On February 20, the Launch Ceremony of the 2024 Sichuan "Spring Breeze Action" and Employment Cooperation Special Service Activity was held in Ziyang City. During the launch ceremony, Sichuan Provincial Department of Human Resources and Social Security signed regional employment cooperation agreements with the human resources and social security departments of eight provinces, autonomous regions, and municipalities, including Ningxia Hui Autonomous Region, Tibet Autonomous Region, Yunan, Guizhou, Fujian, Zhejiang, Jiangsu, and Chongqing. The objective of these agreements is to promote the orderly flow of the labor force throughout these regions and secure stable employment for migrant workers.
According to the agreements, Sichuan Provincial Department of Human Resources and Social Security will work with its counterparts from the eight provinces, autonomous regions, and municipalities to enhance employment cooperation across multiple dimensions. These include strengthening labor supply-demand matchmaking, improving public employment services, supporting people in returning or moving to the countryside to start businesses, promoting the transfer and continuation of unemployment insurance relationships, advancing the development and expansion of labor service brands, expanding skills training, fortifying cooperation in rights and interests protection, and establishing a normalized cooperation mechanism.
To strengthen labor supply-demand matchmaking, both sides will jointly establish and refine an employment information sharing platform, organize and hold labor supply-demand docking events, and promote the timely sharing and precise, as-needed push of employment information for migrant workers across labor-exporting and -importing regions. Human resource service agencies, labor service companies, professional labor cooperatives, and labor brokers in Sichuan and the above-mentioned regions are encouraged to carry out labor matchmaking, exchange, and cooperation activities to continuously expand the scale of labor transfer.
To improve public employment services, both sides will collaboratively introduce several initiatives, such as the "Spring Breeze Action", Employment Assistance Month, Private Enterprise Service Month, and Special Job Fair for Migrant Workers. They will actively offer an assortment of public employment services tailored to the rural labor force and other groups in both regions, including employment guidance, employment and unemployment registration, job search and recruitment, and professional skills training. Furthermore, they will intensify joint efforts to strengthen employment support for the people lifted out of poverty, relocated people, people included in poverty return prevention monitoring, and people with difficulties in finding jobs, among other groups, and coordinate and deliver targeted employment assistance for such groups.
To support people in returning or moving to the countryside to start businesses, measures will be implemented to promote entrepreneurship among key groups and provide professional services such as policy consultation and business guidance for eligible groups. Efforts will be made to enhance the efficiency of issuing entrepreneurship guarantee loans and managing matters related to tax cuts and waivers. Furthermore, comprehensive entrepreneurship assistance will be extended to these returning entrepreneurs, encompassing business cultivation, incubation, and growth acceleration.
Regarding the transfer and continuation of unemployment insurance relationships, both sides will handle these issues through the national social insurance public service platform, the national human resources and social security government affairs service platform, and the ministerial-level social insurance relationship transfer system. The insured can apply the transfer of their unemployment insurance relationships between Sichuan and these regions via the online platform, achieving a paperless, efficient, and barrier-free transfer.
To advance the development and expansion of labor service brands, both sides will collaborate to strengthen the recognition and cultivation of labor service brands, set up cooperation channels for labor service brands, and transport characteristic and well-regarded large labor service brands in alignment with local industrial and market demand. They will intensify the publicity and promotion of each other's labor service brands, regularly organize cooperation and exchange activities for labor service brands, enhance the popularity and reputation of such brands, and boost their labor service brands' ability to attract job seekers.
In terms of expanding skills training, various enterprises and technical institutes are encouraged to conduct school-enterprise cooperation and school-school cooperation and promote the co-development and -sharing of training resources. Order-based training, targeted training, entrusted training, and other training models are adopted to raise the pertinence of training. Joint efforts will be made to strengthen the pre-employment training before workers are dispatched and the skill improvement training following the recruitment of workers. These initiatives are intended to assist workers in meeting the requirements of their respective job roles.
In terms of fortifying cooperation in rights and interests protection, both sides will enhance their cooperative efforts to protect the rights and interests of migrant workers, thoroughly tackle the issue of delayed wage payments to migrant workers, and promote the inclusion of migrant workers in the social insurance system at their places of employment. They will also provide more care for migrant workers and put in place related guarantee policies to facilitate migrant workers’ transition into urban residency.
Regarding the establishment of a normalized cooperation mechanism, both sides will expand the depth and scope of employment cooperation, carry out activities such as exchanges, training, and visits, and hold special meetings on employment cooperation in due course to solve difficulties and problems encountered in work.
