From February 4 to 5, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, visited Maoxian County and Heishui County in Aba Tibetan and Qiang Autonomous Prefecture. He inspected and guided disaster prevention and mitigation, work safety, production and living guarantee during the Spring Festival. He stressed the need to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on disaster prevention, mitigation and relief and the decisions and plans of the CPC Central Committee, conscientiously practice the people-centered development concept, and ensure smooth work in all aspects during the Spring Festival, so that people can enjoy a heartwarming and happy Spring Festival.

The Western Sichuan Plateau is densely covered with mountains and canyons, so geological disasters and fires are prone to occur frequently. Especially at present, some areas are in low-temperature, rainy, snowy or freezing weather, which has a great impact on people's production and living order. During the inspection, Wang earnestly implemented the requirements of "going to primary-level units to publicize the Party's lines, principles and policies, conduct investigations and research, receive letters and visits, and work on the spot". At the collapse site in Lianghekou, Chibusu Town, Maoxian County, he learned about the implementation of measures such as cleaning up dangerous rock bodies on the slope surface and installing protective nets and the next prevention plan. He guided and helped relevant parties solve the difficulties and problems in the management of hidden troubles, and urged them to scientifically arrange construction under the premise of ensuring safety, so as to remove the threat of collapse bodies to the roads below as soon as possible and ensure safe passage of the public. In the Second Comprehensive Emergency Rescue Center of Maoxian County, Wang carefully inspected rescue equipment. Through video monitoring and scheduling, he learned about the safety protection work during the Spring Festival, as well as the forest and grassland fire prevention and control work. He stressed that emergency rescue teams at all levels should leverage their advantages, intensify their efforts in drills, continuously enhance their capabilities in emergency response, disaster prevention, mitigation and relief, so as to ensure quick action and rapid response in case of emergencies. After listening to the report on disaster prevention, mitigation and relief before and after the Spring Festival as well as preventing and responding to low temperature, rain, snow and freezing disasters in Aba Tibetan and Qiang Autonomous Prefecture, Wang required all localities to adhere to the principle of putting people and lives first, firmly establish the awareness that disaster prevention is superior to disaster relief, and make utmost efforts in disaster prevention, mitigation and relief. Especially in places where low-temperature, rainy, snowy and freezing weather may occur, relevant parties need to strengthen monitoring and early warning, reinforce shift work arrangements, conduct targeted disaster prevention and response, ensure the safety and smoothness of transportation, energy and communications, and protect agricultural and forestry crops and livestock against cold and freezing conditions, so as to maximize the security of people's lives and property. Shangguan Village in Fushun Town, Maoxian County has developed rural tourism by building a flower-themed characteristic healthcare tourism village. In particular, the village has attracted more tourists by virtue of its proximity to the railway station, thus increasing villagers' income. At the convenient service room of the village, Wang asked in detail about the village's cultivated land area, main industrial composition, collective economic development, villagers' sources of income, etc. He praised the practice and effect of consolidating and expanding the achievements of poverty alleviation and continuously promoting rural revitalization through the integration of agriculture and tourism. He said that the development path should depend on local conditions.
