On February 19, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, presided over and addressed a Sichuan Provincial work meeting on boosting new industrialization and the manufacturing sector's transition to digital and smart development. He stressed that we should thoroughly apply the spirit of General Secretary Xi Jinping's important statements on new industrialization and instructions on Sichuan's work, earnestly implement the deployments and requirements of the national meeting on promoting new industrialization, adhere to the principle of promoting the development of Sichuan through the industrial sector, especially manufacturing, accelerate the pace of the manufacturing sector's transition to digital and smart development, solidly promote the high-quality development of new industrialization in the province, and build a modern industrial system with Sichuan's characteristics and advantages.

Wang Xiaohui pointed out in his speech that the industrial sector, especially manufacturing, is the lifeblood of the national economy and forms the foundation for building a strong nation. Since the 18th CPC National Congress, General Secretary Xi Jinping has deeply grasped the rules of global industrialization and the development trends of the times, and put forward a series of new ideas, new views and new arguments on promoting new industrialization, especially important instructions before the national meeting on promoting new industrialization. Those have expounded in depth the great significance, important principles and key tasks of advancing new industrialization, greatly enriched and developed the Party's understanding of the rules of industrialization, and provided fundamental guidance for moving faster to boost China's strength in manufacturing. Focusing on the study and implementation of General Secretary Xi Jinping's important statements on new industrialization, the national meeting made comprehensive arrangements for promoting new industrialization in the new era and new journey. We should earnestly implement them according to actual conditions.

Wang Xiaohui pointed out that as Sichuan occupies an important position in the national industrial development landscape, General Secretary Xi Jinping has high expectations for the development of Sichuan's industrial sector, especially manufacturing, and has clearly called for the construction of a modern industrial system with Sichuan's characteristics and advantages, which is an accurate analysis and direction for Sichuan's industrial development. In order to implement the important instructions and requirements of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee, the Second Plenary Session of the 12th CPC Sichuan Provincial Committee proposed to carry out the strategy of "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones", and put new industrialization in the first place of "synchronized development". The Third Plenary Session of the CPC Sichuan Provincial Committee focused on discussing how to further promote new industrialization and accelerate the construction of a modern industrial system, and made decisions in this regard, further clarifying the "task pledge" and "construction drawings". In the past two years, Sichuan's industrial sector has proactively identified, responded to, and steered changes. Focusing on both supply and demand sides, it has actively shifted the growth model, improved the economic structure and promoted reforms. Many fields have moved faster to overtake, and the whole sector has achieved growth against the trend. The hard-won achievements deserve full recognition. Sichuan's development has stood at a new historical starting point, but the prominent problems we face are still that the economy is large but not strong and the industrial sector is complete but not excellent. In the face of the new situation and tasks, it is particularly urgent and important to promote the high-quality development of new industrialization, especially manufacturing. The whole province should remain committed to the primary task of high-quality development, actively align with the trend of smart, green and integrated development, give more prominence to the manufacturing sector's transition to smart and digital development, coordinate the upgrading of traditional industries, the growth of emerging industries and the cultivation of future industries, resolutely consolidate the industrial backbone of a major economically developed province, and strive to provide strong support for gaining an upper hand in future development and promoting high-quality development.

Wang Xiaohui noted that we should revolve around the development of new productive forces to accelerate the manufacturing sector's transition to smart and digital development. We should firmly follow the development direction for the transition, strengthen financial and policy support, give full play to the role of lighthouse factories and leading enterprises, encourage backbone enterprises to carry out pilot programs, and drive more small and medium-sized enterprises to pursue the transition, so that they are willing to do so. We should improve the service system for the transition, accelerate the construction of digital platforms and the cultivation of high-quality service providers, and provide affordable "small, fast, lightweight and precision" solutions for SMEs in a differentiated manner, so that they are ready to pursue the transition. We should consolidate the foundational support to the transition, give priority to the construction of digital infrastructure, promote the integration of cloud, terminal and network, deepen the integrated application of new-generation artificial intelligence technology in all aspects of the manufacturing sector, and foster a synergy of the manufacturing sector's transition to digital and smart development and green and low-carbon development, so that they are capable of pursuing the transition.

Wang Xiaohui pointed out that we should take solid steps with focus on key areas to make greater breakthroughs in the new industrialization of the province. We should strengthen the innovation-driven development, lay out scientific and technological innovation and industrial innovation around new productive forces, deeply implement research projects to achieve breakthroughs in core technologies in key fields and the "Pooling Resources for the Development of Sichuan" program with the participation of large research institutes, and accelerate the development of a market-oriented system for technological innovation in which enterprises are the main players and a synergy is created through the joint efforts of enterprises, universities, and research institutes, so that scientific and technological innovation, the "key variable", will become the "strongest booster" of new industrialization. We should urge the efforts to build resilient chains and robust clusters, implement the high-quality development action of national key manufacturing industry chains with high standards, deeply carry out the three-year action to cultivate and upgrade national advanced manufacturing clusters, aim at new segments based on cutting-edge technologies, further build, extend, supplement and cement industrial chains, create more industrial clusters worth 100 billion yuan and 1 trillion yuan, and consolidate the pillars of Sichuan's manufacturing sector. We should pay close attention to project construction, strengthen supervision and services for major manufacturing projects, continue to attract large and strong enterprises, strive to implement a number of new projects to supplement, extend and upgrade the industrial chains, and further expand effective investment. We should strive for the cultivation of enterprises, create an array of competitive chain leader enterprises with strong ties with local areas, cultivate more leading manufacturers worth over 100 billion yuan, guide SMEs to intensify their efforts in niche fields, highlight enterprises that use special and sophisticated technologies to produce novel and unique products, and foster a number of single champion and "little giant" enterprises that master unique technologies. We should promote the upgrading of industrial parks, strengthen the assessment of input intensity and output efficiency per unit area, and enhance the capacity building of industrial parks as carriers, so that enterprises can settle in directly, projects can be implemented efficiently, and industries can grow rapidly. We should continue to pursue safe development, vigorously safeguard industrial safety, pay close attention to the quality revolution in the manufacturing sector, bolster research projects to achieve breakthroughs in the basic industrial quality in key fields, take solid and meticulous steps to inspect and rectify work safety risks and hidden dangers, and resolutely prevent major work safety accidents.

Wang Xiaohui pointed out that as promoting new industrialization bears on the overall situation of Sichuan's modernization drive, we must strengthen organizational leadership and pool all forces to ensure the orderly and effective advancement of all tasks. We should make greater efforts to optimize government services and improve the business environment, and vigorously create a sound development environment for promoting new industrialization. We should strengthen the assessment of officials' performance and the application of results, concentrate resources and policies on places that are willing to act and ready to deliver good results, and guide and drive the whole province to form a sound atmosphere of competition, learning and catch-up. We should strengthen the "main force" of innovative talents, and forge a team of new industrial workers who have a sense of responsibility and dedication. Entrepreneurs, as the key force to promote industrial development, should vigorously carry forward entrepreneurship and industrial culture, actively participate in Sichuan's endeavors of new industrialization, and give full play to their abilities for new progress in promoting the development of Sichuan through the industrial sector, especially manufacturing.

Huang Qiang pointed out that all localities and departments concerned should thoroughly implement the spirit of the Central Economic Work Conference and the national meeting on promoting new industrialization, earnestly carry out the requirements of Secretary Wang Xiaohui in his speeches, fully implement the arrangements of the economic work conference of the CPC Sichuan Provincial Committee and the Two Sessions of the province, and make great endeavor to promote the development of Sichuan through the industrial sector, especially manufacturing, in a bid to better support the high-quality development across the province. We should firmly promote industrial development with scientific and technological innovation, and accelerate the formation of new productive forces. Good use should be made of iconic products to bolster industrial chains and clusters, and achieve new breakthroughs in improving the quality and output of the six major competitive industries. Greater efforts should be made to promote the transition to digital and smart development, and move the manufacturing sector toward higher-end, smarter, and greener production. We should adhere to the gradient cultivation of both large and small enterprises, and consolidate the basic support for new industrialization. We should ensure that financial institutions must serve the real economy as they should do, becoming a new fountain of strength for new industrialization. We should resolutely hold the bottom line and red lines, and support high-quality development with a high level of safety.

The meeting was held in the form of "on-site inspection + a teleconference". On the morning of that day, attendees in two groups inspected some manufacturers and innovation platforms in Chengdu, Deyang and Meishan respectively. In the afternoon, a teleconference was held, and all cities (autonomous prefectures) set up sub-venues. Chengdu, Deyang, Mianyang and Yibin, as well as Sichuan Changhong Electronic Holding Group and Tongwei Group delivered speeches. Other cities (autonomous prefectures), relevant provincial departments and offices of some central units in Sichuan made written statements.
