The 9th Group from the State Council's Workplace Safety and Fire Control Assessment and Inspection Team Launches Operations in Sichuan

In accordance with the coordinated plans of the State Council, the Ninth Group from the State Council's Workplace Safety and Fire Control Assessment and Inspection Team will conduct the 2024 annual evaluation and inspection of workplace safety and fire safety measures in Sichuan Province, scheduled from November 24 to December 5. On November 25, a special exchange meeting themed on the assessment and inspection was convened in Chengdu. Wang Bao'en, Vice Minister of Water Resources and head of the Ninth Group from the Assessment and Inspection Team, attended and delivered a speech. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made a statement.

Wang Bao'en reviewed the twice inspections and unannounced visits in Sichuan during the first three quarters and outlined the main focus, work schedule, and disciplinary expectations for the current assessment and inspection operation. He emphasized that General Secretary Xi Jinping attaches great importance to workplace safety and has issued multiple important instructions and directives on this matter throughout the year, providing explicit guidance on our actions and fundamental principles to which we should adhere. It is essential to firmly keep the thoughts and actions aligned with the spirit of General Secretary Xi Jinping's important instructions and directives, as well as the decisions and arrangements of the Party Central Committee and the State Council, take the issues and hidden dangers identified during the inspections in the previous three quarters and the current assessment and inspection as a reference, rectify any gaps and shortcomings, learn from past mistakes, and further improve the workplace safety responsibility system, aiming to prioritize and concretely safeguard the lives and safety of the people. The current assessment and inspection will focus on the initiatives regarding studying and implementing General Secretary Xi Jinping's important instructions and directives, the measures for delivering the decisions and arrangements of the Party Central Committee, the efforts in enforcing workplace safety responsibilities, the progress in advancing and managing the key special tasks, and situations concerning the major accident risks and the hidden dangers that impact people's daily lives. It is hoped that Sichuan Province will actively support and cooperate and that all sides involved will provide whole-process supervision to ensure that the assessment and inspection tasks are completed efficiently and in accordance with standards. This will guarantee that the assessment results objectively and accurately reflect the true effectiveness of Sichuan's work. The current assessment and inspection provide an opportunity to implement effective and practical measures, focus on critical areas and processes, prioritize the prevention and control of major safety risks, and firmly ward off any serious or major accidents. Together, we foster a favorable and safe environment for high-quality economic and social development.

Shi Xiaolin affirmed that Sichuan would definitely implement its work from the height of delivering on the "two upholds", thoroughly implement General Secretary Xi Jinping's important expositions on workplace safety, heed General Secretary's earnest instructions during his inspection in Sichuan, further elevate our political stance, genuinely place workplace safety at an important position in the overall work, and vigorously work to implement responsibilities, take proactive measures, prepare forces preemptively, leverage sci-tech empowerment, and prioritize community-based prevention and control strategies, resolutely upholding safety and development as our bottom lines. We will follow up to ensure the rectification of issues feedback from the assessment and inspection, achieve immediate and concurrent corrections as the inspection proceeds, promote a closed loop in our work, resolutely prevent superficial, fraudulent, or perfunctory rectifications, and ensure that the rectification efforts yield practical results. We will adhere to the principles of using rectification to promote governance while addressing both symptoms and root causes, trace the fundamental cause of problems from their source, prevent issues from occurring at the institutional level, promote the establishment of rules and regulations for systematic governance, and ramp up efforts to improve intrinsic safety levels. All localities and departments must cooperate fully to ensure the smooth progression of the assessment and inspection, strictly adhere to disciplinary standards, use this assessment as an opportunity to enhance the implementation of workplace and fire safety measures in the new era, and actively address any shortcomings or weaknesses, in a bid to leverage high-standard safety to underpin high-quality development and boost the people's sense of security and satisfaction.

Dong Weimin, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, presented an update on the advancements in workplace and fire safety initiatives across the province. Li Wenqing, Vice Governor of the People's Government of Sichuan Province, chaired the meeting. At the meeting, participants watched a special documentary highlighting the situations of workplace safety inspections and unannounced visits. Members of the Ninth Group from the Assessment and Inspection Team, leading officials from relevant member units of the Provincial Work Safety Committee, and others attended the meeting.
