the conference.
