Provincial Government Convenes Special Meeting on Compilation of 2025 People's Wellbeing Initiatives

On November 22, the People's Government of Sichuan Province convened a special meeting to discuss the compilation of initiatives concerning people's wellbeing for the year 2025. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meeting. She emphasized the need to thoroughly implement General Secretary Xi Jinping's important statements on ensuring and improving the people's wellbeing, earnestly practice the people-centered development philosophy, adhere to a people-oriented approach, strive to make the best of our ability and within our means, develop targeted strategies for a range of welfare initiatives that are concrete, accessible to the general public and widely acclaimed by society, and work with relentless persistence to ensure that practical matters are handled effectively and beneficial initiatives are implemented successfully, seeing that the gains of reform and development benefit all the people in the province fairly.

Shi Xiaolin emphasized the need to thoroughly research and organize projects. It is crucial to utilize both online and offline platforms effectively to further collect opinions and suggestions from the public, deputies to people's congresses, and CPPCC members, pinpoint the pressing difficulties and problems that concern the people most in reference to the prominent issues reported via the 12345 hotline and public complaints, and strive to address these wellbeing matters in a way that resonates with the people's hearts. We will continue to implement existing mature projects. We will adhere to the standards of the people's sense of fulfillment and satisfaction as the evaluation criteria, strengthen the assessment of the effectiveness of people's wellbeing initiatives, and continue to execute projects that have broad reach and have received positive public feedback, particularly in sectors such as educational support, healthcare, assistance to the vulnerable, and transportation, in a bid to solidify and enhance the quality and effectiveness of our work.

Shi Xiaolin emphasized the need to strengthen collaborative innovation and launch a new batch of wellbeing projects that meet the needs and expectations of the people. We should accurately understand the trends in population dynamics, emphasize a public service provision approach that aligns quantity with population size and supply with population-based demand, accelerate the compilation of a "public service population map" focusing on the multi-level needs of different age groups, and match appropriate public infrastructure, service capacity, and financial investment accordingly. We should precisely plan and implement a range of wellbeing initiatives aimed at shoring up deficiencies and strengthening areas of weaknesses, construct a number of embedded, comprehensive community service centers in line with local conditions, move faster to build an all-age friendly society, and promote a high-quality and balanced development of basic public services across both urban and rural areas. It is essential to integrate initiatives that benefit people's wellbeing with those that promote consumption, expand investment, and strengthen industries, drive the quality improvement and capacity expansion of consumption in healthcare, elderly care, and child-rearing, develop and execute a series of good projects around rural revitalization, basic supportive assistance, and senior-friendly modifications. Coordinating "software" and "hardware" construction is essential. While promoting the implementation of projects in such areas as facilities, equipment, and public platforms, we should also plan and execute "software" projects around talent team cultivation, service capability enhancement, management operations, and the development of evaluation and incentive mechanisms in a bid to continuously improve our levels in delivering service and governance. Efforts are required to stimulate the vitality of all sides involved. We will encourage and guide enterprises, professional institutions, volunteers, and other parties to participate in the provision of public service products by improving mechanisms, introducing insurance, and purchasing services, among other strategies, and work to foster unity and collaboration across the government, market, businesses, social organizations, and families, ensuring they work in harmony, participate fully, and share in the benefits.

Shi Xiaolin required efforts to establish a modern governance concept, adopt a reform-oriented mindset to tackle complex challenges, strengthen overall planning in project development, construction, and operation, enhance whole-process supervision, and effectively allocate the available funds to areas that are most critical and impactful, so as to maximize social and livelihood benefits with limited financial resources.

Dong Weimin, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, presided over the meeting. Pubu Dunzhu, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province, and Vice Governors Yang Xingping and Zuo Yongxiang attended the meeting. Also present were leading officials from relevant provincial departments, among others.
